About this file
This document is a Questions and Answers file for a federal contract opportunity to supply and install a security gate at Oregon Caves National Monument and Preserve (Solicitation #140P8425Q0031). The Q&A addresses multiple technical details including gate specifications, electrical work requirements, and security light installation. Key details include a single 16' automatic gate to replace an existing manual barrier gate, requirements for trenching and electrical work, and specifications for a Dark Sky approved security light with motion sensors and an adjustable timer.
Supplementary details reveal that while an Oregon State Contractors License is not mandatory, quoters with such a license will be more favorably evaluated. The project requires complete removal of the existing gate system, including footings, and installation of a vandal-proof locking mechanism that can secure the gate during power outages. Road markings are minimal, consisting only of a 12" wide stop bar. The security light must be Dark Sky compliant (under 3000K), with motion sensors, and located near a transformer box, with the exact placement determined by illumination coverage needs.

Questions and Answers Supply and Install Security Gate
Oregon Caves National Monument and Preserve Solicitation #140P8425Q0031
Question: Are you looking for a gate design to be submitted with the bid? We had a few ideas that we thought might look good to incorporate into the gate such as the Oregon Caves logo CNC cut and built into the gate.
Answer: We don't need any logos in the gate design, just a standard gate design like the reference gate examples of a single swing gate. You can submit a gate design in your bid, but it will still need to be put into a submittal for approval, if you are awarded the contract.
Question: Can you clarify in more detail what "road markings for pedestrian and vehicle access points" entails? Such as paint striping on the roadways for example? Can sample pictures be provided?
Answer: There only needs to be a 12" wide stop bar to alert vehicles to stop while the gate is opening, no other markings are required.
Question: The Description of Work indicates trenching will be required for electrical work. It does not mention saw-cutting sections of the road as needed in order to trench. Is that expected as part of the included scope to be bid? Or are there existing open conduits available that are ran under the roadway to utilize for running power to the gate motor, gate keypad (at the island), and Dark Sky light?
Answer: There will need to be trenching to run the electrical to the control panel or saw cutting the pavement to run electrical to power all the components needed for the project, there is no existing conduits. I would think you only need to saw cut for the exit strip loop also.
Question: If there are open conduits ran, can their locations be identified?
Answer: No open conduits are there, everything will be brand new.
Question: If saw-cutting the asphalt is required to dig the trench, when can this work be performed to not block pedestrian and vehicle access through the main road entrance during visitor hours during the On-Site Work Hours?
Answer: As of right now, there may be a Tues-Wed. opening for that work, if we go to 7 days a week, then you will have to work around pedestrian and vehicle access.
Question: Regarding the removal of the old gate system, is the expectation that the footings are removed as well with the existing posts? Or can the posts be cut flush and the footings left in ground?
Answer: Yes, we would like everything form the existing gate removed and backfilled.
Question: Is there a spec for the "Vandal Proof Locking system?
Answer: It needs to be able to lock open or closed in case of power outages where someone can't just cut a lock to open it. It could be a simple as having a bell housing that the gate can slide into to keep it locked open or closed.
Question: The drawings show barrier gates that are manual?
Answer: The drawing is for reference only; the SOW states it's an automatic gate.
Question: It also looks like there is a double swing gate. Are you wanting a new gate in lieu of barrier gates and for it to be a single swing gate or double swing gate?
Answer: Again, the drawing is for reference only; the gate is a single 16' automatic gate in the style of the barrier gate in the drawings. It is replacing a manual barrier gate at the 900 road.
Question: Auto gate operator on just the one gate or evacuation gates as well or are those to be manual?
Answer: Only one single automatic gate.
Question: Are we replacing evacuation gates with new gates?
Answer: No
Question: Due to remote location and lack of specifications, can you provide specific details for Dark Sky Security Light and road markings for pedestrian and vehicle access points?
Answer: The paint marking only need to be a single 12" wide solid stop bar to hold cars back while the gate is opening, no other markings are necessary. There are several different types of Dark Sky approved models on the market, they all need to be under 3000 K. Here is an example lights, and Dark Sky approved website. Which every light you put into your bid it should have motion sensors, and a timer included.

Question: I just wanted to confirm that an Oregon Contractor's License is required to bid the job referenced above?
Answer: An Oregon State Contractors License is one of the evaluation factors for this solicitation, so it's not that it is required, but quoters who show proof of that license will be more favorably evaluated during the quotation evaluation phase.
Here is the excerpt from the solicitation:
1. Oregon Contractor State License: The presence and current validity of the quoter’s and any proposed subcontractor’s applicable Oregon Construction Contractors Board License will be reviewed at the website:
http://search.ccb.state.or.us/search/. Quoters (and any proposed subcontractors) who possess a current and valid State License applicable to the work they will be performing on this project will be more favorably evaluated.
The dark sky security light fixture:
Question: Where will that fixture be located?
Answer: The little red circle near the transformer box, but the location will really be determined by the type of light and the coverage needed to illuminate the whole area.
Question: Does it need to be on a switch? Or is it only motion sensor activated?
Answer: It should be automatic, with a motion sensor and timer.
Question: Is there any additional information about the type and style of the light fixture itself?
Answer: Here are some examples:

Question: As it relates to the timer for the light fixture - is there a preference from NPS as to what type of timer you're looking for?
Answer: It just needs to an adjustable timer with a motion sensor, since its dark sky, the motion sensor would turn it on and a set time 5,10 or 15 minutes to shut off would be good, just like a flood light that you can adjust, but dark sky approved.
