STATEMENT OF WORK
Replace HVAC at Jamestown Historic Research Center 1365 Colonial Nat’l Hist. Parkway Williamsburg VA 23185 Colonial National Historical Park (COLO) Virginia
PART 1 - GENERAL
1.01 DESCRIPTION OF WORK
A. This contract provides for the replacement of two existing split systems. The units being replaced are a 4-ton HVAC Liebert air handler (up-flow, multi speed), 4-ton Carrier air handler, and 2 Goodman heat pumps. Newly installed equipment will be connected to an existing control system. All new equipment shall be from a single manufacturer and fully compatible with all components in the system.
1. The building is a two-story office with additional crawl space. The structure was built in 2006.
2. The building will be occupied during this contract.
B. The contract work includes:
Base Work:
· Replacement of two existing split systems with new 4-ton heat pumps and compatible multi position air handlers.
· Both air handlers require heating elements of 10kw.
· New air handlers must be tied in with existing ductwork which may require some modification and add-ons.
· Downstairs air handler unit will require a plenum box & additional ductwork to connect wall return to air handler unit
· 2 new heat pumps must be mounted to existing pedestals.
· Existing Line set for units must be flushed and new equipment tied into existing line set if size is in accordance with manufacturer. If line set is not appropriately sized new line set must be installed.
· Once new units are installed proper charge of refrigerant must be confirmed in accordance with manufacturer’s specifications.
· Ensure equipment breakers and disconnects are rated to manufacturer’s specifications.
· All units must have appropriate disconnects with line voltage monitoring and surge protection.
· All equipment must be from a single manufacturer and fully compatible with all features.
· All installations must be to industry standard including nitrogen pressure tests for leak tests and braising, pulling of vacuum line set to sub-500-micron level.
· All removed equipment must be disposed of properly.
· All removed refrigerants must be recovered and disposed of by all applicable regulations.
C. All work will be performed under a single contract.
D. Work and materials shall adhere to the following mitigations:
1. All Parts and Equipment must operate effectively and efficiently together.
2. Materials shall be stored at work location.
1.02 LOCATION AND ACCESS
A. The project site is located at 1365 Colonial Nat'l Historical Pkwy, Williamsburg, VA 23185.
1.03 CONTRACTOR-FURNISHED ITEMS
A. The Contractor shall furnish all necessary supervision, personnel, equipment, transportation, materials, and incidentals required to complete the contract requirements.
B. Contractor shall provide proof of liability insurance for all personnel working in completion of this project.
1.04 WORK CONDITIONS AND LIMITATIONS
A. FACILITY USE
1. There are open public restrooms within walking distance of work location.
B. REQUIRED PERFORMANCE PERIOD
1. Work performance period is to be determined; all work shall be performed between 7 AM – 4:30 PM.
C. CONTRACTOR’S USE OF PREMISES
1. Confine on-site material storage, equipment and vehicle parking, and staging to paved parking areas or other areas specifically designated by the Contracting Officer’s Representative (COR).
2. Keep job site clear of trash and debris. Dispose of any trash, debris and other unusable material legally at authorized facilities on non-Federal land.
D. FIELD VERIFICATION
1. The measurements and quantities specified are estimates and provided for information only. The Contractor must verify all locations, dimensions and conditions affecting the work.
1.05 QUALITY ASSURANCE
A. All proposed materials and methods must meet or exceed the current local, state, and federal codes, standards, and regulations applicable to the contract work.
B. All personnel performing work shall be fully qualified and experienced in the type of work they will execute.
1.06 WARRANTIES
A. Building components: Minimum 1-year warranty against defects. Provide a minimum 1-year warranty for workmanship.
B. Prior to beginning work, report to the COR work scheduling or material availability before proceeding with the work.
1.07 MATERIAL HANDLING
A. Deliver materials to the job site as per COR instructions. Comply with all manufacturers’ recommendations for storage, protection and handling.
PART 2 - MATERIAL
2.01 GENERAL
A. Use new materials except as otherwise approved by the Contracting Officer (CO).
2.02 REQUIRED SUBMITTALS AND APPROVALS
A. LIST OF REQUIRED SUBMITTALS
1. Contractor Liability Insurance
2. Warranty Information
3. Equipment Specifications
4. Equipment Manuals/Operation Guides
5. Final Walkthrough with designated park staff for operational check
B. CHANGES TO MATERIAL REQUIREMENTS
1. Any proposed changes by the Contractor to the construction materials shall be submitted in writing to the COR
PART 3 - EXECUTION OF WORK
3.01 GENERAL
A. SERVICE INTERRUPTION
1. Indicate by work schedule expected periods of construction to avoid conflict with operations.
B. SITE INVESTIGATION
1. The Contractor is responsible for investigating site conditions in the vicinity of the required work for any hazards or obstacles which may increase time or cost of the work.
C. CHANGES TO CONSTRUCTION METHODS
1. Any proposed change by the Contractor to the specified construction methods and manufacturer’s instructions must be submitted in writing to the CO along with the justification for the proposed change. Approval from the CO is required for changes in specified construction methods.
D. PROTECTION OF WORK SITE
1. Work site is not protected and is open with no fencing.
2. Maintain the work area and approaches clean and free from trash and debris to reduce interference with ongoing maintenance operations.
3. Provide a safe bypass for NPS employees, and contractor’s personnel.
3.02 PROJECT CLOSEOUT
A. CLEANUP
1. Remove all tools, equipment, excess materials, construction debris, and trash from the project site. Leave project site clean and ready for use at the time of final inspection.
2. Legally dispose of all excess and unusable materials at authorized disposal facilities.
B. FINAL INSPECTION AND ACCEPTANCE OF WORK
1. When all work including any site restoration and cleanup has been completed, the Contractor shall contact the COR to arrange the final inspection.
2. The Contractor shall be notified of any deficiencies found during the final inspection. After all deficiencies have been corrected and all required closeout submittals have been forwarded to the COR, the CO will issue a letter of final acceptance and request the release of claims.
C. CLOSEOUT SUBMITTALS
A. Provide to the COR the following closeout submittals and any other closeout submittals required by the CO:
1. Cut-Sheet Binder: Submit one binder with all manufacturer product information and cut-sheets for all materials installed under this contract. Label binder with project title and include one “contents” page.
PART 4 – PAYMENT
1. Final payment shall be processed upon confirming all noted contractor performance deficiencies have been satisfactorily corrected.
