SECTION 01 10 00
GENERAL REQUIREMENTS

PART 1 - DESCRIPTION OF WORK
BACKGROUND: The National Park Service (NPS) at Oregon Caves National Monument
(ORCA) has a requirement for supply and installation of one (1) metal swinging gate, removal and replacement with new fabricated designed gate. Contractor needs to supply design plans, supply and delivery of gate and installation of gate, which will require trenching and electrical work. All work will be located outside the city limits of Cave Junction. See description below for the work needing to take place.
1.1 Replace old existing gate with new sixteen-foot automatic metal gate:
1.1.1 Gate control module with a backup battery
1.1.2 Manual keypad that illuminates
1.1.3 In pavement exit strip
1.1.4 Open and close timer
1.1.5 Fifty (50) wireless vehicle gate openers (Nice Brand or equivalent, must be compatible with Nice Brand)
1.1.6 Dark Sky approved security light
1.1.7 Manual option to open and close the gate in the case of a power outage.
1.1.8 Vandal proof locking system
1.1.9 Vandal proof lock open position post
1.1.10 Road markings for pedestrian and vehicle access points to secure the 900 road at the entrance to the Historic District.
1.1.11 Gate control module should be hidden to the extent practicable, as to not interfere with aesthetics in the Historic District.
1.1.12 Provide receipts to the park of any material disposed of and or recycled to include tonnage, location of disposal, type of material(s) and dates.
1.2 All work will be performed under a single contract.
1.3 Measurement for payment: Measurement shall be on a lump sum basis.
1.4 Payment will be made at the contract lump sum price.
1.5 Location - Directions to Oregon Caves Monument & Preserve from Grants Pass Oregon.
Proceed on Hwy 99 till Redwood Hwy/OR-238, turn slight right. Take the 1st right onto
Redwood Hwy/US-199 S for 28.34 miles. Turn left on Caves Hwy/OR 46, proceed approximately 16 miles to Cave Creek Campground and approx. 19 miles to 960 evacuation road.

Proceed to US-199, EXIT 794, toward I-5/Grants Pass .52 miles. Turn slight left onto
US-199 N (Crossing into Oregon) proceed 48.29 miles. Turn right onto Caves Hwy/OR-
46, proceed approximately 16 miles to Cave Creek Campground and approx. 19 miles to
960 evacuation road.
1.6 See Gate Drawing Example, Attachment 2 – Contractor to provide shop drawing for approval prior to fabrication and installation.
PART 2 - EXISTING UTILITIES
2.1 There is power near the job location with water, power and sewer underground at the work location, the Contractor is responsible for contacting Oregon 811 before any excavation can occur, along with an NPS provided Arch monitor. The
Contractor will follow ICC codes. The contractor may use existing electricity and water at no charge where available. The contractor may use the existing restrooms, if he/she maintains it in a sanitary condition acceptable to the Facility
Manager. There is no fuel available at the project site.
PART 3 - CONTRACTOR’S USE OF PREMISES
3.1 ON-SITE WORK HOURS: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.
3.2 CONSTRUCTION CAMP:

3.3 STORAGE – STAGING AREAS:
A. Confine Storage & Security of materials and equipment to the project area is the responsibility of the Contractor. Limits of use and control shall be subject to
Contracting Officer’s approval. Access to the 900 road to the Historic District will need to remain accessible during this process. The park does not have onsite storage space available for materials.
3.4 PRESERVATION OF NATURAL FEATURES:
All areas of disturbance will be rehabilitated to its natural state including landscaping to match existing.
3.5 HAULING RESTRICTIONS: Check with ODOT
3.6 HOUSEKEEPING:
A. Keep project neat, orderly, and in a safe condition always. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite

containers for collection of rubbish and dispose of it at frequent intervals during progress of work.
B. Dispose of waste materials legally using off site location. Removal and disposal of existing metal piping, anchors and concrete. If the metal can be recycled it is the responsibility of the contractor to do this and provide the park with documentation that it was recycled.
PART 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION
4.1 The Contractor shall commence work within 10 calendar days after the date of receipt of the "Notice to Proceed."
PART 5 - EXAMINATION OF THE SITE
5.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on-ground conditions as if they had inspected the job site.

PART 7 - ACCIDENT PREVENTION
7.1 DESCRIPTION: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.
7.2 SUBMITTALS:
A. ACCIDENT PREVENTION PROGRAM: At the preconstruction conference submit for approval an accident prevention program. The program shall include:
1. Name of responsible supervisor to carry out the program.
2. First aid procedures.
3. Training, both initial and continuing.
4. Planning for possible emergency situations.
5. Contractor to identify nearest location of medical facility for emergencies.
6. Recognition that work will be performed in remote areas with limited communication or cell phone coverage.
B. MEETING AND INSPECTION REPORTS: Submit a report of safety meetings and of inspections.
7.3 QUALIFICATIONS OF EMPLOYEES:
A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
C. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment.
D. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
7.4 ACCIDENT REPORTING: The Contractor shall report all accidents to the Contracting
Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
7.5 FIRST AID FACILITIES: Provide adequate facilities for the number of employees and the type of construction at the site.
7.6 PERSONNEL PROTECTIVE EQUIPMENT: Meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.
7.7 EMERGENCY INSTRUCTIONS: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at

the work site.
7.8 PROTECTIVE EQUIPMENT:
A. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
B. It is always the Contractor’s responsibility to require all those working on or visiting the site to wear necessary personal protective equipment following OSHA regulations.
7.9 SAFETY MEETINGS: As a minimum, conduct 15 minute "toolbox" safety meetings.
These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite.
7.10 HAZARDOUS MATERIAL ACTION: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials
Business Plan.
A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.
PART 8 - PRECONSTRUCTION CONFERENCE:
8.1 PRECONSTRUCTION CONFERENCE: Before start of construction, Contracting
Officer will arrange an on-site meeting with Contractor. The meeting agenda will include the following:

PART 9 - SUBMITTALS
9.1 DESCRIPTION: The work of this section consists of submittal requirements before and during construction.
9.2 SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES:
Shop Drawings: Indicate Gate style, specification and AS Built Drawings.
Product Data: Provide component construction, anchorage method, hardware, etc.
Samples: Submit color samples of actual paint finish color selected on steel.
A. For submittals specified above, forward submittals to Contracting Officer at least
15 days before need for approval.
B. After approving submittals, Contracting Officer will return one copy to the
Contractor.
C. If submittals are not approved, Contracting Officer will return all copies to
Contractor with reasons for rejection. Resubmit, identifying changes.
D. Any work done before approval shall be at Contractor's own risk.
9.3 APPROVED EQUALS: A request for approval constitutes a representation that
Contractor:
A. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
B. Will provide the same warranties for the proposed item as for the item specified.
C. Has determined that the proposed item is compatible with interfacing items.
D. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
E. Waives all claims for additional expenses that may be incurred as a result of the substitution.
9.4 PROGRESS SCHEDULES: As soon as possible after Notice of Award and before beginning any work, submit Progress Schedule. Contracting Officer will review the
Progress Schedule for format and content. Submit four copies of Progress Schedule
(normally in bar chart form) showing estimated starting and completion dates for each

part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted.
PART 10 - TEMPORARY SERVICES
10.1 DESCRIPTION: The work of this section consists of providing temporary services required for Contractor's performance of the work of this Contract.
10.2 FIRE PREVENTION AND PROTECTION:
A. Hazard Control: Take all necessary precautions to prevent fire during construction.
Provide adequate ventilation during use of volatile or noxious substances.
B. Submit Fire Prevention Plan
PART 11 - PROJECT CLOSEOUT
11.1 DESCRIPTION: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.
11.2 CLEANING: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
11.3 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written certification that project is substantially complete, and a final inspection is requested.
Contracting Officer will make an inspection within 10 days of receipt of request.
A. When Contracting Officer determines that the work is substantially complete; he will prepare a list of deficiencies (“Punch List”) to be corrected before final acceptance and issue a Letter of
B. Substantial Completion.
C. If Contracting Officer determines that the work is not substantially complete; he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.
11.4 ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, a Letter of
Acceptance will be issued. A Release of Claims document must be executed and submitted to the Contracting Officer before final payment can occur.
