About this file

This document is a Questions and Answers (Q&A) file for a Roof Replacement Contract at the Chesapeake Marshlands National Wildlife Research Center. The project involves replacing the existing roof system with a new metal or aluminum roofing system that meets FEMA guidelines for a 150 mph wind zone. Key requirements include a 10-year minimum warranty on installation, materials, and paint, with a potential preference for a 20-year warranty. The contractor will be responsible for replacing gutters, flashing, soffit, fascia, ridge vents, and any damaged siding, and must use Galvalume steel with a fluoropolymer/Kynar 500 finish or equivalent.

The project requires the contractor to follow specific guidelines, including FEMA P-55 and IBC October 2021 standards, and provide submittals for all materials. The work will be performed during a period of performance to be confirmed at award, with the government indicating a preference for completion within 213 calendar days. Bidders must attend a scheduled site visit to gather detailed information, as no as-built drawings or historical documentation are available. The project is tax-exempt, and the building will remain staffed and open to visitors during construction. Waste disposal certificates and daily progress photos with a specific naming convention are required, and the final completion report must document punch list items, submittals, and contract compliance.

Chesapeake Marshlands NWRC

Roof Replacement Contract

Questions and Answers

Can the attendees of the meeting today get a list of everyone who attended?

- No list is available

Is the government looking for a "weather-tight warranty;" if so what type?

- Warranty on installation, material and paint for 10 years minimum, a higher warranty will be accepted and given more preference.

Are they replacing gutters, flashing, soffit, fascia, etc?

- Yes

- Contractor will be responsible for replacing ridge vents. Where siding needs to be removed to seal the roof to a wall, contractor may remove siding and replace the same siding. If contractor damages siding it will be incumbent on them to replace the siding in kind at the contractor’s expense.

Wanted clarification/confirmation that the existing portion of the metal roof is not getting replaced?

- Correct, not getting replaced.

Are the two sheds adjacent to the parking lot getting re-roofed as well?

- No

Are there two through-penetrations getting removed or one?

- Two, both on the east wing; one in the mechanical room as shown during the interior walk around, and the other on the roof top, an antenna that was hit by lightning. They will be removed, openings repaired, and penetrations not reinstalled.

Will the radio/antenna for the bird camera be going back up?

- No

How to meet FEMA req's. if unable to access framing?

- The intent is primarily for the instillation of the metal or aluminum roofing system to be followed by FEMA guidance. The FEMA guidance on attaching the roof truss or framing members to the top plate is what we are looking for. The FEMA guidance for attaching the framing to the top plate will be dealt with on a case-by-case basis in each portion of the roof. During the walk around it was shown where some areas are accessible by interior access to the framing members, some from outside through the soffit and others from above with removing sheeting and reattaching the same sheeting and sealing it back in place. However, if the contractor decides to remove the sheeting and damages it during the removal process the sheeting will be replaced by the contractor at their expense, and the damaged sheeting will NOT count as one of the twenty sheets allowed in the bid process. If sections of the roof already have existing tie downs, that area will be exempt from adding tie downs.

You reference 150mph and then a FEMA spec/requirement. Which FEMA spec will this be?

- FEMA follows the guidance of IBC.

Specifically, we are seeking the Instructions to Bidders or any applicable documentation that outlines how we should structure and compile our bid proposal

- Please follow the Scope of Work format. The vendor should submit a write-up detailing how requirements are to be met. As described on page three of the Solicitation Standard Form, proposals are considered compliant when all elements of the “basis of award” are included.

Addendum # 1, states “ …If sections of the roof already have existing tie downs, that area will be exempt from adding tie downs.” , based on this comment. Please quantify how many sections are assumed to be existing. If this is not provided this will create an unfair bid requirement and promote a high degree of inconsistency among bidders. Irresponsible bidders could assume 75% or greater tie-down connections have been made vs responsible a bidder that assumes 0% of connections have been made. Please provide quantity for bid purpose.

- Tie down details are currently unknown. In response to this question, it can be assumed that 0% would be inaccurate. Knowledgeable assumptions used to compile an accurate bid can be made from attending a scheduled site visit. As described on page three of the

Solicitation Standard Form, a breakout of value(s) per item will be shown on your Schedule of

Values when submitted. If there are fluctuation(s) in items identified in the Schedule of Values after award, this will be made compliant.

Addendum # 1, question and response states… “Is the government looking for a "weather-tight warranty;" if so what type? Warranty on installation, material and paint for 10 years minimum.”

This does not clarify the question as metal roof and paint warranties are more complex than this response. Would this 10-year minimum warranty requirements be for a manufacture’s no-dollar-limit materials and workmanship warranty for the roof system that encompasses, that if within the warranty period the metal roofing system becomes non-watertight or shows evidence of corrosion, perforation, rupture or excess weathering due to deterioration of the roofing system resulting from defective materials or installed workmanship the repair or replacement of the defective materials and correction of the defective workmanship must be the responsibility of the roofing system manufacturer?

- Warranty for all requirements. Manufacturers warranty is required on materials, contractor warranty is required on labor.

Addendum # 1, states… “Warranty on installation, material and paint for 10 years minimum.” , is this to be understood as a ten (10) year minimum contractor installation warranty as defined in Federal Acquisition Regulation 52.246-21 Warranty of Construction?

- Yes. Standard warranty is primary, Extended warranty will be managed under clause 52.246- 21 Warranty of Construction.

Addendum #1, states, “ At the time of writing this the FEMA website is down due to restructuring the site. However, FEMA follows the guidance of IBC.”, the IBC codes and standards are a rather dense publication and vairy on design standards depending on what version you follow. Please advise on a specific year or version of the IBC code to follow.

- October 2021

Please provide the FEMA design document and/or publication that this RFP is based on.

- FEMA 55

The 150 MPH requirement is vague, does this number represent design pressure, ultimate wind pressure, peak wind gust? Wind rider requirement? Please advise what this 150 MPH number represents.

- Peak wind gusts.

Can you please provide any as builts or historic drawings for this building?

- No. None are available.

Are submittals be required for this project? If yes, please advise what items will need to be submitted for approval?

- All materials being supplied from the contractor, sheet metal, fasteners, caulk, roof jacks, etc.. will require prior approval.

Will stamped engineered calculations be required for this project?

The project overview states structural assessment. Will the contractor be required to provide a structural assessment performed by structural engineered licenses for the local jurisdiction? If yes, please advise what areas the assessment be limited to?

If any deficiencies are identified during the structural assessment. Will the contractor be required to correct the deficiencies within this contract? If yes, will this be addressed as a change order to the contract?

- The contract has twenty sheets of plywood the contractor will be expected to replace at no cost to the government, above that figure the price on the bid sheet/schedule of values will be granted to the contractor. All deficiencies will be a change order that must be approved by the contracting officer.

Given the, FEMA specifications for a 150-mph hurricane wind zone requirement. According the FEMA P-2181, they advise the elimination of vinyl and promote the use of plywood soffits in-lieu. Please advise if this requirement is to be followed?

Will the new metal roof system require a ridge vent?

- Yes

What is a FEMA-approved subsurface?

- Currently we are going to replace any subsurface with matching existing subsurface.

What sheeting materials qualify as a FEMA-approved subsurface?

- Currently we are going to replace any subsurface with matching existing subsurface.

Is it a requirement that the existing substrate be re-secured if it is already currently secured per code?

The quote sheet states Miscellaneous Materials, what qualifies as miscellaneous materials?

- Those materials not listed but are needed to finish the job correctly.

The quote sheet states, “per indicated volume”, what are the indicated volumes?

- # of item(s), Sq Ft, Volume, etc.

Tie down rafters to top plates” This make no difference if the top plate is not tied into the building per wind uplift requirements. The current rafters should already be secured to the top plate per code. Please provide information that the rafters are or are not tied down per code requirements. Please provide the exact data on how they need to be secured and how by a structural engineer. No liability will be provided for a system that is not engineered.

- Rafters are assumed to be tied down correctly.

The quote sheet lists Flashing and Trim. What is the difference between this two?

- Flashing is thin, usually metal, material used to waterproof joints and prevent water intrusion. Trim, on the other hand, refers to the various metal pieces used to seal and finish edges, seams, and transitions in roofing and siding, often hiding exposed edges and providing a finished look.

The quote sheet requires a price for roof curbs. There is no mention of roof curbs in the RFP.

Please advise if roof curbs are required for this project. And if yes, please advise what this scope of work entails.

- Listed in 2.2 of the Scope Of Work.

Will the Period of Performance from 05/01/2025 to 09/30/2025, be adjusted with this project being bid 05/22/2025?

- Yes. Start and End dates are determined at the time of award.

Are there any liquidated damages for this project?

Is this project funded?

- As applicable

How long does our proposal need to be valid for?

- 60 days

Will work be allowed during Federal Observed Holidays?

Can you provide any information on the existing standing seam metal roof?

- No. Only Scope of Work details are applicable.

Will high temp ice and watershield be required over the entire balance of the roof system?

The COR and contractor will work together in each section”. What labor is COR providing?

- None. The Contracting Officer Representative (COR) provides guidance and confirmation(s), and performs inspection(s).

For a fair and accurate bid, bidders should be given a Ln Ft of plywood to remove and replace, qty of rafters to secure with a detail. Example. Replace 50’ of plywood along eaves and resecure 24 rafters with this detail. Otherwise, everyone is going to bid something different and that is not fair to Blackwater. Going through the soffit is not feasible in most locations.

- As mentioned, knowledgeable assumptions used to compile an accurate bid can be made from attending a scheduled site visit. As described on page three of the Solicitation Standard

Form, a breakout of value(s) per item will be shown on your Schedule of Values when submitted. If there are fluctuation(s) in items identified in the Schedule of Values after award, this will be made compliant.

- Schedule of Values will indicate per item value. The COR will justify and confirm revisions in materials.

Is the siding color and style still available? Siding will have to be removed to properly flash the walls with a standing seam metal roof.

- Knowledgeable availability in the Marketplace can be obtained by attending a scheduled site visit, gaining detailed knowledge of the material, and performing market research when compiling information.

- Materials will conform to specs within the scope of work.

Are you requesting bidders provide details of similar scopes of work on similar size building they have completed?

- Projects identified within the Past Performance requirement will detail same or similar work completed or in process.

Are the bidders required to be certified by the metal manufacturer they are installing?

- Confirmation of requirement(s) are between the manufacture and the contractor to determine what is necessary to carry the warranty period out.

Please confirm that both the Generral Ccontractor and subcontactor be required to meet all the qualifications needed for this project

- The Prime Contractor who is awarded this contract will show skills and abilities and understanding of the scope of work requirements within their proposal write-up. The Prime Contractor will show qualifications in order to inspect and direct any subcontractor(s) performing tasks. The Prime Contractor is responsible for the quality of work of their subcontractors and must show qualifications to determine standards of quality of work.

Will manufacturer's weathertightness warranty be required for this project?

The current roof design will significantly affect the scope of work. Upgrading the roof system will require an engineer to evaluate the current design and upgrades may impact multiple structural elements. ASCE 7-16 uses ultimate design wind speeds (Vult) ranging from 90 to 200 mph, depending on location and risk category.

Common wind speed zones:

90–110 mph: Low to moderate wind zones (e.g., inland areas).

110–130 mph: Coastal or hurricane-prone areas.

130–200 mph: High-wind zones (e.g., hurricane-prone coasts, tornado-prone regions).

Please confirm what the existing design wind speed for this roof.

- Wind speed of 120 mph

Can to Superintendent fulfill the roles of Quality Control and Safety for this project?

The Governments Unified Facilities Criteria specifies that Galvanized Steel should only be used for temporary structures and is not acceptable for permanent construction, Galvalume Steel must be used for permanent construction. Should the steel option be limited to Galvalume material only for its superior corrosion resistance?

Do Buy-America Act requirements apply to this project?

Considering meeting the 150 MPH requirement, panel systems can be engineered to accomplish that objective. However, the plywood substrate itself may not satisfy the applicable uplift forces depending on its current attachment method. Will the SOW require new fasteners to mechanically attach the plywood to the rafters to meet the 150 MPH requirement?

Will engineering be required to confirm the correct attachment of plywood to the rafters to meet the 150 MPH load.

Is Engineering stamped by a professional engineer required to confirm the roof panels uplift performance capabilities to satisfy the 150 MPH wind resistance requirement.

Are manufacturer shop drawings required?

- Standard manufacturer material documentation is required.

Is a weathertightness warranty providing the owner with warranty coverage in the event of a leak required? If so, what duration warranty is required? The standard for government buildings is 20 years.

- We are looking for 10 years minimal due to the unknown factor of the previous building techniques. However, a 20-year warranty would be accepted.

The color chart provided is a Fluoropolymer/Kynar 500 color chart. Is a fluoropolymer/Kynar 500 finish required for the metal roof panels?

- Equal to or better. Panel specs are to be approved prior to use.

The SOW specifies either silver or gray color. Silver is a premium metallic color and has higher cost than Gray. Is bidding with the assumption of only Gray or non-premium colors acceptable?

- Non-premium colors are acceptable. However, if items are equal in price and one has the higher premium metallic color, it will be favored in this instance.

.050 Aluminum is not offered in standing seam panels, can .040 aluminum be used instead?

- Yes, if .050 is not available.

The spec’s state to install FEMA approved subsurface materials as required for 150 mph hurricane zone. Please provide specs on approved material for the required roof subsurface.

- Subsurface will match existing material.

Specifications state synthetic underlayment required, for standing seam applications Ice and water shield is required over the entire roof area instead of synthetic underlayment. Can this be changed to Ice and water shield?

Specs state to seal skylights according to manufacturer’s recommendations, after speaking with multiple skylight manufacturers, there is no procedure for resealing the type of skylights that are installed at this project. If re sealing the skylights are still being required for this project, what steps and procedures are being asked to perform at the existing skylights?

- Use sealing techniques as if they were new install.

Since there is no clear amount of tie down securement included in the specifications? Are we to include adding securement around the entire roof perimeter? Please define exact parameters and quantities.

- Tie down details are currently unknown. See Q&A page two above.

Please confirm the roof slope.

- Knowledgeable assumptions used to compile an accurate bid can be made from attending a scheduled site visit.

Please confirm the assumption of 15% of the steel deck to be replaced.
