About this file
This Statement of Work details smoke damage restoration services for the National Park Service (NPS) Pacific West Regional Office in Seattle, Washington. The project involves comprehensive cleaning of an IT office on the 5th floor of the Old Federal Building, following a small fire caused by a rubber anti-fatigue mat melting near an air handler unit on July 31, 2023. The restoration effort is segmented into three primary tasks: cleaning contents of file drawers, cabinets, boxes, and shelves; cleaning furniture and accessories; and removing items for disposal.
The scope of work requires the contractor to clean soot-covered surfaces, move contents to clean boxes, and relocate cleaned items to an adjacent empty office space. Specific requirements include cleaning electronics, furniture, file contents, and various office accessories while working closely with NPS staff to determine which items should be cleaned versus replaced. The project involves multiple office spaces labeled A through I, with detailed instructions for handling contents in each area. All cleaned items must be moved to a designated storage area, and the contractor must provide all necessary cleaning materials, tools, and equipment. The restoration must be performed with at least one English-speaking team member present, and the National Park Service will have staff on-site to provide guidance and answer questions during the process.

Statement of Work Smoke Damage Restoration Services
Na onal Park Service Pacific West Regional Offices
The Na onal Park Service (NPS), Pacific West Regional Office, has a requirement for smoke damage restora on services. This project includes cleanup of soot and smoke-damaged items in the Informa on Technology (IT) office of the NPS on the 5th floor of the Old Federal Building at 909 1st Avenue in Sea le, WA.
Background:
On July 31, 2023, a small fire broke out in the IT office. The fire was caused by a rubber an -fa gue mat for use with a Sit-to-Stand desk that somehow got pushed up into the bo om of an air handler unit.
When the unit kicked on at 5 am on Monday morning, the mat started mel ng genera ng smoke that set off the fire alarms. The fire department arrived on scene very quickly and ex nguished the fire. They broke a window in the room to allow the smoke to escape. There was li le or no flames, but a thin layer of soot was deposited across most surfaces in the office.
Work already completed:
All electronics equipment that was out on surfaces of desks (phones, headsets, computers, monitors, keyboards, mice, docking sta ons, AC adapters, tall fluorescent desk lamps, and an assortment of spare parts) have already been removed. Some furniture has also been removed.
The only electronics equipment s ll in place on some desks is LED lamps and clamp-on power distribu on units. There are also a couple of surge strips plugged in behind other furniture that haven’t been disposed of yet since their connec ons are behind boxes that are part of this cleanup phase.
Work to be done as part of this contract:
The work to be done has been split into three parts:
1. Contents of file drawers, cabinets, boxes, and shelves
2. Furniture and accessories
3. Items to be removed for disposal
Sec on 1 of this document includes floor plans and photos of file drawer, cabinet, box, and shelf contents in each part of the office.
Sec on 2 includes descrip ons and sample photos of each type of furniture and accessory.
Sec on 3 includes descrip ons and photos of furniture and accessories to be disposed of.
For all items, the Na onal Park Service will consult with the contractor as to which items should just be replaced instead of being cleaned.
Solicita on # 140P8525Q0030 – Smoke Damage Restora on Services for PWR Office Building Page 2 of 50
All items that are being kept need to be moved to the empty office spaces just west of the IT office a er cleaning. Lay down tarps or other floor coverings as needed to minimize transfer of soot to the temporary storage space.
The contractor will provide all cleaning materials, tools, and equipment needed along with the clean boxes or bags that contents will be moved to.
This project does not include cleaning of par ons, overhead cabinets and counter that are a ached to one of the par ons, carpet, walls, window shades, ceiling les, or ceiling – all of those will be part of a later project.
The Na onal Park Service will have someone onsite to answer ques ons and provide direc on as needed while the work is being done. The contractor will need to have at least one person who speaks English onsite for at least part of each day of work.
