About this file
This document is a comprehensive Hazardous Materials (HazMat) Survey Report for the Toms Cove Visitor Center located at Assateague Island National Seashore in Chincoteague, Virginia. The survey, conducted by AECOM, identified several hazardous materials present in the facility, including asbestos-containing materials (ACMs), lead-containing materials, and other potentially regulated substances. Key findings include asbestos detected in multiple locations such as silver coating for black roof tar coating (2.0% chrysotile), black roof tar coating (6.0% chrysotile), black tar paper for roof tar coating (8.0% chrysotile), and gray caulk for exterior window frame (2.0% chrysotile). Additionally, the report inventoried other potentially hazardous materials like exit signs with mercury and low-level radioactive components, fire extinguishers with ozone-depleting substances, fluorescent light fixtures, a refrigerator and freezer with refrigerants, and stored chemicals, all of which will require specialized handling and disposal during the planned demolition of the visitor center.

SECTION THREE SURVEY METHODOLOGY AND RESULTS
3.1 ASBESTOS-CONTAINING MATERIALS
The survey consisted of identifying suspect ACMs, touching them (if it was deemed safe to do
so) to determine their friability, assessing their color and texture, recording the results on a field survey form, collecting bulk samples, and submitting the samples to an accredited testing laboratory for analysis. Once a suspect material was identified, a random sample point was selected. A utility knife or coring tool was used to carefully penetrate to the substrate and extract a bulk sample of suspect material, while using wet methods to prevent potential fiber release.
The sample was placed in a pre-labeled and sealed sample bag. The utility knife or coring tool was subsequently rinsed with water from a spray bottle over a sample bag to decontaminate the tool and prevent the release of fibers.
A total of fifty-two (52) suspect ACM bulk material samples were collected. Suspect ACMs observed and sampled included: drywall, joint compound, carpet glue, cove base and associated glue, floor tread and associated glue, glue for wall hangers, 1’x1’ceiling tiles, sheet flooring and associated cloth underlayment, caulking, roof coatings, tar, tar paper, and asphalt shingles.
Upon the completion of the day's sampling activities, samples were inventoried. Sample identification information was then recorded on chain-of-custody forms. Samples and chain-of-custody forms were delivered to AmeriSci Richmond (AmeriSci) of Midlothian, Virginia, a laboratory participating in the National Voluntary Laboratory Accreditation Program (NVLAP).
NVLAP is the industry-standard accreditation program for laboratories that perform bulk material analysis of suspect ACM samples. The bulk sample analysis was performed using PLM supplemented with dispersion staining techniques in accordance with the Environmental Protection Agency (EPA) Bulk Asbestos Proficiency Guidelines (EPA Method 600/M4–82-020).
The EPA recognizes that PLM analysis of certain special-case building materials, including roofing materials, mastics, and caulks, are prone to false-negatives due to the extremely small size of asbestos fibers often found in these materials and the presence of interfering matrices (Federal Register Vol. 59, No. 146, Monday August 1, 1994). In the case of these non-friable organically bound (NOB) materials, analysis by TEM provides more accurate asbestos detection results. Therefore, NOB materials were analyzed by using the more definitive transmission electron microscopy (TEM) method. While the EPA and Virginia do not specifically mandate TEM testing for bulk samples, the testing of NOB materials by the TEM (via ELAP 198.4) was included in this survey for the following reasons:
Prevent future change orders by contractors who may request their own TEM testing.
Avoid the disposal of asbestos containing NOB materials in landfills that do not accept ACMs.
AmeriSci accreditations for bulk asbestos fiber analysis (PLM) and airborne asbestos fiber analysis (TEM), as well as inspector accreditations, are included in Appendix A. The laboratory
3-2 was directed to analyze samples from each homogeneous area of suspect ACM until a sample within the homogeneous area was identified as asbestos containing (positive stop). The laboratory results and sample chain-of-custody forms are included in Appendix B.
Table 1 summarizes on a room-by-room basis, the locations, estimated quantities, and analytical results of suspected, confirmed ACM, and suspected ACM that was found not to contain asbestos or contain only trace asbestos through testing. Asbestos sample locations are shown on Figures 1, 2 and 3. Test results and associated sample locations are summarized on Table 2.
Table 3 lists the locations and estimated quantities of confirmed ACM and Trace ACM (<1% Asbestos) by material as well as their analytical results.
Building components that were tested and found to be ACM are listed below:
Silver Coating for Black Roof Tar Coating (2.0% Chrysotile) Black Roof Tar Coating (6.0% Chrysotile) Black Tar Paper for Roof Tar Coating (8.0% Chrysotile) Gray Caulk for Exterior Window Frame (2.0% Chrysotile)
Building components that were tested and found to be Trace ACM (<1% Asbestos) are listed below:
White Caulk for Shower Wall (Trace Anthophyllite)
Building components that were not tested but are assumed to be ACM are listed below:
No suspect building components were assumed to be ACM.
3.2 LEAD-CONTAINING SURFACE COATINGS
A loose leaded paint survey of accessible interior and exterior surfaces of the Toms Cove Visitor Center was performed. The selection of sample locations was based on representative testing combinations of building components, substrates, and colors. Paint chip samples were collected by wetting the surface and scraping the surface with a hand-scraper to remove an approximately 2-inch by 2-inch area of paint / surface coating down to bare substrate. Samples were placed in sealed pre-labeled zip lock bags. A total of four (4) surface coating samples were collected from the interior and exterior surfaces at the Toms Cove Visitor Center. The paint chip sample locations are shown on Figure 4.
Upon the completion of the day's sampling activities, samples were inventoried, and sample numbers were recorded on chain-of-custody forms. Samples and chain-of-custody forms were delivered to AmeriSci and were subsequently delivered to Environmental Hazards Services, LLC (EHS Laboratories). EHS Laboratories is a laboratory participating in the National Lead Laboratory Accreditation Program (NLLAP). NLLAP is the industry-standard accreditation program for laboratories that perform analysis of suspect lead-containing paint chip samples. All samples were analyzed for lead content by flame atomic absorption spectrophotometry (SW 846 3050B/7000B). EHS Laboratories accreditations for bulk lead and air analysis is included in Appendix C.
3-3
Both the EPA and the Virginia definition of lead-based paint (LBP) is any paint or surface coating (stain, varnish, or glaze coating) containing lead in an amount equal to or greater than 1.0 milligram per square centimeter by area, or greater than 0.5% by weight. However, for the purpose of this survey, U.S. Occupational Safety and Health Administration (OSHA) Lead in Construction Standard (29 CFR part 1926, Safety and Health Regulations for Construction, Subpart 62) which applies during the renovation of the existing structures on the subject property, considers any amount of lead a potential worker exposure hazard. Therefore, for the purposes of this assessment, AECOM considered any paint or surface coating containing a detectable concentration of lead to be lead-containing.
The laboratory test report and sample chain-of-custody documents are included in Appendix C.
A summary of the lead in surface coatings survey results and material locations is included as Table 4. Lead was not detected in any of the four (4) paints analyzed at detection limits ranging from 0.0038% to 0.0047%; therefore, none of the surface coatings contained lead levels above the Virginia and EPA definition of LBP of greater than 0.5% lead by weight.
3.3 OTHER POTENTIALLY HAZARDOUS OR REGULATED MATERIALS
AECOM visually surveyed the Toms Cove Visitor Center for the presence of other potentially regulated materials that would require removal prior to, or special handling and segregation during, renovation referred to as “Other HazMat”. A summary of other hazardous materials is included as Table 5.
Other HazMat identified in the Toms Cove Visitor Center includes the following:
Exit signs and emergency lights that may contain mercury (HG), low-level radioactive (LLR) components and lead (PB)-acid battery backups.
Motion sensors and smoke detectors that may contain low-level radioactive (LLR) components.
Fire extinguishers that may contain ozone-depleting substances (ODS) and pressurized hazards.
Fluorescent light fixtures that may contain mercury (HG) tubes or E-waste ballasts.
A refrigerator and chest freezer that may contain refrigerant and ozone-depleting substances (ODS).
A security battery cabinet that may contain lead (PB)-acid battery backups.
Stored chemicals that may contain regulated substances.
Oxygen canisters that may contain regulated substances.
Air Handling Units (AHUs) that may contain ozone-depleting substances (ODS) and pressurized hazards.
3-4
A septic tank and propane underground storage tank (UST) that may contain regulated substances.
Conclusions and Recommendations
4-1
SECTION FOUR CONCLUSIONS AND RECOMMENDATIONS
4.1 ASBESTOS-CONTAINING MATERIALS
Asbestos-containing materials were identified at the Visitors Center. Federal and Virginia regulations require that all friable and some non-friable ACMs be removed from a structure prior to renovation or demolition.
For this particular project, as per AECOM’s communication with a Virginia Department of Environmental Control (VDEQ) representative, all ACM must be removed prior to demolition.
Table 3 lists the locations, estimated quantities, and of both confirmed ACM and Trace ACM (<1% Asbestos) by material as well as displays analytical results. Figures 5 and 6 show the locations of identified ACM.
Regulations that require the proper removal, and govern the transportation and disposal of ACM include:
U.S. Department of Transportation (DOT), Subtitle B – Other Regulations Relating to Transportation (49 Code of Federal Regulations [CFR] 171, 172, 173, 177, 178, and 180
U.S. Environmental Protection Agency (EPA), National Emission Standards for Hazardous Air Pollutants (NESHAP) – Asbestos (40 CFR 61 Subpart M)
EPA, Asbestos School Hazard Abatement Reauthorization Act (40 CFR 763 Appendix C to Subpart E)
U.S. Occupational Safety and Health Administration (OSHA), Occupational Safety and Health Standards for General Industry, Air Contaminants (29 CFR 1910.1000)
OSHA, Occupational Safety and Health Standards for General Industry, Asbestos (29 CFR 1910.1001, including Appendices A through I)
OSHA, Occupational Safety and Health Standards for General Industry, Hazard Communication (29 CFR 1910.1200)
OSHA, Occupational Safety and Health Standards for Construction, Asbestos (29 CFR 1926.1101, including Appendices A through K)
In addition to Federal requirements, asbestos regulations have been established by the Commonwealth of Virginia. The primary regulation is listed below:
Code of Virginia – Title 54.1 – Chapters 3-5 describes the activities that require licensure, specifies training criteria for training providers, and describes various other administrative responsibilities of asbestos consultants and contractors.
A regulatory summary table (Table 6) has been prepared that summarizes key appropriate Virginia. and Federal agency requirements for the handling, transport, and disposal of identified

ACM as well as the party typically responsible for adhering to these regulations. The table also lists additional testing and monitoring required for asbestos abatement.
4.2 LEAD-CONTAINING MATERIALS
Lead was not detected in any of the four (4) paints analyzed for lead content. Thus, none of the tested surface coatings qualified as LBP.
Demolition and construction activities involving the disturbance of lead-containing surface coatings (cutting with a flame or saw, sanding or abrading) may generate lead dust or fume concentrations in air that exceed the Virginia and Federal occupational health regulatory limits.
If a surface coating is intentionally removed (stripped, sanded, heated, or otherwise disturbed for the purpose of eliminating the lead hazard) the removal must be performed by a Virginia licensed LBP removal contractor. However, incidental disturbance of LBP during the course of a renovation or demolition activity does not require LBP-trained/licensed contractors to perform the work.
For the purposes of worker safety, Federal and Virginia occupational safety and health regulations consider lead in any amount a potential exposure hazard. Once notified by the project owner, it is the responsibility of the contractor to ensure that all workers involved with onsite activities are properly trained to work with lead-containing surface coatings, that exposure assessments are conducted as needed, and that adequate controls are provided to protect workers against lead exposure. All contractor workers must be notified of the presence and location of lead-containing surface coatings.
The survey revealed that none of the surface coatings identified are considered loose flaking LCM and would not be required to be removed and properly disposed of prior to renovation since these could not become a lead dust hazard.
Refer to Table 4 for an inventory paint, quantity of damage, and the lead test results (lead was detected in any of the paint samples)
Regulations that require the proper removal, and govern the transportation and disposal, of the Lead-containing surface coatings include:
DOT, Subtitle B – Other Regulations Relating to Transportation (49 Code of Federal Regulations [CFR] 171, 172, 173, 177, 178, and 180

4-3
OSHA, Occupational Safety and Health Standards for General Industry, Hazard Communication (29 CFR 1910.1200)
OSHA, Occupational Safety and Health Standards for Construction, Lead (29 CFR 1926.62)
In addition to Federal requirements, lead-based paint regulations have been established by the Virginia. The primary regulation is listed below:
Code of Virginia – Title 54.1 – Chapter 5, Section 02 83 33.13 Lead-Based Paint Removal and Disposal specifies abatement and disposal of lead-based paint (LBP), and controls needed to limit occupational and environmental exposure to lead hazards.
Since lead was not detected and painted demolition debris can typically be disposed at a Construction and Demolition (C&D) landfill, the demolition and disposal of painted building components do not represent an environmental issue provided they contain no other HazMat..
4.3 OTHER POTENTIALLY HAZARDOUS OR REGULATED MATERIAL WASTES
Other regulated hazardous materials or wastes were identified within the Toms Cove Visitor Center, including exit signs, emergency lights, motion sensors, smoke detectors, fire extinguishers, fluorescent light fixture tubes and ballasts, a refrigerator and chest freezer, a security battery cabinet, stored chemicals, oxygen canisters, AHUs, a septic tank and a propane UST. These materials may require specialized handling and disposal.
Regulations that require the proper removal, and govern the transportation and disposal / recycling / reclamation, of these other regulated wastes include:
DOT, Subtitle B – Other Regulations Relating to Transportation (49 Code of Federal Regulations [CFR] 171, 172, 173, 177, 178, and 180

OSHA, Occupational Safety and Health Standards for General Industry, Air Contaminants (29 CFR 1910.1000)
OSHA, Occupational Safety and Health Standards for General Industry, Hazard Communication (29 CFR 1910.1200)
In addition to Federal requirements, other regulated hazardous materials or waste regulations have been established by the Commonwealth of Virginia. The primary regulation is listed below:
Code of Virginia – Title 54.1 – Chapter 14, Section 10.1-1429 Notice of Release of Hazardous Substances specifies that any person responsible for the release of a hazardous substance from a fixed facility which poses an immediate or imminent threat to public health and who is required by law to notify the National Response Center shall notify the chief administrative officer or their designee of the local government of the jurisdiction in which the release occurs and shall also notify the Department.
A regulatory summary table (Table 6) has been prepared that summarizes appropriate Virginia, Accomack County, and Federal agency requirements for the handling, transport, and disposal of identified Other HazMat as well as the party typically responsible for adhering to these regulations.
Limitations
5-1
SECTION FIVE LIMITATIONS
An investigation of readily accessible areas at the Toms Cove Visitor Center was performed to identify the presence, location, and quantity of suspect ACMs, suspect lead in surface coatings, hazardous and regulated waste streams, and other hazardous materials (“hazardous materials” as defined in this report).
The on-site asbestos assessment, which was conducted by individuals who are accredited U.S.
EPA AHERA inspectors, was limited to visual observation of the accessible interior and exterior spaces of the building and an assessment of whether or not these spaces contain suspected ACM.
If these spaces were assessed by the inspector to contain suspect ACM, then representative samples of the materials were collected and analyzed. AECOM cannot be held responsible for areas which were not surveyed due to access limitations.
Inaccessible materials include, but are not limited to:
materials below ground surface or concrete slab materials in areas considered to be inaccessible due to height restrictions materials covered by other types of building materials; and materials covered by equipment or heavy objects
No warranty or guarantee, either expressed or implied, concerning the findings or conclusions of this survey is offered or intended. Rather, it is represented that the scope and performance of the professional services rendered are in accordance with the current state of the practice as conducted within the Virginia by similarly qualified practitioners.
