About this file
This document is a Questions and Answers (Q&A) file for a roof replacement project at the Black Water Refuge Visitor Center, solicitation number 140FC225R0018, issued by the Department of the Interior Fish and Wildlife Service. The project involves replacing the existing shingled roof with a 24 gauge standing seam metal roof, with a period of performance ranging from 150 to 169 calendar days, specifically from 09/12/2025 to 02/27/2026.
Key details include requirements for 5/8" APA rated sheathing, roof panels measured in square feet, and specific installation guidelines for 120 mph wind conditions. The Q&A addresses numerous technical specifications such as subsurface materials, flashing, trim, and roofing components. Notable clarifications include the use of ice and watershield, confirmation of rafter tie-downs, and requirements for past performance references. The government will approve subcontractors, and the superintendent can simultaneously serve as Quality Control Manager and Site Safety and Health Officer, provided neither role is compromised.

Please advise which is the correct schedule to follow. | The Solicitation expresses av average of 150 days to 169 days to complete the project. This is accurate. The Awarded Contract will indicate the final fixed set period of performance
| 2. Can you provide any information on the existing standing seam metal roof? | No | ||
| 3. On the Quote Schedule, how do you quantify Miscellaneous Materials? | The Solicitation documents indicate all of the specifications available. As a professional in this field, please bid as reflected in the Solicitation. | ||

Please advise what is the Title, Edition, Volume and date of the FEMA 55 design document to ensure we are follow the exact document used for this the FEMA design on this project. | As stated in the last prebid meeting, we are satisfied that the tie downs for rafters have been identified as installed. Also, the wind gusts and sustained winds have been downgraded from 150 mph to 120 mph. Work with your manufactor of the metal roof system your going to use to get their recommendation on installtion for 120 mph winds.
| 9. The Q & S Solicitation states multiple times “replace any subsurface with matching existing subsurface.”, after a visual inspection it is impossible to determine what the specific material type and thickness is other than “wood”. Please advise in specific detail what the type and thickness of the subsurface is so we can match exactly. | For bid purposes only; 5/8" thickness APA rated 4'x8' sheething, 8 d nails along the edges 6" O.C. and 8" O.C. at intermediate framing. | ||
| 10. Are the vinyl soffits to be replaced in-kind? | They are not being replaced. | ||
| 11. Roof Panels (per indicated volume), this can be understood as each, liner foot, square foot and so on. Please define a specific metric for bidding purposes. | Square foot | ||
| 12. Flashing (per indicated volume), this can be understood as each, liner foot, square foot and so on. Please define a specific metric for bidding purposes. | square foot | ||

| 14. Is the “Sheeting price per”, not the same as “FEMA-approved subsurface per sf” with the only difference being the unit of measurement? | Price per sheet | ||
| 15. Q& A states “ “Tie down rafters to top plates” This make no difference if the top plate is not tied into the building per wind uplift requirements. The current rafters should already be secured to the top plate per code. Please provide information that the rafters are or are not tied down per code requirements. Please provide the exact data on how they need to be secured and how by a structural engineer. No liability will be provided for a system that is not engineered.” With response of “ - Rafters are assumed to be tied down correctly.”, is it to be understood that all rafters are to be tied down correctly? | |||
| 16. FEMA 55 is a document for residential buildings, 1.2 Purpose states… “This Manual is intended to be used by contractors, designers, architects, and engineers who are familiar with the design and construction of one- to three-story residential buildings in coastal areas of the United States and its territories.” Is it to be understood that contractors expected to follow a design manual specifically stated for use in a residential application on a government non-dwelling facility? | |||
| 17. Q & A states “ The quote sheet requires a price for roof curbs. There is no mention of roof curbs in the RFP. Please advise if roof curbs are required for this project. And if yes, please advise what this scope of work entails.” With response of, “Listed in 2.2 of the Scope Of Work.”, after reviewing 2.2 of the SOW there is no mention of curbs, furthermore there is no mention of curb(s) in the entire SOW. Please advise how to proceed? | |||

| 19. Are soffits to be replaced with new metal soffits? | |||
| 20. Is the 10 Year Warranty requirement to encompass the structure? | |||
| Can you please provide a copy of the exact design document, FEMA 55 so contractors can all be held to the same design standards for bidding purposes. |
| It has been verified that the rafters are tied down correctly. |
| That’s a correct statement, at this time we are only concerned with the metal roof being installed correctly by your manufactors instructions for 120 mph wind gusts and sustained winds. |
| You are correct in the broader term of the word, however, the intent here was for smaller protrusions being sealed off with commerical products which use the term curb to describe them. |
| 18. If high temperature ice and watershield are not required over the entire balance of the roof surface. How will the required FEMA standards be met? As this is our understanding this is a requirement from FEMA for metal roofs. | You are correct, Ice and watersheild are rquired now on the entire building as long as your metal roof manufaturing company approves of it. Any variance from this new requirement needs to documented on the bid sheet or put in as a separate addendum in the bid package. |
| 19. Tie down rafters to top plates” This make no difference if the top plate is not tied into the building per wind uplift requirements. The current rafters should already be secured to the top plate per code. Please provide information that the rafters are or are not tied down per code requirements. Please provide the exact data on how they need to be secured and how by a structural engineer. No liability will be provided for a system that is not engineered. | FEMA 55 will not be used as the tie downs and roof system has been verified. |
| 20. Is the 10 Year Warranty requirement to encompass the structure? | No |
| 21. Can you please provide a copy of the exact design document, FEMA 55 so contractors can all be held to the same design standards for bidding purposes. | FEMA 55 will not be used as the tie downs and roof system has been verified. |
| 22.Can subcontractors past performance be combined with primes past performance references? | No. Past performance is meant to show qualification(s) of the Prime contractor, whether they were prime or subcontractor on indicated projects. If a subcontractor is hired by the Prime, it is the responsibility of the Prime to be fully qualified to direct and inspect the work. Past performance of the Prime will show this expertise. The Government will approve all subcontractors prior to work. Their references are supplimental information. |
| 23. Can superintendent also be QCM, and SSHO for this project? | Yes, however the incumbant must be capable of handling the positions without either position being compromised in any manner. |
