INTRODUCTION:

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.

This RFQ incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2025-04.

Notice on System For Award Management: System updates may lag policy updates. SECTION 1 - REQUEST FOR QUOTE (RFQ)

1.1 General

The National Park Service (NPS) George Washington Memorial Parkway (GWMP) requires hazardous tree and debris removal services on grounds under the parkway’s jurisdiction. These services will include removal and disposal of hazardous trees, debris, and vegetation on an as-needed basis. The Contractor shall furnish all materials, labor, equipment, tools, and services necessary to meet the removal and disposal requirements identified in the Statement of Work (SOW). Any items not specifically noted, but necessary for performance in accordance with accepted industry standards, shall be furnished under this contract. This is a recompete of order 140D0424P0224, which is set to expire on 9/22/2025.

This procurement is being conducted under FAR Part 12 Acquisition of Commercial Products and Commercial Services and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services.

The applicable North American Industrial Classification System (NAICS) Code is 561730 – Landscaping Service (Size Standard $9.5M). The Product or Service Code (PSC) is S208 Housekeeping – Landscaping/Groundskeeping.

1.2 Set-Aside Information

This RFQ is a Total Small Business Set Aside. Only one (1) Purchase Order will be awarded as a result of this RFQ. The selected Quoter shall provide all services sought under this RFQ.

SECTION 2 - DESCRIPTION / SPECIFICATIONS

HAZARDOUS TREE REMOVAL

GEORGE WASHINGTON MEMORIAL PARKWAY

JULY 2025

1) SCOPE OF WORK

The purpose of this Order is to obtain Hazardous Tree and Debris Removal Services on grounds under the jurisdiction of the National Park Service (NPS) George Washington Memorial Parkway (GWMP). Services are provided on an as needed basis for debris removal, vegetation management, and non-emergent and emergency hazardous tree removal. The Government does not guarantee any required quantities under this order.

2) TASKING

2.1 Non-Emergency Hazardous Tree Removal

A. The GWMP requires Non-Emergency Hazard Tree Removal services on an as-needed basis.

B. The Contracting Officer’s Representative (COR) will identify a requirement for non-emergency hazardous tree removal. The COR will provide the Contractor with tree Global Positioning System (GPS) coordinates. The Contractor’s certified arborist must meet the COR or COR’s authorized representative at the site to assess the scope of the work and agree to the level of effort required prior to the contractor commencing work. Once the COR authorizes work to begin, the contractor must conduct the work. The contractor must notify the COR when work has been completed. The COR will complete inspection and acceptance at a later date, for which the Contractor need not be present.

C. All wood, debris, and root ball (if tree has uprooted) must either removed and hauled off NPS property, removed and hauled to alternative site on NPS property, or left onsite, per the direction of the COR. Contractor is responsible for their own traffic control.

D. Stump grinding, if ordered, must be to the depth as specified by the COR (12” or 24”). Mulch management will be specified (disperse, remove, etc.) prior to initiation of work.

E. Historically, the majority of this work typically included the vendor using the following standard labor and materials: a certified arborist, a crew of four to six (including a climber), a wheel loader, chip truck and chipper, a bucket truck, crane, and a log hauling truck. This information is not a requirement but is being provided for background purposes only.

F. Once the COR identifies the work to be done and notifies the contractor, the contractor has seven calendar days to start services unless otherwise authorized by the COR.

2.2 Emergency Hazardous Tree Removal

A. The GWMP requires Emergency Hazard Tree Removal services on an as-needed basis.

B. GWMP will provide photos to the contractor and have a phone call with the contractor when a requirement for emergency hazardous tree removal is identified.

Prior to commencing work, the contractor must conduct a diameter at breast height (DBH) measurement and send a picture to the COR for verification of DBH size. The contractor must then conduct the emergency hazardous tree removal. Throughout the tree removal process, the contractor is responsible for sufficiently communicating with and providing pictures to the COR to ensure work is accurately

completed to NPS’s satisfaction. After the removal, the contractor must send pictures to the COR to show the work has been completed. The COR will then visit the site at a later time to perform inspection and acceptance, for which the contractor need not be present.

C. The contractor must respond to an emergency within four (4) hours of the COR notifying the contractor. Emergency tree removal includes nights, weekends, and Holidays. All wood, debris, and root ball (if tree has uprooted) must be either removed and hauled off NPS property, removed and hauled to alternative site on NPS property, or left onsite, per the direction of the COR. Contractor is responsible for their own traffic control. Contractor is responsible for their own traffic control, unless provided by the Government.

D. Historically, the majority of this work typically included the vendor using the following standard labor and materials: a certified arborist, a crew of four to six (including a climber), a wheel loader, chip truck and chipper, a bucket truck, crane, and a log hauling truck. This information is not a requirement but is being provided for background purposes only.

2.3 Vegetation Management and Debris Removal

Vegetation management and debris removal must include but are not limited to invasive removals, understory tree removal, hedge trimming, vine removal, roadside cut back, site clearing, and riverbank cut back.

2.3.1 Vegetation Management:

A. The GWMP requires vegetation management services on an as-needed basis.

B. The contractor must treat the vegetation as directed by the COR and transport the debris to GWMP’s waste disposal facility located at 1 Marina Dr, Alexandria VA.

C. Historically, the majority of this work typically included the following standard labor and materials: a four-man crew, chainsaws, hedge trimmers, chipper, and truck for debris removal. At times, the work required a bush hog.

D. GWMP will identify a requirement for vegetation management, and the COR will call the contractor to meet at the site of the Government’s requirement. The contractor’s certified arborist must meet the COR or COR’s authorized representative at the site to assess the scope of the work and agree to the level of effort required prior to the contractor commencing work. Once the COR authorizes work to begin, the contractor must conduct the work. The contractor must notify the COR when work has been completed, and the COR will later come out and perform inspection and acceptance, for which the contractor need not be present.

E. Once the COR identifies the work to be done, the contractor has seven calendar days to start services unless otherwise authorized by the COR

2.3.2 Debris Removal:

A. The GWMP requires debris removal services on an as-needed basis.

B. The contractor must grind these items into reusable mulch. The Government will specify if the contractor must leave debris on site or haul it away offsite.

C. GWMP will identify a requirement for debris removal, and the COR will call the contractor to meet at the site of the Government’s requirement. The COR or COR’s authorized representative will meet with a contractor representative at the site to assess the scope of the work and agree to the level of effort required prior to the contractor commencing work. Once the COR authorizes work to begin, the contractor must conduct the work. The contractor must notify the COR when work has been completed, and the COR will later come out and perform inspection and acceptance, for which the contractor need not be present.

D. Historically, this work typically included the following standard labor and materials:

the use of a two-man crew, vertical or horizontal tub grinder, wheel or track loader, and truck for debris removal (if removal is required).

E. Once the COR identifies the work to be done, the contractor has seven calendar days to start services.

2.4 Management

The Contractor must manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on-time completion of this contract.

2.5 Communication

The contractor must communicate regularly and frequently with the COR and Technical Point of Contract as work in conducted, including notifying them after each tree is removed, and as requested by the Government.

3) ENVIRONMENTAL REQUIREMENTS

The Contractor must comply with all existing Federal, Maryland, Virginia and District of Columbia regulations pertaining to hazardous material use, storage, and disposal.

Contractor will report possession of any hazardous materials to the COR.

The contractor must have on staff an International Society of Arboriculture (ISA) Arborist and Maryland Licensed Tree Expert to help coordinate work on the Clara Barton Parkway and other areas that require such certifications or expertise.

The Contractor must remove all oily rags, hazardous materials and other waste and debris generated by repairs or replacement work on a daily basis when work is being performed.

The Contractor must take all precautions to avoid the danger of fire, damage to historic structures, safety of the park’s employees and visitors.

4) SAFETY & ENVIRONMENTAL COMPLIANCE

1. The Contractor must comply with all applicable provisions of the Occupational Safety and Health Act (OSHA), state, and local safety laws and regulations.

2. The Contractor must comply with all applicable local, state, and federal environmental protection laws and regulations.

3. The Contracting Officer (CO) and COR have the authority to issue restraint or cease-and-desist orders to the Contractor when violations or unsafe acts are present and threaten Government and Contractor employees or damage to Government property.

4. The Contractor must immediately report to the COR all accidents resulting in employee injury or death or damage to property while performing this contract. The Contractor must provide safety controls to protect the life and health of Contractor and Park employees and any other persons within the area where the Contractor is working, as well as for the prevention of damage of property, materials, supplies, equipment and natural and cultural resources in the performance of this contract The contractor must comply with all pertinent provisions of the Occupational Safety and Health Administration (OSHA) Standards, 29 CFR 1910, and 1926;. All OSHA requirements may be obtained without cost to the general public at www.osha.gov.

The Contractor must have a Hazard Communication Program in place as required by 29 CFR 1910.1200 where Safety Data Sheets (SDS) / Technical Data Sheets must be obtained by the contractor for all hazardous materials to be used in the performance of this contract. These SDS’s and an inventory of hazardous materials must be provided to the COR prior to bringing the material on site. The first time a new substance, which requires a SDS due to its hazardous status, is proposed to be brought into the Park, a copy of the SDS with detailed reasoning for use of such a material must be submitted through to the COR. Only after written approval from the park Safety Manager is received by the Contractor, can this new substance be brought into the Park. SDS must be maintained at any jobsite where a substance requiring a SDS is being used. It must also be available in any vehicle carrying such substance while in the Park. These SDS will be available to all employees of the Contractor, employees of the Park, concessionaires and the public when any member of these groups might come in contact with, or be exposed to, any substance requiring a SDS due to its hazardous status.

5) PERSONAL PROTECTIVE EQUIPMENT

Employees are required to use appropriate personal protective equipment, as defined by OSHA and as interpreted by the Park. At a minimum this must include:

1. The wearing of safety shoes/boots anytime work is being done for the park.

2. Approved safety glasses, hearing protection, and hard hats must be provided by the Contractor, and be available on-site, for all contractor employees and must be used where required by OSHA standards and American National Standards Institute (ANSI) standards - A300 and Z133 .

All personal protective equipment must meet ANSI standards. All equipment must meet all federal OSHA, state and local safety requirements and must be properly licensed.

6) OCCUPATIONAL SAFETY AND HEALTH PROTECTIONS

The contractor must exert every effort to reduce the number of occupational safety and health hazards. The contractor must comply with the following legislative, executive, and regulatory directives:

A. Public Law 91-596, Occupational Safety and Health Act of 1970, Sec. 19(a), Federal Agency Safety Programs and Responsibilities (29 U.S.C. § 668).

B. Executive Order 12196, Occupational Safety and Health Programs for Federal Employees, February 26, 1980.

C. 29 CFR Sec. 1960, et seq., Basic Program Elements for Federal Employee Occupational Safety and Health Programs.

D. All operations must be conducted in accordance with all national and local safety codes, laws, rules, regulations, and OSHA safety requirements.

E. When conducting services operations near or adjacent to roadways all employees must wear reflective, bright orange or lime garment while conducting operations adjacent to roadways. Garment must be an orange or lime ANSI/ISEA (International Safety Equipment Association) Class 3 Garment (AVY725SC2) with a minimum of 201 square inches of refectories or high-visibility material.

F. All roads and walkways must remain open to the public unless approved by the COR.

Public ways must not be encumbered nor subjected to any unusual traffic situations created by reason of operations under the Contract without approval of the COR.

G. On occasion services requested under the contract may require road or lane closures.

On such occasions closure will be the responsibility of the contractor. Such closures must require a minimum of five (5) working days’ notice from the contractor to the COR. Such closures will be subject to rush hour restrictions. Closure of a road or lane without the approval of the COR is prohibited. There must be no requests for lane closures on the Friday before a Monday Federal holiday and the Wednesday before the Thanksgiving holiday unless an emergency or approved by the COR.

7) SAFETY INSPECTIONS

1. Contractors are subject to inspection by park staff, and/or other Federal, State or local agencies. These inspections may be routine, unannounced, or based on unsafe and unhealthy working conditions.

2. Safety violations observed by the COR will be reported to the CO. If a violation is deemed to be immediately dangerous to life and health, or serious in nature, the COR, any Park Officer at the Division Chief Level or higher, or the Park’s safety officer will have authority to stop the Contractor’s work until such time as the matter can be resolved to the CO’s satisfaction.

3. Contractor must provide proper signage and secure work area to ensure visitor and staff safety while performing the work.

8) INSURANCE

1. The Contractor must be insured in accordance with the Maryland, Virginia and District of Columbia insurance regulations. The Government is not responsible for damage to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government will not accept any liability due to contractor employee negligence.

2. Liability: The Contractor must maintain a level of insurance that will protect the Contractor and the Government from any claims as a result of bodily injury (including death) and property damage which may arise from and during the performance of this contract and must submit proof of insurance to the CO.

3. The Contractor must procure and maintain, during the entire period of performance under this Contract, in accordance with Federal Acquisition Regulation (FAR) Clause 52.228-5 Insurance-work on a Government installation, the following kinds and minimum amounts of insurance:

Workmen’s Compensation

$100,000 (per person or, in compliance with applicable state statutes.)

Employer’s Liability $100,000 (minimum)

Commercial General Liability $300,000 (per occurrence)

Commercial Automobile Liability

$100,000 (per person for each road licensed vehicle)

$300,000 (per accident for bodily injury

$50,000 (per accident for property damage)

9) PROTECTION OF IMPROVEMENTS.

The Contractor must protect all roads and other improvements (such as fences, facilities, trails, telephone lines, ditches, etc.) during performance. The Contractor will be responsible for damages to improvements, including paved (bituminous) roads or surfaces, that are a result of operations and must repair damage to pre-treatment physical condition.

The Contractor will notify all utility companies, or other parties affected, and plans for all necessary adjustments of the public utility fixtures, pipelines, and other appurtenances affected by Contractor’s operations.

When Contractor’s operations are adjacent to improvements owned by the GWMP or other entity, work must not begin until all necessary arrangements to prevent damage have been made by the Contractor. The Contractor will cooperate with all improvement owners. In the event of interruption because of accidental breakage, the Contractor must promptly notify the proper authority, and cooperate with that authority in the restoration of service.

10) HOUSEKEEPING

1. All work sites must be kept clean to the extent that the nature of the work allows.

2. Material and debris must be kept to a minimum and disposed of at the end of each day, or whenever the job is completed, whichever is shorter. Park visitors and the public must be kept free from recognized hazards.

11) TRAFFIC CONTROL

For roadside work under the contract, the contractor must provide, erect, and maintain all necessary warning signs to insure the safe flow of traffic, protection of the work area, and the safety of the public. All traffic controls and safety devices must meet and/or exceed current Manual on Uniform Traffic Control Devices (MUTCD) Federal Highway Administration standards. The following must be required when working adjacent to roadways:

1. High visibility clothing

2. Warning Signs

3. Traffic cones

4. Flaggers with hand signaling devices or flags (when applicable)

5. Arrow boards

6. Barricades

7. Warning signs must be removed when work operations have ceased.

12) GOVERNMENT FURNISHED PROPERTY AND SERVICES

1. The Government will not be providing any overnight vehicle or equipment storage areas, facilities or structures, equipment, systems, or training.

2. The Government will provide the contractor with access to government or NPS–related policies and management guidelines, asset inventories, files/records and maps as necessary to meet the requirements of the contract as it relates to performance of turf maintenance activities.

13) NON-PAYMENT FOR ADDITIONAL WORK.

Any additional Contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed CO, except as may be explicitly authorized in the contract, must be performed at the financial risk of the Contractor. Only an appointed CO is authorized to bind the Government to a change in specifications, contract terms, or conditions.

14) INSPECTION

The Government will conduct inspections periodically and upon completion of the required services. Periodic inspections by the Government are to assure satisfactory progress, to be certain that work is performed in accordance with contract specifications and NPS’ requirements, and to determine if work corrections are necessary. Upon inspection, the COR will notify the contractor if the work performed is unsatisfactory and requires revision.

All payments will be processed only upon confirming that the Government’s requirements have been satisfactorily met and all required revisions have been corrected.

15) ACCEPTANCE, MEASUREMENT AND PAYMENT

1. Invoices should be submitted for review to the COR prior to Invoice Processing Platform (IPP) submission. The contractor should include copies of their work logs with approval to pay signed by the COR. The amount to be paid will be based on the actual items completed and accepted. Quantities so measured will be paid for at the specified price. Invoices must reflect the same unit description and unit price as stated in the Contract.

2. Invoices must be submitted within 30 days of work being conducted and on a monthly basis.

3. Invoices must include the following:

a. Billing period for services performed

b. Invoiced Contract Line Item Number (CLIN) number and description

c. Itemized invoiced pricing with supporting breakdown from the contract pricing matrix, to include item description, quantity, unit price, and extended total for each item

d. Grand totals for monthly and cumulative invoiced pricing for each CLIN to date

e. Any other supporting information/documentation the COR and/or CO deems necessary

f. All invoices will be paid via IPP.

4. Provide an additional copy of all invoices, to the COR. This will speed up the approval and payment of invoices.

16) PERIOD OF PERFORMANCE (POP)

The PoP is 9/23/2025 to 9/22/2026, including one six-month base period of 9/26/2025- 3/22/2026 and a six-month option period of 3/23/2026-9/22/2026.

17) HOURS OF OPERATION

Services must be conducted between the hours of 6:30 am – 4:00 pm ET, Monday – Friday, except when the Government facility is closed due to local or national emergencies, administrative closings, holidays, or similar Government directed facility closings. The contractor will not be reimbursed when the Government facility is closed for the above reasons unless emergency services are requested. After hours work or weekend work will be considered on a case-by-case basis and requires approval from the COR. The Contractor must submit After Hours Work / Weekend Work Requests at least 48 hours in advance of proposed work.

The following instructions to the Quoter are included as an addendum to Federal Acquisition Regulation (FAR) provision 52.212-1. The Quoter shall reply to this request as follows.

4.2 Quote Organization Instructions

Your quote shall become the property of the Government and will not be returned. If your quote contains information that you do not wish disclosed to the public or used by the Government for any purpose other than evaluation of your quote, such restrictions shall be clearly indicated on each sheet containing such information. Prior to submission of your quote, the Quoter is expected to reach an understanding of the requirements of this solicitation. If such a review establishes the need for correction, such information should immediately be brought to the attention of the Contracting Officer so that the matter can be resolved. The Government reserves the right to request such additional information as may be necessary to determine the Quoter’s qualifications for award of a Purchase Order or to clarify any aspects of the technical and/or business quotes. Such information shall be furnished promptly upon the Government’s request.

Copies of the successful quote will be retained only as needed for contract administration and monitoring.

Required Components of Each Volume & Section

VOLUME 1 – TECHNICAL:

Section 1 – Technical Capability

This section may include introductory language which describes the services of the vendor, its history, its achievements, and/or its areas of specialization. This section shall provide specific information on the topics related to the Government Statement of Work (SOW).

Technical Capabilities and Approach –

Technical Capabilities demonstrate how the quoted Hazardous Tree and Debris Removal Services conform to the Statement of Work (SOW) contained in the RFQ. Approach is the Quoter’s methodology, management, and resources to achieve safe, timely, efficient, cost effective, and high-quality results, with special emphasis on cost control methods.

Staffing and Organizational Experience:

Staffing Experience is the extent, depth, and relevance of experience of Contractor’s employees as it relates the SOW. Staffing Experience includes the identification of staffing’s critical skills, knowledge, and technical expertise relevant to the services specified. Per SOW, this includes staffing an International Society of Arboriculture (ISA) Arborist and Maryland Licensed Tree Expert. Organizational Experience is defined as the Organization’s experience and history in providing hazardous tree and debris removal as required by this RFQ. It includes the Organization’s pertinent skills specific to the RFQ and any special or unique characteristics of the Organization which would make it especially qualified to perform the required work activities.

The Quoter must:

1) Provide a staffing narrative including relevant experience and qualifications. The Contractor must demonstrate the quality and depth of experience of staff in meeting the requirements of this RFQ. Resumes / Certifications are not required except for the records needed to demonstrate compliance with the requirement for International Society of Arboriculture (ISA) Arborist and Maryland Licensed Tree Expert staffing.

2) Provide a narrative describing the organization current capabilities, qualifications, and experience for assuring performance of this requirement. The narrative must describe clearly and thoroughly the Organization’s experience, expertise, knowledge and management strategy in providing 1) hazardous tree removal 2) vegetation management 3) debris removal and 4) emergency tree removal services.

Technical Assumptions, Conditions, and/or Exceptions

Quoters must submit, under separate cover, all (if any) assumptions, conditions, or exceptions with any of the terms and conditions of this RFQ. If not noted in this section of your quote, it will be assumed that the quoter proposes no assumptions for award and agrees to comply with all of the terms and conditions as set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the quoter’s quote.

Section 2 – Contractor’s Past Performance

This section of the Quotation must describe the company’s past performance in performing work related to the Hazardous Tree and Debris Removal Services described in the Statement of Work.

The Quoter must:

Provide three to five recent and relevant references using Attachment 3 Past Performance Template. (Recent is defined as within the past three years of this RFQ issuance date. Relevant is defined as work of similar type in complexity, magnitude, and scope of the work described in the accompanying SOW.) The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size and complexity to the work specified by this solicitation. Quoters are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. Discuss in detail the quality in performance of each identified relevant contract.

It is recommended that the Quoter alert their References that their names have been submitted in response to this RFQ and that the Contacts are authorized to provide past/present performance information related to the listed contracts at the DOI’s request.

If more than five contracts/ orders are submitted in this section, the Government shall only review the first five. Any additional contracts/orders submitted will not be evaluated.

To ensure that Volume I is evaluated strictly on its merit, no pricing information is to be included in the above sections.

VOLUME 2 - PRICING

Section 1 - Price Quote

Your Price portion shall be a separate volume from the Technical portion. The contractor shall complete and submit Attachment 1 Pricing Schedule as the price quote. No other price quote will be accepted.

The Department of Labor Wage Determination is attached (Attachment 4) for those categories that are not exempt from Service Contract Labor Standards requirements.

Price Assumptions, Conditions, and/or Exceptions:

Quoters shall indicate, in this section only, if any price related assumptions have been made, conditions have been stipulated or exceptions have been taken with the statement of work as written. If not noted in section of this volume of the quote, it will be assumed that the Quoter’s quote reflects no price assumptions for award and agrees to comply with all of the terms and conditions set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the Quoter’s quote. Accordingly, any price related assumptions listed in any other Volume or Section shall be null and void.

4.4 Submission of Questions

4.5 Site Visit Meeting

The GWMP will host a Site Visit Meeting on July 30th, 2025 at 7:00am Eastern. The purpose of the site visit is to give vendors the opportunity to view potential worksites for debris removal. No questions will be answered during the site visit, and no information will be provided other than leading vendors to a potential site for debris removal. All questions must be directed to the CO in writing by the aforementioned question due date. Any information provided by any Government representative other than the Contracting Officer at the site visit is not considered part of this requirement and is considered null and void.

Site Visit Requirements: To participate in the site visit meeting, the following requirements MUST be met:

RSVP to the Contracting Officer no later than COB Monday July 28th, 2025. Failure to RFVP may prevent your participation.

Arrive on time. No late arrivals will be permitted to join the meeting.

Provide employee documentation showing Maryland Licensed Tree Expert Certification that is either current or pending. Lack of documentation will prevent your participation.

Provide employee documentation showing International Society of Arboriculture (ISA) Arborist Certification that is either current or pending. Lack of documentation will prevent your participation.

Each participant must wear a Hi Vis Vest or shirt.

Participants must provide their own transportation. Vehicles must be equipped with Safety lights.

This site visit will review work sites along highly trafficked roadways. For safety reasons, you must comply with the above requirements. Additionally, to reduce congestion, we request you limit your company to one vehicle during the tour.

4.6 Submission of Quotations

The Quotation shall be submitted via EMAIL no later than the date and time specified. It is the quoter’s responsibility to ensure/verify that the Government receives its submission on or before this date and time. A Quotation received later than this date and time may not be considered.

Other General Information The Government reserves the right to contact a Quoter regarding their quote including to request additional discounts.

The Government reserves the right to not issue an award from this RFQ. This is an RFQ only and in no way obligates the Government to award a Purchase Order or to reimburse the Contractor for any costs incurred in preparing the response to this RFQ.

4.7 Quotation Submission Deadline

Quotations shall be submitted NO LATER THAN 11:00 AM Eastern Time on August 15, 2025.

SECTION 5 – EVALUATION FACTORS FOR AWARD

Basis for Award: The basis of award will be Best Value to the Government using a tradeoff methodology of price and non-price factors. One Purchase Order will be awarded to the responsible Quote provider whose quote, conforming to the RFQ, will be the most advantageous to the Government, considering all price and non-price factors. The Quote provider receiving award may not necessarily be the lowest Price or have the highest Technical rating. The Government reserves the right not to make any award resulting from this solicitation. Award may only be made upon a responsibility determination in accordance with FAR 9.104-1.

Non-Price Factors 1 and 2 (Technical Capability and Past Performance, respectively) are of equal importance, and when combined, are more important than Factor 3 - Price.

Organizational Experience will be evaluated based on the extent to which the quote demonstrates the business’ experience and history in providing hazardous tree and debris removal as required by this RFQ. It includes the organization’s pertinent skills specific to the RFQ and any special or unique characteristics of the business which would make it especially qualified to perform the required work activities, including physical resources for meeting the technical requirements.

Subfactor 1C: Technical Assumptions, Conditions, and/or Exceptions

Technical Assumptions, Conditions, or Exceptions will be evaluated for risk and may render a quote unacceptable and result in removal from competition.

After review of the Quoter’s Technical Capability, the Government will correlate their findings with one of the ratings shown below:

EVALUATION OF FACTOR 2: PAST PERFORMANCE FACTOR

Past Performance information is evaluated as a predictor of future contract performance. Using past performance information for each Contractor, the Government will assess the probability that requirements will be successfully completed in accordance with contract terms and conditions. The Government’s evaluation of past performance will be based on information obtained via any method the CO deems necessary.

Factor 2 Past Performance shall be evaluated using a pre-determined Confidence Rating System. A confidence rating will be assigned to each Quoter based on the following:

The Quoter’s in-depth knowledge and successful implementation of relevant and recent contracts of similar scope and complexity.

The lack of recent and relevant past performance information will result in the assignment of a Neutral rating (i.e. neither favorable nor unfavorable) for this factor.

After review of the Quoter’s Past Performance, the Government will correlate their findings with one of the ratings shown below:

Subfactor 2A: Price Price will be evaluated based on adequate price competition in addition to an analysis of the Quoter’s price assumptions, an analysis of the overall price and components of the overall price, an analysis of discounts provided, and for price fairness and reasonableness. All Vendor terms, conditions, and agreements adhere to applicable Federal laws, regulations and otherwise satisfy the Government’s needs.
