About this file
This Performance Work Statement (PWS) details recycling services required for Yellowstone National Park (YNP), covering collection, transportation, and disposal of recyclable materials across approximately 50 established sites. The contractor must provide all necessary equipment and personnel to service sites with varying seasonal operations, including 10 year-round sites, 11 sites operating April 15-November 15, and 28 sites operating May 15-October 31. Recyclable commodities include glass, aluminum/steel cans, plastics #1 and #2, cardboard, paper, and one-pound propane cylinders, with 2023 collection volumes estimated at 12 tons of aluminum/steel, 65 tons of cardboard, 32 tons of glass, 16 tons of paper, 16 tons of plastics, and 5,000 propane cylinders.
The PWS emphasizes stringent environmental and operational requirements, including bear-proof collection methods, compliance with park regulations, and adaptive service during challenging park conditions. Key contractor responsibilities include maintaining bear-proof and weather-resistant containers, providing monthly recycling reports, collecting recyclables when containers are 3/4 full, ensuring no more than 1-2 customer complaints per month, and transporting recyclables to off-park processing centers. The contract requires source-separated recycling collection, with potential consideration for alternative collection methods. Unique challenges include park-wide wildlife management, seasonal road closures, variable visitation, and strict environmental protection protocols.

Yellowstone National Park
RECYCLE SERVICES
Performance Work Statement
1. REQUIREMENT DESCRIPTION
Yellowstone National Park (YNP) requires recycling services for monitoring, collection, transportation, and disposal for approximately fifty established recycle sites including: twenty-three government developed areas, fifteen picnic areas/pullouts, and twelve campgrounds. Work will be carried out in accordance with all applicable laws, regulations, standards, instructions, commercial practices, safety, sanitation, and bear-proofing requirements. The contractor is encouraged to use innovative approaches to execute the terms of the contract effectively and efficiently.
1.1 Contractor shall provide all equipment necessary to monitor, collect, and dispose of all recycling.
1.2 The park has a long-standing recycling program which services over four million visitors annually, and over 5,000 employees during the peak summer season. The park collects the following commodities included in the contract:
• Glass
• Aluminum/Steel (Steel Cans)
• Plastics #1 and #2
• Cardboard
• Paper
• Propane cylinders (one pound) o Propane cylinder recycling will be a separate line item within this contract. The park intends to have the contractor provide bins for collection of the propane tanks. The contractor will transport the tanks collected in those bins to a (insert park facility/location) for park staff to dispose of the tanks. The park is requesting optional pricing for if the contractor were to dispose of the propane tanks instead of park staff. The contractor’s disposal of the propane tanks is not a guaranteed line item.
Recyclable commodity quantities collected in 2023 are approximately as follows:
• Aluminum / Steel (Steel Cans) – 12 tons
• Cardboard – 65 tons
• Glass – 32 tons
• Paper – 16 tons
• Plastics – 16 tons
• Propane cylinders – 5,000 ea.
Yellowstone encompasses over 2.2 million acres with elevations over 11,000 feet, severe climate, frequent road closures, road construction, and variable seasons of operation throughout the park.
It’s home to over 600 grizzly bears, 400 black bears, and 100 wolves that all must be managed by natural regulation, therefore, aggressive measures to minimize wildlife habituation near recycling collection sites are strictly enforced.
1.3 The contractor shall furnish all personnel, vehicles and equipment required to perform requirements stated herein.
1.4 The contract documents will describe collection services as source separated. This method of collection and separation has worked best for Yellowstone in the past, as surrounding locations in the Greater Yellowstone Area also implement source separation. There is not a MERF to facilitate separation of mixed recycling commodities. The contractor can propose and implement a different method of recycling collection including full, single source collection but must also demonstrate an alternative program for supporting bins, space allocation and signing that provides the same quality of service to the government. The alternative method will be considered if presented during evaluation.
1.5 The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. See below. The performance threshold describes the minimum acceptable levels of service required. These thresholds are critical to mission success and shall be evaluated though a Quality Assurance Surveillance Plan (QASP). See Attachment 3.
Performance Objective Performance Threshold Ensure Park-wide recycling containers do not exceed ¾ full.
No more than 1 valid customer complaint per month.
Collection areas free of litter and waste. Gates of any fenced enclosure are closed or latched after each collection. Container lids are closed and secured with bear lock systems engaged.
No litter or waste on the ground within a ten-foot radius of the container following collection (to include any broken glass). Containers identified as not meeting bear proof requirement or defective containers are removed immediately for repair or are replaced within 1 working day upon notification or discovery.
Maintain all equipment in good workable condition. Trucks and containers should be washed and reasonably free of odors.
No more than 2 valid customer complaints per month.
Provide Reports and Records with all required information in a timely manner. Collection report is submitted monthly by commodity with tonnage and confirmed with weight tickets.
Reports must be turned in on or before the 15th calendar day of each month.
2. PERFORMANCE WORK STATEMENT
The contractor shall perform recycling collection, transportation, and disposal, for fifty established recycling sites, in accordance with all applicable park policies, laws, regulations, standards, instructions, and commercial practices. While performing recycling collections, the contractor will display a focus on safety, sanitation, bear-proof operations, and customer service.
2.1 COLLECTION REQUIREMENTS and SCHEDULING
2.1.1 The contractor shall provide the services of bear-proof collection bins and roll-offs at the locations shown on the map.
2.1.2 The contractor shall collect and dispose of park recyclables such that recycling containers are emptied when ¾ full, and maintained in a sanitary manner, free of dirt, debris, odor, and pests in accordance with local commercial practices.
2.1.3 It is the responsibility of the contractor to determine the number site visits needed to prevent over-flow at recycling locations. The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting recyclables at a collection location. The contractor shall pick up all litter and waste on the ground within a ten-foot radius of the recycling container.
2.1.4 The contractor is responsible for all activities and equipment associated with the collection and transport of commodities from within the boundaries of YNP. The contractor assumes ownership of all commodities once they leave Park boundaries.
2.1.5 Yellowstone has a very seasonal operation that requires the contractor to be flexible and adaptive to inclement weather and fluctuation in visitation. The contractor is responsible for the collection and transport of all commodities from all areas of the park (see map). All sites will be serviced as needed to prevent over-flow of containers. The following dates may vary slightly, as the National Park Service (NPS) determines exact fall/spring road and facility open/close dates.
Ten of the 50 sites will be serviced 12 months of the year. Ten are located in the
Northern part of the park, one is located at the West Entrance.
Eleven of the 50 sites will open and be serviced April 15 through November 15.
Twenty-eight of the remaining 50 sites will open and require servicing May 15 through October 31.
All the 50 +/- sites will require service mid-May through September 30. See 2.2.1 for location specifics.
2.1.6 Due to grizzly bear attractant issues, all seasonal bins will be emptied before winter road closures.
The Grand Loop Road from Gardiner, Montana to Mammoth Hot Springs, Wyoming and continuing to the Northeast Entrance, is the only road corridor open year around to wheeled vehicles. All other roads in the park are closed from approximately mid-November through mid- April.
2.1.7 Recyclable materials shall be recycled with no interruption in service due to market changes.
Under this contract, the following items are considered recyclable materials at Yellowstone National Park: aluminum/steel, cardboard, glass, newspaper, office paper, #1 and #2 plastic.
2.1.8 One-pound, steel propane cylinders will be collected from .5 cubic yard, steel mesh bins located at each campground and will be delivered by the contractor to the Mammoth Boneyard.
Contractor will collect twice per year: by August 15 and October 31 and deliver to the Mammoth Boneyard for further processing by Yellowstone officials. The contractor may be required to collect sooner if the bin exceed fill levels outlined in the QASP attachment. The contractor will coordinate with COR for access to the Mammoth Boneyard. Propane cylinders are to be transported to the Mammoth Boneyard regardless of if propane cylinder recycling is to be completed by the contractor. These collection bins are required at the following locations:
Upper Mammoth Area Canyon Village Area Madison Junction Area Lake Area Norris Area Fishing Bridge Area Grant Village Area Tower Falls Area Indian Creek Campgrounds
Pebble Creek Campground Lewis Lake Campground
Propane cylinder recycling completed by the contractor will be a separate optional line item and is not guaranteed. Contractor will recycle cylinders no later than November 15th (or following business day if that date is a weekend or federal holiday) of each year if the Contracting Officer exercises this optional scope.
2.1.9 The contractor will adequately demonstrate their ability to provide the necessary recycling containers and other materials to perform this contract without any service disruption. The contractor will provide materials or demonstrate their ability to perform this contract upon request.
2.1.10 Load Restrictions:
Loads shall not exceed 27 tons, unless authorized by the COR.
The total truck length will not exceed 75 feet unless authorized by COR.
Compression brakes shall not be used on hauling vehicles within 5 miles of in-Park campgrounds and developed areas.
When delaying 4 or more vehicles and traveling 10 mph under the speed limit, the
Contractor is required to pull over, using available turnouts for all traffic to pass.
The contractor shall adhere to all Park regulations.
2.1.11 Special Traffic Considerations and Road Construction Schedule:
Historically, visitation dramatically increases around mid-May through Mid-September, which means significant increase in the vehicular traffic which may result in significant traffic delays.
Wildlife traffic jams are a daily occurrence on all Park roads in the summer months and present significant challenges for the traffic flow. Seasonal spikes in traffic, combined with the Park's two-lane roadways and lower speed limits, means traffic is congested and slow moving on all Park roadways in the busy summer season.
There will be major road construction projects inside YNP. The following link provides information: Park Roads - Yellowstone National Park (U.S. National Park Service) (nps.gov)
2.1.12 Recycling collections are restricted to the following times of day:
Campgrounds between the hours of 8:00 AM and 8:00 PM.
Residential areas between the hours of 6:00 AM and 10:00 PM.
Non-residential areas have no restricted hours.
2.2 COLLECTION AREAS and CONTAINERS
