This Amendment is issued to extend the due date/time, add additional information, add the following questions and answers, and incorporate Attachments 3 (adding Section 07 52 16) and 4 (Site Visit Attendance) in Solicitation 140P6221Q0015.

The responses due date is extended. Change the SF1442, Block 13a, time to 1400 local and the date to 08/30/2021.

The awarded contractor employees and sub-contractors that will be working on site at Hot

Springs National Park will be required to undergo a background check conducted by Hot

Springs National Park. This background check will be at no cost to the awarded contractor or sub-contractors.

The following questions and answers are provided in response to the questions received during the designated question and answer period.

Carpenter Shop and Warehouse Questions:

1. Do we remove and replace solar hot water panel?

Yes

2. Do we replace all copper drip edge?

Yes, remove the existing flashing, drip edge, and roof vent boots and replace in kind.

3. Do we replace all copper valleys, chimney, walls were exists?

Yes

4. How many feet of wood soffit, fascia, and trim is to be replaced on the Carpenter shop and

Warehouse buildings are we supposed to put in the base bid?

Replace deteriorated soffit and facia with new.

It is estimated to be approximately 20 Sq ft of soffit materials.

5. (For Carpenter Shop and Warehouse Bldg's 21 &

22) There is no minimum gauge or type of metal application in the valley's, what is the spec's for the metal valley's.

Specifications 073113 for the Carpenter Shop and

Warehouse Building 21 & 22, Part 3.7, Copper

Sheet Metal Flashing and Trim, all copper should be compliant with ASTM 370 for quality of material and be 24 gauge (equivalent to '16 ounce copper' cited in 3.7 B.2.).

Specifications 073113 for the Medical Director's

Residence and Garage, Part. 6.7, Sheet Metal

Flashing and Trim, all metal shall be metalic-coated steel sheet as noted in park

22) On the Copper Edge flashing and all other copper flashings. It says to match the existing.

Do you know what the existing flashing is on there now?

No

7. At the carpenter shop location there is one low slope roof area with roll shingle, does this area get replaced with the same type of roll shingle or with regular shingles? The spec did not state any information regarding a roll-on shingle. Please advise.

The 175 square feet noted and documented by photograph (p. 39 of 82) as replacement of rolled asphalt roofing shall be replaced with the

30-year asphalt shingle roofing material and associated underlayment specified for the balance of the building. No new rolled asphalt roofing is to be installed.

8. On the site visit there was a water panel pointed out on the Maintenance Garage. Are we, the contractor, to take off and re install?

Yes

9. Will the solar panels be able to be stored onsite at the Whittington facility?

Yes. Solar panels can stay on site.

Medical Director Residence Questions:

1. Do we replace galvanized domer flashing? If yes, do we do copper?

All flashing, drip edge vent boots and chimney will be replaced with new in kind. Please see

Section 1.2.C. Medical Direction's Residence

(MDR) and MDR Garage.

1a. Additional clarification - The roof structure often containing a window. it has flashing on it.

Do we replace it Yes or No. If so, What flashing material should we use. Galvanized or copper material?

Yes needs to be in kind.

2. Do we replace galvanize wall and parapet wall cap flashing? If yes, do we use copper?

Yes

3. On the Fascia Crown Molding, at the Southeast

Corner, This wood piece is probably a rare crown molding, do we have to match it or can we use a similar crown and replace the whole house? It looks like it might have been made by a custom wood shop.

The referenced crown molding is mostly cypress wood. Please match existing crown molding.

4. Are we doing anything on the flat roof areas ?

Flat roof area no work.

5. At the MDR and Bldgs. 70 and 71 is it going to be ok to have a fork lift and a man basket on site to reach the 2 and 3 story roofs.

Yes

6. At the MDR location do the lower balcony flat roofs get replaced or just the upper shingle roof?

Lower No. Upper Yes.

7. What color shingle is to be used or basis of design color?

The color of the current shingle is faded and distressed in many places and has come from different manufacturers. Therefore, the final color of the shingle will need to be determined after award and a sample submitted as described in the specification submittal list. The specification does have pictures of the roof of each building and if a color is needed for pricing purposes that would be the best we can provide at this point.

8. Wil the contractor be able to drive on the grass with plywood laid down to protect the grass? This will need to be done to access the front of the MDR building to replace any specified fascia and soffit.

Yes, with plywood being used any damage to grass landscape contractor will be liable.

9. Does the fascia /trim get repaired on the MDR lower balcony roof front of building?

For fascia board and soffit material, please provide a set amount for bidders to figure for being that the noticeable damaged wood was scattered throughout the roofs and not consistent for bidders to have bids compared apples to apples by contract award official. If a set number is not given, please verify for the bid to not include material for soffit/trim and incorporate a unit price per linear foot into an addendum for submission of bids

Approximately 100 LF of fascia and soffit material is anticipated for the MDR. See Section

1.2 C. Medical Director's Residence (MDR) and MDR

Garage.

11. Please provide a detail to show how Owner will require contractor to tie in coping on the

MDR building to the transition with the shingle roof slope. Please advise.

To be field verified.

Duplex 70&71 Questions:

1. Do we replace the copper drip edge?

Replace all deteriorated flashing, drip edge and vent boots with in kind.

2. Do we do any work to existing copper low slope roofs?

No

3. Are the Decorative ridge Cap's to be cleaned before re-install ?

Ridge cap will be uninstalled and painted and reinstalled in order to repaint they will have to be cleaned.

4. The specs mention using cleats for the edge metal, in order to put cleats on, you must remove gutters ? How do you want to address this possible problem ? "Roof Edge Flashing: Anchor to resist uplift and outward forces according to recommendations in SMACNA's "Architectural Sheet

Metal Manual" and as indicated. Interlock bottom edge of roof edge flashing with continuous cleat anchored to substrate at staggered 3-inch centers."

7. Buildings 70 and 71 garages have the decorative ridge cap that gets reused at the site visit these were noticed to have been painted a green color, do these get cleaned to bring back the copper color or repainted green again?

It says to repaint, so in order to repaint they have to be cleaned.

8. Buildings 70 and 71 do the lower flat roof sections get re roofed oris it just the upper shingle roofs?

70&71 just the upper shingle roofs.

General Questions:

1. Will you be publishing the Minutes from the site visit?

Minutes for the site visit were not taken. The site visit sign in sheet is incorporated into this Solicitation by this amendment.

2. Please state per each area of work, if and where staging area space will be provided by the

Owner for contractor equipament and materials.

Staging area will be provided.

3. Will there be space available for a dumpster at each location?

Yes

4. Will the contractor be able to have a sani can/ porta jon on site if building restrooms are not available to contractor?

Yes, porta pots

5. Due to current industry stances with Covid and shortages, not all shingles are currently readily available by manufacturers/distributors. With that being stated; please verify if standard colors are to be used for bidding purposes for

6. In the event that the shingle requested is not available by distributors, please advise what contractors should do to adjust to this unavailability. The lead times on many shingle types have long lead times.

This would be handled after award and be treated as any other manufacturer delay. Keep in mind it would be a manufacturer delay situation and not a distributor caused delay.

7. Please verify which locations have current lightning protection and where it is installed as there wasn't a typical lightning protection seen installed on any buildings at the site visit.

There is no lighting protection.

8. For safety measures, all workers will need to be tied off at all times for the work. Will the government require any extra or more extensive safety measures for th is project? Please advise.

Follow OSHA standards

9. Are the 82 days that are allowed for construction taking into account for rain days?

Yes, the 82 days takes into account for rain days. See Section 1.2. F.

9A: Do these days account for Saturdays and

Sundays each week?

Yes. The Period of Performance is measured in calendar days.

9B: Lead times on materials start after day of order, will there be extra days allowed for contractor if lead times are 6-8 weeks? This is the current situation in the roofing industry for shingle materials.

This would be handled after award and be treated as any other manufacturer delay. Keep in mind it would be a manufacturer delay situation and not a distributor caused delay.
