ADDENDUM NO. ADDM-01 National Park Service – Interior Regions 3, 4 5 Facilities, Planning and Infrastructure to the 601 Riverfront Drive Bidding Documents Omaha, NE 68102 for 14 February 2024

CUYAHOGA VALLEY NATIONAL PARK – STANFORD TRAILHEAD AND PARKING

NOTICE TO BIDDERS: The Specifications and Drawings for the above referenced project are hereby amended as follows:

SPECIFICATIONS – GENERAL

ITEM NO. G-1 TABLE OF CONTENTS

a. ADD ‘Appendix C, Visitor Amenities Package (submitted under separate cover)’ to the DRAWINGS heading of the Table of Contents.

ITEM NO. G-2 SECTION 01 10 00 ITEM 1 – DESCRIPTION OF WORK

a. Part 1.2.B. Work Consists of: ADD the following language to the end of the paragraph:

Subject to availability of funds, additional scope of work, which NPS may elect to award as bid additives, includes alternative pavement applications, provision of a pre-fabricated waterless vault toilet building, provision of solar pole mounted illumination, provision of timber equestrian hitching rails, and relocation of an existing trailhead kiosk.

b. Part 1.2.C. Period of Performance: REVISE 150 calendar days to state 210 calendar days.

c. Part 1.2.C. Period of Performance: ADD the following sub part 1.:

Clarification: The Notice to Proceed will be issued with a period of performance that is all inclusive of supply lead times, material deliveries, decommissioning, installation, anticipated average weather days for location, final commissioning, and acceptance of completed work. The contractor will be expected to provide a project schedule with adequate critical path details to ensure all work is completed within the stated calendar days from issuance of the Notice to Proceed. If weather impacts project beyond typical average weather patterns, contractor shall provide documentation in request for additional days.

d. Following Part 1.2.C.1. ADD the following new Part 1.3:

1.3 Existing Condition Protections:

A. Preservation of Historical and Archeological Fabric:

i. The Historic and Archeological Data Preservation Act of 1974, provides for the preservation of historical and archeological data that might otherwise be lost as the result of alterations to the terrain caused by a federal or federally licensed activity or program.

ii. IF, in connection with operations under this contract, the Contractor, subcontractors, or employees of any of them, discovers, encounters or becomes aware of any possible historical or archeological data, objects or sites of cultural value on the project area, such as historical ruins, graves or grave markers, fossils, or artifacts, the Contractor shall immediately suspend all operations in the vicinity of the discovery and notify the Contracting Officer immediately, when safe to do so, and follow up in writing within 2 days, giving the location and

Stanford Parking Lot - ADDM-1, Page 2 nature of the findings. No objects of cultural resource value may be removed.

Contracting Officer will contact other entities as required.

iii. Where appropriate by reason of discovery, the Contracting Officer may order delays in the time of performance and/or changes in the work. If such delays and/or changes are ordered, the time of performance and contract price shall be adjusted in accordance with Changes clause.

iv. The Contractor will be responsible for protecting the cultural resources within and adjacent to the project area from damage. In addition, the Contractor will be liable for all damage to the cultural resources caused by their actions or the actions of their agents or representatives. The Contractor shall immediately notify the Contracting Officer or their representative if any damage occurs to any cultural resource and immediately suspend work in the area in which damage has occurred until authorized to proceed.

v. The Contractor agrees to include this language within all subcontracts.

ITEM NO. G-3 SECTION 01 10 00 ITEM 3 – CONTRACTOR’S USE OF PREMISES

a. Part 3.1 ADD a new sub part D. Communications: Contractor shall provide the

Contracting Officer and COR with methods of communications including land and/or cell phone numbers (note some areas of work have limited service coverage), email and in case of emergency 24-hour contact options for duration of time operations.

b. Part 3.6, Hauling Restrictions, REPLACE the language in its entirety with the following:

Contractor shall verify and be responsible for the path accessing the site and obtaining / maintaining all local, state and federal permits/licenses associated with hauling/road requirements and dumping of materials associated with the project.

ITEM NO. G-4 SECTION 01 10 00 ITEM 13 – DEFINITION OF CONTRACT LINE ITEMS

a. ADD the following ITEM 13: DEFINITION OF CONTRACT LINE ITEMS:

13.1 Summary

A. The intent of this section is to explain, in general, what is and what is not included in a contract line item, and the limits or cut off points where one item ends and another begins.

B. If no contract line item exists for a portion of the work, include the costs in a related item.

13.2 List of Contract Line Items

A. Contract Line Item No. 1 Site Preparation

1. This item consists of installation of sediment and erosion control measures, selective clearing and grubbing of vegetative material, earthwork and selective removals of pavements or other objects to the extent ready to receive new construction.

2. Payment will be made per the contract and percentage of completion level.

B. Contract Line Item No.2 Site Improvements

1. This item consists of construction of new pavement systems consisting of concrete, asphalt, and compacted aggregate in respective limits as shown on the plan. Fine grading and vegetative restoration shall additionally be included in this line item.

2. Payment will be made per the contract and percentage of completion level.

C. Contract Line Item No.3 Site Mechanical Utilities

1. This item consists of installation of stormwater drain piping and culvert structures in locations and to limits as shown on the plan.

2. Payment will be made per the contract and percentage of completion level.

D. Contract Line Item 4 - Additive 1 – 8” H.D. Asphalt Horse Trailer Parking Stalls

a. This item consists of constructing (2) parallel horse trailer 8” heavy duty asphalt parking stalls along Stanford Road constructed to Ohio D.O.T.

specifications. Additionally, item shall include construction of asphalt with chip seal walkway from parking stalls to join the base bid trail. Scope of new work and limits of respective pavement systems as shown on Drawing sheet C11. New pavement does not replace Scope of Work pavement under the Base Bid and is entirely a new pavement footprint. Site vegetative clearing and earthwork to remain within the Base Bid Scope of Work as shown on Drawing sheet C9.

b. Payment will be made per the contract and percentage of completion level. Award of bid additive will be made in accordance with the terms and conditions of the solicitation.

E. Contract Line Item 5 - Additive 2 – Passenger Vehicle Parking Stalls

a. This item consists of constructing (20) parallel single vehicle parking stalls along Stanford Road constructed of a 7” standard asphalt pavement system per Ohio D.O.T. specifications. Scope of new work and limits as shown on Drawing sheet C10. New pavement does not replace Scope of Work pavement under the Base Bid and is entirely a new pavement footprint. Site vegetative clearing and earthwork to remain within the Base Bid Scope of Work as shown on Drawing sheet C8.

b. Payment will be made per the contract and percentage of completion

F. Contract Line Item 6 - Additive 3 – Mill and Overlay Asphalt Road

a. This item consists of milling portion of existing Stanford Road and constructing 2” asphalt overlay per Ohio D.O.T. specifications. Limits of mill and overlay as shown on Drawing sheet C11. Bid Additive does not replace any portion of the Base Bid and is an add additive to the project.

b. Payment will be made per the contract and percentage of completion

G. Contract Line Item 7 - Additive 4 – Chip Seal Surfacing on Trailer Parking

a. This item consists of constructing asphalt chip seal overlay per Ohio D.O.T. specifications on all designated horse trailer parking stalls. Limits of mill and overlay as shown on Drawing sheets C10 and C11. Bid Additive does

Stanford Parking Lot - ADDM-1, Page 4 not replace any portion of the Base Bid and is an additive to the project. The 8” H.D. Asphalt pavement system shall be constructed under the Base Bid and this additive of chip seal overlay shall be placed direct to the Base Bid constructed pavement system.

b. Payment will be made per the contract and percentage of completion level. Award of bid additive will be made in accordance with the terms and conditions of the solicitation.

H. Contract Line Item 8 - Additive 5 – Vault Toilet Building

a. This item consists of Contractor providing and constructing a pre-fabricated waterless vault toilet structure with associated earthwork to form building pad. Location of vault toilet building as found on sheet L1 and specifications on sheet L2 of Appendix C, Visitor Amenities Package Drawings. Bid Additive does not replace any portion of the Base Bid and is an additive to the project.

b. Payment will be made per the contract and percentage of completion level. Award of bid additive will be made in accordance with the terms and conditions of the solicitation..

I. Contract Line Item 9 - Additive 6 – Solar Pole Light Fixtures

a. This item consists of Contractor providing and installing (3) solar powered pole mounted illumination fixtures mounted to concrete pier footings. Location of solar pole light fixtures as found on sheet L1 with specifications and cast footing detail on sheet L3 of Appendix C, Visitor Amenities Package Drawings. Bid Additive does not replace any portion of the Base Bid and is an add additive to the project.

b. Payment will be made per the contract and percentage of completion level. Award of bid additive will be made in accordance with the terms and conditions of the solicitation.

J. Contract Line Item 10 - Additive 7 – Equestrian Hitching Rails

a. This item consists of Contractor providing and constructing (5) timber equestrian hitching rails. Location of hitching rails as found on sheet L1 and construction detail on sheet L2 of Appendix C, Visitor Amenities Package Drawings. Bid Additive does not replace any portion of the Base Bid and is an additive to the project.

b. Payment will be made per the contract and percentage of completion level. Award of bid additive will be made in accordance with the terms and conditions of the solicitation.

K. Contract Line Item 11 - Additive 8 – Relocated Stanford Trail Kiosk

a. This item consists of Contractor disassembling and relocating an existing wooden trailhead kiosk. Kiosk currently located approximately 800-feet from relocation and will require provision of new timber posts and miscellaneous fastening hardware. Location of kiosk and construction detailing as found on sheet L1 of Appendix C, Visitor Amenities Package Drawings. Bid Additive does not replace any portion of the Base Bid and is an additive to the project.

b. Payment will be made per the contract and percentage of completion conditions of the solicitation..

a. ADD as Appendix C, supplemental drawings entitled ‘CUYAHOGA VALLEY NATIONAL

PARK STANFORD TRAILHEAD AND PARKING *VISITOR AMENITIES PACKAGE*’

which consists of sheets 1 of 4 through 4 of 4, defining scope of work for Bid Additives, 5, 6, 7, and 8 to be inclusive within these construction documents.
