SECTION 01 10 00

DIVISION 1 SHORT FORM GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 - DESCRIPTION OF WORK

1.1 Background:

Carpenter Shop and Warehouse: The roofs of the Carpenter Shop and the adjacent Warehouse building are over 20 years old. The Carpenter Shops roof contains solar panels and will need to be uninstalled prior to shingle work and then they will need to be reinstalled once shingle work has been completed. The old asphalt shingles and felt will need to be replaced with new materials that will match the existing look of the buildings. Repairs to the wood decking may be necessary once it is exposed. All flashing, drip edge, vent boots will need to be removed and replaced with new materials. Replace deteriorated soffit, fascia, trim with new materials, as well. Exterior wood elements that are repaired or replaced will need to be painted as applicable.

Medical Director’s Residence (MDR) and the MDR’s Garage: Roofs are nearly 20 years old. The old asphalt shingles and felt will need to be replaced with new materials that will match the existing look of the buildings. Repairs to the wood decking may be necessary once it is exposed. All flashing, drip edge, vent boots, and chimney flashing will be replaced with new. Replace deteriorated soffit, fascia with new materials, as well. Exterior wood elements that are repaired or replaced will need to be primed and painted as applicable. Paint will be supplied by park.

Reserve Street Duplexes (Quarters 70 and 71) and Detached Garages: Roofs are nearly 20 years old.

The old asphalt shingles and felt will need to be replace with new materials that will match the existing look of the buildings. Repairs to the wood decking may be necessary once it is exposed. Replace all vent boots, chimney flashing with new materials. A decorative ridge cap on the garages will need to be removed and painted to match the existing paint of the ridge caps. The park will supply the paint for the ridge caps.

1.2 Work Covered by the Contract Documents:

C. Work consists of:

Carpenter Shop and Warehouse: 96 solar panels will need to be uninstalled prior to shingle work. The solar panels will need to be reinstalled in the same manner and configuration of the current installation. Contractor to test system and verify solar panels are operational following reinstallation. The existing solar panel hardware and anchoring system are to be reinstalled with panel reinstallation in the same manner and configuration of the existing system. Solar panels will need to be reinstalled so that they do not compromise the shingle work. Prior to the reinstallation of the solar panels, the solar panels shall be cleaned per manufacturer’s instructions. Any damage to any part of the solar panels shall be the responsibility of the Contractor. Coordination with CO/COR will be necessary for solar panel uninstall and reinstall. The Contractor shall provide a written plan detailing the removal, cleaning, and reinstallation of the solar panels. The carpenter shop is at a 5:12 pitch. Remove approximately 13,718 square feet of existing asphalt shingles and felt. This measurement includes approximately 175 square feet of roll roof shingle located on the backside of the Warehouse. Install new shingles and install an approved underlayment for the entire roof. Also remove the existing flashing, drip edge and roof vent boots and replace with new and in-kind. Completely remove one 10-inch stove pipe, and one 4-inch Vent pipe and two 2-inch vent pipes on the Warehouse that are obsolete and then patch and repair the holes in the decking. All measurements will need to be field verified by the contractor.

Exterior wood elements that are replaced will need to be painted to match existing. Park will provide paint for repainting. Coordinate with COR for paint and paint color. Contractor shall attempt to conduct work without disassembling the gutters and/or downspouts. If Contractor must detach the gutters and/or downspouts to conduct work, Contractor shall reattach the gutters and/or downspouts.

Medical Director’s Residence (MDR) and MDR Garage: The work for this project consists of the removal of approximately 2,500 square feet on the MDR roof and 594 Square feet on the garage roof of asphalt shingles and felt. The pitch is 5:12 on the MDR Garage and 6:12 on the MDR. Install new shingles and install an approved underlayment for the entire roof. Work will include the replacement of approximately 100 linear feet of deteriorated soffit, fascia/crown molding on the southside of the Medical Directors Residence. The northside of the MDR should not need any work but should be inspected for verification. Replace approximately 150 square feet of deteriorated wood decking. Replace all deteriorated flashing, drip edge, vent boots, chimney flashing, and rake flashing with new, in-kind materials. The rake on the eastside and the westside should be inspected and replace any deteriorated wood as required. Approximately 200 linear feet of dormer trim will need to be replaced with in kind materials and painted. The dormer wood trim is most likely made of cypress, but contractor will need to verify. Park will provide the paint for the dormers. Inspect the copings in order to assess the current condition of the copings of the MDR. Replace the flashing where the asphalt shingles and the copings meet or join. All measurements will need to be field verified by the contractor. Exterior wood elements that are replaced will need to be painted to match existing. Coordinate with COR for paint and paint color.

Contractor shall attempt to conduct work without disassembling the gutters and/or downspouts. If Contractor must detach the gutters and/or downspouts to conduct work, Contractor shall reattach the gutters and/or downspouts.

Quarters 70 and 71 and Garages: The work for this project consists of removing the asphalt shingle and felt down to the decking. Install new shingles and install an approved underlayment for the entire roof of each structure. Total square feet for all structures is approximately 6,332 square feet. The square feet for each duplex roof are approximately 1768 Square feet at an 8:12

140P6221Q0015 Attachment 1 Page 4 of 82 pitch on Building 70, and 1768 Square feet at 8:12 pitch on Building 71. There is 1398 square feet at a 6:12 pitch on the east garage, and 1398 square feet at a 6:12 pitch on the west garage.

Replace the decking as required. Replace all deteriorated flashing, drip edge and vent boots with new, in-kind materials. All measurements will need to be field verified by the contractor. Exterior wood elements that are replaced will need to be painted to match existing. Park will provide paint for wood elements. Coordinate with COR for paint and paint color. A decorative ridge cap on both garages will need to be removed and painted to match existing paint. The park will supply the paint to the Contractor for the ridge caps. Once the ridge caps have been painted, they will need to be reinstalled by Contractor. Contractor shall attempt to conduct work without disassembling the gutters and/or downspouts. If Contractor must detach the gutters and/or downspouts to conduct work, Contractor shall reattach the gutters and/or downspouts.

D. All work will be performed under a single contract.

E. Due to the historic nature of the property, care must be taken to protect exterior walkways, both concrete and lawn spaces, plants, trees from any materials, equipment, and work performance, such as paint, stains, dust, lubricants, scratches, and markings. The contractor is responsible to repair any building or site damages resulting from their actions or lack of protection at no expense to the NPS.

F. Period of performance: Work shall be completed within approximately 82 calendar days of the Notice to Proceed. 30 days for shop plans, drawings, and material delivery and 45 days on site to substantial completion (POP is inclusive of 3 weather days), 7 days for final completion. July through August of 2021 is the preferred period.

ITEM 2 - EXISTING UTILITIES

2.1 Existing Utilities: NA

2.2 Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

2.3 Water service: NA.

2.4 Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

2.4.1 Notify Contracting Officer not less than two days in advance of proposed utility interruptions.

2.4.2 Hours for Utility Shutdowns: Any shutdowns shall not exceed 2 to 3 hours. Temporary provisions will need to be provided by the Contractor for periods longer than stated allowance.

ITEM 3 - CONTRACTOR’S USE OF PREMISES

3.1 The contractor shall always conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and

140P6221Q0015 Attachment 1 Page 5 of 82 regulations prescribed by the Park Superintendent. The contractor shall comply with all applicable National Park Service regulations and directives pertaining to security, safety, occupational health, fire, traffic, and personnel security clearances while on the premises of the Park. Contractor will brief contractor’s employees and subcontractors on the same and maintain the documentation that all employees and subcontractors have been briefed. Additional questions or concerns that arise during this contract can be addressed by either the CO or by the authorized COR.

A. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.

B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

C. Public Use of Site: Contractor shall always conduct operations to ensure the least inconvenience to the public and park operations.

3.2 On-site work hours: Work shall be generally performed during normal business working hours of

7:30 a.m. to 4 p.m. local time, Monday through Friday except when otherwise indicated.

A. The Contractor shall coordinate all work schedules with the CO and/or COR prior to the initial start of the work. Notify the COR at least five (5) business days prior to moving onto the work site to commence work. Before initiating any work, the Contractor shall meet with the COR to discuss, at a minimum: a sequence of procedures; parking (there is no on-site parking); a means of access to premises and buildings; placement of dumpsters and haul routes; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of egress;

communications, the location of partitions and barriers; eating spaces, and restroom for contractor’s employees, and any other incidentals to the project.

B. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer. Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 72 hours (3 workdays) in advance of the proposed work change outside of the standard workday hours.

C. Project Superintendent: Contractor must always have a designated superintendent at the contract site during work performance, to include work which may be performed by a subcontractor. The superintendent’s duties shall include the overall management of the project, coordination of the subcontractor’s work, and liaison with the CO and COR. The designated Project Superintendent, and any alternate, shall be thoroughly familiar with the scope of work, specifications, drawings, and terms and conditions of the contract. No work shall be performed without the presence of the superintendent on the job site.

D. 24-Hour Point of Contact: Provide the CO and COR with a 24-hour number or numbers where the designated superintendent and an alternate can be contacted at any time.

E. Job Camp: Establishment of a camp within the Park will not be permitted.

F. Equipment Restrictions: Use only equipment that can safely negotiate work area as authorized by the COR.

3.3 Contractor Use of Site:

A. General: Contractor shall have limited use of the site for construction operations. Limit use of premises to the buildings where work is taking place. Do not disturb portions of Project site beyond areas in which the work is indicated.

B. Limits: Work will be confined to the immediate area near the building where work is taking place as designated and pre-approved by the COR. Only loading and unloading of materials and equipment will be allowed at the work site. No prolonged parking will be allowed. Prolonged use of parking may be reported to a park service law enforcement ranger. Vehicles will need to park in designated parking spaces. Specific areas of parking can be identified at the site during the pre-construction meeting.

C. Driveways and Entrances: Always keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles.

Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.

D. Limit site disturbance, including earthwork and clearing of vegetation, to:

a. 10 feet beyond building perimeter

b. 10 feet beyond surface walkways, patios, surface parking, and utilities less than 12 inches in diameter

c. 15 feet beyond primary roadway curbs and main utility branch trenches

d. 25 feet beyond constructed areas with permeable surfaces (such as pervious paving areas, storm water detention facilities, and fields) that require additional staging areas to limit compaction in the constructed area.

E. Security and Protection facilities installation:

1. Pest Control: Follow NPS requirements and practices to minimize attraction and harboring of rodents, roaches, and other pests and to perform extermination and control procedures at regular intervals so Project will be free of pests and their residues at Substantial Completion.

Perform control operations lawfully, using environmentally safe materials.

2. All personnel that will be working at the site will be subject to a background check that will be performed by park service law enforcement officers.

3. There is currently a mask mandate for all federal buildings and federal lands due to the COVID-19 pandemic. All personnel will be required to wear a mask while at the worksite.

(Presidential Executive Order 13991)

4. The security of Contractor’s materials, tools, equipment, and other properties will always be the Contractor’s responsibility. The Park will accept no responsibility and shall not be liable for Contractor’s properties left on site should they become lost, damaged, or stolen at any time during the contract period.

5. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

6. Cleaning of Equipment: The Contractor shall ensure that prior to moving on to the Project Area, all equipment, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Ensure that all equipment has been pressure washed and is free of exotic species prior to start-up of operations and moving of equipment to Project Area. Equipment shall be considered free of soil, seeds, and other debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools are not required

7. Pest Control: Follow NPS requirements and practices to minimize attraction and harboring of rodents, roaches, and other pests and to perform extermination and control procedures at regular intervals so Project will be free of pests and their residues at Substantial Completion.

Perform control operations lawfully, using environmentally safe materials.

8. Security Enclosure: Install substantial temporary caution tape around areas of construction.

Coordinate with the COR for placement of tape.

9. Temporary Enclosures: Provide temporary enclosures for protection of construction, in progress and completed, from exposure, foul weather, other construction operations, and similar activities. Provide temporary weathertight enclosure for building exterior.

10. Site Enclosure Fence: Before construction operations begin, furnish and install caution tape in a manner that will prevent people from easily entering site.

a. Extent of Tape: As required to enclose portion determined sufficient to accommodate construction operations and storage.

b. Locate vehicular gates to avoid interference with traffic on public thoroughfares.

3.4 Storage - Staging Areas:

A. Confine Storage of materials and equipment to the project area B. Contractor will provide a plan for Storage of materials and equipment and will be approved by the COR.

C. Office space or storage which may be required for the Contractor’s operation shall be the responsibility of the Contractor. Contractor is to confine the storage of materials to the Contractor’s work vehicles and/or a preapproved location.

D. The types and locations of office/storage space are to be approved, in advance, by the COR.

E. Contractor must provide appropriate storage for all combustible and flammable materials.

Type and location of storage is to be approved, in advance, by the CO.

F. Staging areas for equipment and materials must be designated and preapproved by the

COR.

3.5 Preservation of Natural Features:

A. Confine all operations within the work limits of the project. Exercise special care to leave the natural surroundings undamaged. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. Contractor will be responsible for all costs associated with restoration of the project area.

B. Do not remove, injure, or destroy trees or other plants without prior approval of the CO or COR.

Consult with the CO or COR to remove agreed-on roots and branches that interfere with work.

C. Every precaution shall be taken to prevent damage to the structures and the surrounding areas.

Should any damage be incurred as a result of the Contractor’s operations, it will be repaired and/or the damaged materials replaced, in kind, by the Contractor, to the satisfaction of the Contracting Officer at no additional expense to the Government.

3.6 Hauling Restrictions: Comply with all State and County road and legal load requirements for hauling materials and equipment for all park work and park access. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

3.7 Housekeeping: Contractor is responsible for general maintenance and housekeeping of job site and any storage and office area(s) daily. This includes proper disposal of trash and debris

A. Always keep project neat, orderly, and in a safe condition. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish.

Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.

B. Dispose of non-hazardous waste materials legally and properly. Unless otherwise specified by the CO or COR, all removed material and excess material that cannot be used in the completion of the project is to be disposed of outside the park at an approved landfill, recycling center, or disposed of at other locations in accordance with federal, state, and local regulations. All recyclable work debris/scrap/materials will be turned in to a recycling center when possible.

Contractor is to provide the Government with documentation from the recycling center identifying the type, weight/volume of the recyclable materials accepted from the Contractor.

D. The Contractor shall also recycle general administrative refuse associated with this project.

3.8 Occupancy Requirements for Buildings:

A. Existing Buildings:

1. Full Government Occupancy: Government will occupy buildings that will be under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.

a. Maintain access to existing walkways, corridors, sidewalks, streets, roads, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, sidewalks, streets, roads, or other occupied or used facilities without

140P6221Q0015 Attachment 1 Page 9 of 82 written permission from the CO. Proper directional signage and barriers are to be provided by the Contractor.

b. Maintain existing building in a weather tight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period.

3.9 Photo Documentation:

All photos shall be in focus, show maximum range of depth of field general photo and then up-close detail photos as needed. Shall be in JPEG digital form and submitted via CD-R Archival Gold or DVD-R Archival Gold media with printed labels and 8 mega pixels minimum within 7 days or as approved by

COR.

A. Existing Condition Images: Before starting construction, take color, dated, digital images of project site and adjacent property/roads/etc... that may be impacted by construction activity/traffic.

Include existing items to remain or be salvaged from different vantage points and with context for location identification.

B. No after-work photos are required.

3.10 Fire and Life Safety:

As a minimum, conduct one weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week. Document and submit meeting minutes to the Contracting Officer within one day after the meeting.

A. Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).

B. A capable and qualified person shall be placed in charge of fire protection. The responsibilities shall, at a minimum, include locating and maintaining fire protective equipment.

C. Take all necessary precautions to prevent fire during contract. Do not store flammable or combustible liquids in historic structures or existing buildings. Provide adequate ventilation during use of volatile or noxious substance.

D. Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes. Smoking shall only be allowed in smoking areas as designated and approved by the COR.

E. Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements. Maintain readily available, on site, MSDS/Safety Data Sheets (SDS) for each chemical.

i. Immediately report all spills of hazardous materials to the park.

ii. Maintain a spill emergency response kit.

iii. Train employees how to respond to a spill and use the emergency response kit.

3.11 Noise and Acoustics Management:

A. Noise Control: Perform demolition and re-roof operations to minimize noise. Perform noise-producing work in less sensitive hours of the day or week as directed by the Contracting Officer.

B. Repetitive and/or intermittent, high-level noise: Permitted only during Daytime.

1. Do not exceed the following dB(A) limitations at 50 feet:

C. Ambient Noise:

1. Maximum noise levels (dB) for receiving noise area at property line shall be as follows:

b. Commercial/Industrial receiving area:

Daytime: 67 dB Nighttime: 65 dB

ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION

4.1 The Contractor shall commence work in accordance with the terms and conditions of the contract.

(Block 11 of the SF 1442 or relevant section of the award document)

ITEM 5 - EXAMINATION OF THE SITE

5.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on-ground conditions as if they had inspected the job site. No change orders will be approved for work obvious during a site visit.

Please see FAR 52.236-27 - Site Visit (Construction).

ITEM 6 - ABBREVIATIONS

ITEM 7 - ACCIDENT PREVENTION

7.1 Description: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.

A. It is always the Contractor’s responsibility to require all personnel working on or visiting the site to wear hard hats and other necessary personal protective equipment. The personal protective

140P6221Q0015 Attachment 1 Page 11 of 82 https://www.nps.gov/orgs/1671/do-business-with-us.htm equipment will always be in a state of good repair. As a minimum, maintain four hard hats and all other APP required equipment.

7.2 Submittals:

A. Accident Prevention Program: At the preconstruction conference submit for approval a site-specific accident prevention program. The Plan shall be written to comply with OSHA and project requirements (a generic plan is not acceptable) including but not limited to the following:

1. Name and qualifications of responsible supervisor to carry out the program

2. First aid and rescue procedures. Provide current certification for first aid/CPR of designated individual.

3. Training, both initial and continuing.

4. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to provide for property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase, with a Job Hazard Analysis (JHA)/Job Safety Analysis (JSA), etc.

5. Planning for possible emergency situations such as cave-ins, earthquake, explosions, fires, floods, power outages, slides, and windstorms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.

6. Contractor to identify nearest location of medical facility for emergencies

7. Recognition that work will be performed in remote areas with limited communication or cell phone coverage.

8. Supplemental hazard specific plans may be required IAW 29 CFR 1926 or 1910.

B. Meeting and Inspection Reports: Safety Meetings: As a minimum, conduct 15 minute

"toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite. Submit a report of safety meetings and inspections.

The Contractor shall document the “toolbox” meetings through the daily logs.

7.3 Qualification of Employees:

A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner to include operators of vehicles and equipment. Provide operating instructions for all equipment.

B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.

C. Contracted company shall have a minimum of 5 years of professional roofing experience.

7.4 Accident Reporting: The Contractor shall report all accidents to the Contracting Officer or designee as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.

7.5 First Aid Facilities: Provide adequate facilities for the number of employees and appropriate to the hazards associated with the types of ongoing construction work at the site.

7.6 Emergency Instructions: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.

7.7 Personal Protective Equipment (PPE): It is the Contractor's responsibility to require all those working on or visiting the site to wear necessary protective equipment at all times.

A. PPE must meet requirements of applicable ANSI standards. Selection shall conform to OSHA 29CFR 1926 Subpart E.

B. A hard hat use area shall be designated by the Contractor. The hard hat area shall be posted by the Contractor in a manner satisfactory to the Contracting Officer.

C. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary PPE. All PPE will be serviceable at all times. At a minimum, maintain 1 extra sets of PPE and all other Accident Prevention Plan required equipment.

7.8 Hazardous Materials: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.

A. If a spill, leak, or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.

ITEM 8 - PRECONSTRUCTION CONFERENCE: See FAR 52.236-26

ITEM 9 - SUBMITTALS

9.1 General Submittal Procedures:

A. General: Prepare and submit submittals required by individual Specification Sections. Types of submittals are indicated in individual specific sections.

1. CM-16 Transmittal Form: All submittals shall be transmitted via electronic email using

National Park Service form CM-16 form. The form will be provided by the Contracting Officer. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form. Submit completed forms to the CO.

B. Submittal List: A submittal list has been attached to the end of this Specification Section. The intent is to provide an overall summary of submittal requirements and not a comprehensive list. The requirements of the individual Specification Sections, terms and conditions of the Contract still apply regardless of what is shown on the submittal list.

C. Preconstruction Conference Submittal: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. If all of these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to Proceed will not be issued, and the Contracting Officer will

140P6221Q0015 Attachment 1 Page 13 of 82 consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued. Contracting Officer will notify Contractor of tentative date for the Pre- Construction Conference:

1. Letter designating Project Superintendent.

2. Construction Schedule.

3. A comprehensive breakdown of the Schedule of Values.

4. Accident Prevention Plan (see section 7 of this document).

5. A list of Subcontractors for this project.

6. Written statements from subcontractors certifying compliance with applicable labor standard clauses (SF1413).

7. Satisfactory evidence of liability insurance coverage and workman’s compensation for the

Contactor and all subcontractors.

8. Waste Management Plan.

9. Quality Control Plan.

10. Fall Protection Plan (OSHA standard 1926.501).

9.2 Shop Drawings, Product Data, and Samples: Contracting Officer will provide sample cover sheet.

A. Shop Drawings: Indicate waterproofing and electrical materials, connection details, anchorage spacing, hardware locations, and installation details.

1. Submit Shop Drawings according to Part 9.1 of this section to include one digital file (.PDF or .TIF) and two full size hardcopy documents to COR.

B. Product Data: Provide component construction, anchorage method, hardware, etc.

1. Submit Product Data according to Part 9.1 of this section to include one digital file (.PDF or .TIF) to COR.

C. Samples: Refer to section 073113.

D. For submittals specified above, forward submittals to Contracting Officer at least 15 days before need for approval (depends on length of project).

E. After approving submittals, Contracting Officer will return one copy to the Contractor. If submittals are not approved, Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.

9.3 Approved Equals: Refer to FAR 52.211-6 - If an item in this solicitation is identified as “brand name or equal” or lists more than 3 manufacturers, the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation or relevant specification.

A. For each item proposed as an “approved equal,” submit supporting data, including:

1. Drawings and samples as appropriate.

2. Comparison of the characteristics of the proposed item with that specified.

3. Changes required in other elements of the work because of the substitution.

4. Name, address, and telephone number of each vendor.

5. Manufacturer’s literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.

B. A request for approval constitutes a representation that Contractor:

1. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

2. Will provide the same warranties for the proposed item as for the item specified.

3. Has determined that the proposed item is compatible with interfacing items.

4. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.

5. Waives all claims for additional expenses that may be incurred because of the substitution.

C. Approved Equals will be evaluated and approved/disapproved during the submittal process.

9.4 Progress Schedules: As soon as possible after Notice of Award and before beginning any work, submit Progress Schedule. Contracting Officer will review the Progress Schedule for format and content.

Submit four copies of Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted. The following information must accompany submission of progress schedules prior to processing any pay application:

A. Daily/weekly progress reports during construction as part of the administration process.

B. Schedule of Values: Breakdown each lump-sum item into component work activities used in the schedule, for which progress payments may be requested. The Schedule of Values will form the basis for payment. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump-sum item. The Contracting Officer may request data to verify accuracy of dollar values.

A sample Schedule of Values will be provided by the Contracting Officer.

ITEM 10 – TEMPORARY SERVICES

10.1 Description: The work of this section consists of providing temporary services required for Contractor's performance of the work of this Contract.

10.2 Fire Prevention and Protection:

A. Hazard Control: Take all necessary precautions to prevent fire during construction. Provide adequate ventilation during use of volatile or noxious substances.

ITEM 11 - PROJECT CLOSEOUT

11.1 Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.

11.2 Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.

11.3 Substantial Completion and Final Inspection: Submit written certification that project is substantially complete, and a final inspection must be requested to the Contracting Officer in writing. The Contracting Officer or designee will inspect within 10 days of receipt of request or at a mutually agreeable time.

A. If the work is determined to be substantially complete, following the final inspection, the.

Contracting Officer will prepare a Punch List and issue a Letter of Substantial Completion.

B. If the work is not determined to be substantially complete following the final inspection, the

Contracting Officer will notify Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.

C. Contractor shall complete the Punch List within 30 calendar days, documented weather permitting.

D. If Contracting Officer determines that the work is not substantially complete; he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.

E. If Contractor completes all items of work on the Punch List and all contractually required items, Contracting Officer will issue Letter of final acceptance of work.

F. If the Contractor fails to complete the work within the time frame, the Contracting Officer may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the Inspection of Construction contract clause.

G. Disposition of any permits and warranties required by the specifications in this section.

11.4 Acceptance of the Work: After all deficiencies have been corrected, a Letter of Acceptance will be issued. A Release of Claims document must be executed and submitted to the Contracting Officer before final payment can occur.

11.5 Warranties

A. Construction Warranty shall be based on date of Substantial Completion.

B. Provide All Warranty information of products installed organized by Division. All contact information, extents and conditions shall be clearly noted as well as date of overall project Substantial Completion.

C. Information shall include operation and maintenance manuals for each warranted material.

ASPHALT SHINGLES

PART 2 - GENERAL

2.1 SCOPE OF WORK

A. Project Location: Hot Springs National Park; 631 Whittington Ave; Hot Springs, Arkansas 71901

B. Building(s) Name/Identifier: Carpenter Shop and Warehouse Building 21 & 22

C. Work consists of the following:

Carpenter Shop and Warehouse roof consist of approximately 13,718 square feet of asphalt shingles at a 5:12 pitch

1. Full tear-off of roof system for entire roof or as indicated by COR.

a. Removal of existing roofing system down to existing roof deck.

2. Re-cover preparation of entire roof area where tear-off occurs, including installation of new roofing system.

3. Removal of flashings and counter flashings.

4. Removal and replacement of plumbing vents boots in kind.

5. Temporary roofing during construction where required. Temporary roofing shall maintain the project roof is watertight and able to prevent leaks and damage to the building and structure until the reroofing work is completed. Contractor is to make sure that at the completion of work each day the projects roof is 100% watertight.

6. Remove and replace the existing asphalt shingle roof system and associated roof flashings, down to deck and patch any openings in the structural decking as required before installing the new roof system, associated metal roof flashings and trims.

7. National Park Service (NPS) requires the existing roof decks to be walked after demolition has been completed with their onsite Contracting Office Representative (COR) or designated Project Inspector prior to installation of any new roof materials to ascertain if any water penetration has caused deterioration or corrosion of the existing decks which are to remain. If there are areas of concern the COR may require the Contractor to perform pull out tests to determine if the existing decking in question can remain or if it will need to be replaced. This can include visible areas of water damage or insect related damage. Testing and replacement of these types of unforeseen damaged areas will be by Change Order if required.

2.2 SUMMARY

2.8 QUALITY ASSURANCE

2.9 WARRANTY

A. Materials Warranty: Manufacturer agrees to repair or replace asphalt shingles that fail within specified warranty period.

1. Materials Warranty Period: 30 years from date of Substantial Completion, prorated, with first 10 years non-prorated.

2. Wind-Speed Warranty Period: Asphalt shingles will resist blow-off or damage caused by wind speeds of up to 130 mph (58.1 m/s) for 15 years from date of Substantial Completion.

3. Algae-Resistance Warranty Period: Asphalt shingles will not discolor for 20 years from date of Substantial Completion.

B. Roofing Installer’s Warranty: Roofing installer to provide and sign a Roofing Installer’s Warranty in which Installer agrees to repair or replace components of asphalt-shingle roofing that fail in materials or workmanship within specified warranty period.

1. Warranty Period: Five years from date of Substantial Completion.

PART 3 - PRODUCTS

3.1 PERFORMANCE REQUIREMENTS

A. Exterior Fire-Test Exposure: Provide asphalt shingles and related roofing materials identical to those of assemblies tested for Class A fire resistance in accordance with American Society of Testing Materials (ASTM) E108 or UL 790 by Underwriters Laboratories or another testing and inspecting agency acceptable to authorities having jurisdiction. Identify products with appropriate markings of applicable testing agency.

B. Wind Resistance: Provide asphalt shingles that comply with requirements of ASTM D7158/D7158M, Class H.

C. Shingles:
