About this file
This Statement of Work (SOW) details a roof replacement project for the Blackwater National Wildlife Refuge Visitor Center located in Cambridge, MD. The project involves removing approximately 13,500 square feet of existing shingled roof and replacing it with a 24-gauge standing seam metal or .050 aluminum standing seam roof that meets FEMA specifications for a 150-mph hurricane wind zone. Key requirements include removing existing roofing materials, inspecting and preparing the subsurface, installing synthetic underlayment, and ensuring proper sealing and flashing of all roof components.
The contractor will be responsible for providing all labor, materials, and equipment, maintaining safety standards, and following manufacturer installation guidelines. The roof must be silver/gray or Regal White in color, with color selection from the provided Titan Steel Corporation color chart. Additional specifications include removing an antenna damaged by lightning, potentially removing abandoned chimney pipes, replacing the ridge vent, and securing roof rafters to top plates. The project will require a pre-bid site visit, and the contractor must provide their own rest room facility and maintain a clean work environment. Final acceptance is contingent on meeting FEMA wind resistance specifications and receiving approval from the Contracting Officer's Representative (COR).

Blackwater NWR 2145 Key Wallace Drive Cambridge, MD 21613
Visitor Center
1. Project Overview:
The purpose of this project is to remove and replace the existing (approximately) 13,500 square feet of shingled roof with a 24-gauge standing seam metal or .050 aluminum standing seam roof that meets FEMA specifications for a 150-mph hurricane wind zone. The project includes structural assessment, subsurface preparation, sealing, flashing, and compliance with industry and safety standards.
2. Scope of Work:
2.1 Roof Removal and Inspection:
Remove all existing shingles and underlayment and dispose of refuse offsite at the expense of the contractor.
Remove an antenna hit by lighting on the east side of the building, do not reinstall this antenna.
Two metal chimney pipes are now abandoned on the building and may be removed and not reinstalled.
Inspect the subsurface for integrity.
Ridge vent will need to be replaced and matched to the color of the roof panels, COR and contractor will work together on this.
Currently the roof gable ends are open and will remain so throughout this contract.
Any deteriorated or unsuitable subsurface material must be replaced by the contractor up to 20 sheets of in-kind sheeting prior to adding the FEMA-approved subsurface.
2.2 Installation of Standing Seam Metal or Aluminum Roof:
Standing seam metal roof silver/gray in color, see attached color chart. (must be equal or better than chart provided). Aluminum chart preferred color is Regal White, must be equal or better than chart provided). We will not be matching the existing metal roof in the center of the building;
Premium color bidding is at the discretion of the bidder.
Install a 24-gauge standing seam metal or .050 aluminum roof designed to withstand 150 mph hurricane winds per FEMA specifications.
Ensure proper alignment and fastening according to manufacturer recommendations and industry standards.
Snow guards are not part of this contract.
2.3 Subsurface and Sealing Requirements:
Install FEMA-approved subsurface material as required within a 150-mph hurricane zone.
Synthetic underlayment is required.
Ensure all edges, protrusions, vents, chimneys, and areas where the roof meets walls are properly sealed, flashed, and covered using best industry practices.
Skylights will not be replaced but must be sealed according to manufacturer recommendations and industry standards.
2.4 Safety and Compliance:
Maintain safe work conditions throughout the project in compliance with OSHA regulations.
Ensure work areas and work platforms meet safety standards.
Protect all areas from flying debris.
Secure building entrances to prevent damage or hazards.
3. Contractor Responsibilities:
Submit color choices to COR for choosing and approving panels and trim.
Provide all necessary labor, materials, tools, and equipment to complete the project.
Ensure all work meets FEMA standards for 150 mph hurricane wind zones, tie down rafters to top plates. The COR and contractor will work together in each section determining which method is best for tie down, Some areas may be accessed through the interior section of the roof, others may have to go from the soffit area and from the top with Timber Loc screws (or equal or greater than Timber Loc screws). The intent here to make the roof more secure than it is now. The building itself will not be brought up to FEMA requirements during this contract period.
No structural drawings are available for this building, a pre-bid site visit is scheduled to provide details.
Follow manufacturer installation guidelines for the roofing system.
Maintain a clean and organized work environment. Staging area will be in the employee parking lot and a secondary staging area if needed in the long lot for Class A campers.
Equipment can be used outside the "staff" parking lot, i.e. contractor's staging area. Equipment can be used all around the building as work necessitates. However, care is to be taken around plantings, butterfly garden, etc. Also, all equipment and area on ground adjacent to active work must be cordoned off to keep public out. Ensure all equipment/tools/debris is cleaned up and put away at the end of each shift.
Contractor will be required to provide their own rest room facility in the staging area.
Conduct a final inspection and ensure project completion meets all requirements.
4. Project Timeline:
Milestones: Removal, subsurface preparation, installation, sealing, final inspection.
5. Acceptance Criteria:
Roof installation meets FEMA specifications for 150 mph wind resistance.
All penetrations and wall transitions are properly sealed and flashed.
Worksite is clean and safe upon project completion.
