United States Department of the Interior Fish and Wildlife Service
STATEMENT OF WORK
Gravel-to-Gravel Keystone Initiative Kick-off Meetings Anchorage, Alaska
July 6, 2023
GRAVEL-TO-GRAVEL INITIATIVE OVERVIEW:
Since time immemorial, the Yukon, Kuskokwim, and Norton Sound region has sustained people, fish, birds, and other wildlife, supporting strong and resilient communities and ways of life.
Traditional foods — including salmon, caribou, moose, and migratory birds — have been vital to food security and Indigenous cultures for the more than 100 Tribes who have stewarded the region’s lands and set up fish camp in its watersheds for thousands of years.
In recent years, these communities, and the ecosystems they depend upon have suffered as climate change is impacting the Arctic four times faster than other parts of North America. One stark example of these impacts is the decline of Pacific salmon populations, leading to subsistence salmon fishing closures and empty smokehouses for people who have relied on salmon for more than 10,000 years. In recent consultations, congressional field hearings, and other forums, Department of the Interior leaders heard directly from Alaska Native Tribes and subsistence users about these ecosystem changes, their impacts on communities and cultures, and the need for immediate and lasting “gravel-to-gravel” action by the federal government.
To answer these calls the Department—coordinated through the U.S. Fish and Wildlife Service (Service) and Bureau of Land Management (BLM) — is partnering with Tribes, Indigenous leaders, other agencies, and community partners to launch the Gravel-to-Gravel Keystone Initiative, designed to enhance the resilience of the region’s ecosystems and communities through transformational federal, philanthropic, and other investments. Through Gravel-to- Gravel, federal agencies, Tribes, and others will work together to build a strong foundation for co-stewardship, where both Indigenous Knowledge and western science are brought to the table to inform plans for collective action to support resilient ecosystems and communities in the region. Gravel-to-Gravel will make immediate investments in the foundational science and projects needed to respond to the salmon crisis and invests in projects to heal the broader ecosystem.
Gravel to Gravel Invests in:
Projects to help Pacific salmon Co-stewardship Responses to ecosystem threats and food security
DESCRIPTION OF REQUESTED SERVICES:
Good relationships require shared experiences and time together learning about one another professionally and personally to build trust, understanding, and establish meaningful and reliable communication; understanding one another’s culture, traditions, political, legislative, and budgetary processes as well as priorities and realities; and recurring opportunities to sustain relationships amidst frequent leadership and staff turnovers. Intentionally fostering such relationship and building them across Alaska Native Tribes, Indigenous leaders, federal and state agencies, and community partners will improve and strengthen the collaboration of the Gravel-to-Gravel Keystone Initiative.
The Government is looking for an experienced facilitator that has expertise facilitating meetings, experience in engagement techniques, and the ability to remain neutral. All sessions require effective communication, skilled agenda management, and expert coordination.
The requested service described in this scope of work (SOW) aims to secure a facilitator to help with facilitating a two (2) day Executive Leadership meeting and a one (1) day Project Management meeting. These meetings are to help open opportunities for discussions to align conservation goals of the Gravel-to-Gravel Keystone Initiative and help support collaboration efforts between the Service, BLM, Tribes, Indigenous leaders, other agencies, and community partners. The focus of these meetings is to help build trust and personal relationships, increase transparency, and help frame efforts going forward.
The two-day Executive Leadership meeting is envisioned to provide a space for an executive leader team to gather and network both formally and informally. The facilitator will work with the executive leadership group to engage participants in a way that will identify how the team will share information, increase and gain perspectives, build knowledge, and maximize resources through collaboration and partnerships. The executive leadership team will leverage lessons learned from conservation history and build a strong foundation for co-stewardship, where both Indigenous knowledge and western science are brought to the table to inform plans for collective action to support ecosystems and communities in the region.
While this initiative has already dove into answering some of the What, Why, and How questions, the one-day Project Management meeting shall be geared toward diving into the How question and begin to layout the specific, measurable, achievable, relevant, and time-bound (SMART) goals and objectives. It will also serve as an opportunity to bring partners to the table to inform plans for the collective action to support the Gravel-to-Gravel Keystone Initiative.
The selected contractor will co-design instructions, agendas, and layout the goals and expectations of each meeting with the Gravel-to-Gravel Coordinator and any appropriate Service staff or partners; develop all course materials in accordance with the agreed upon approach;
deliver a two (2) day Executive Leadership meeting and a one (1) day Project Management meeting; and evaluate each meeting and synthesize and provide written notes and a report summarizing discussions, action items, and next steps in electronic format within 30-days following the meetings.
