Attachment No. 1A – Ordering Procedures
ORDERING PROCEDURES
The following ordering procedures apply to all orders issued against this contract:
Any services to be furnished under this contract will be ordered by issuance of written orders. Oral orders are not authorized. An order specifies and authorizes the work to be performed by the contractor. The order will include pricing and a Statement of Work.
ALL ORDERS MUST ALSO CITE THE PRIMARY NAICS CODE. Orders may only be issued during the IDIQs ordering period. The Contractor shall use the rates on contract and located within the Bid Schedule to prepare their pricing for each order.
In order to obtain services under the ID/IQ the Contracting Officer will send a Statement of Work (SOW) with a request for both a technical and/or price response. The Contractor shall send the response directly to the Contracting Officer, who will forward the information to the program office for evaluation.
The task orders issued against this contract will be priced on a firm-fixed price basis with a FFP EPA line item where applicable. The preparation instructions for the technical portion of the solicitation may require the Contractor to address any technical aspect related to the task order that is necessary for evaluation by the Government.
The Contractor is not authorized to commence performance prior to issuance of the Order by the Contracting Officer.
GUARANTEED ID/IQ MINIMUM: $500.00
IDIQ MAXIMUM PER ORDER: $1,999,999.99
IDIQ MAXIMUM VALUE: $48,500,000.00
ORDERING AUTHORITY
a. AQD will not delegate ordering authority for orders issued against this contract to any warranted Government contracting officers outside of AQD.
b. All orders are subject to the terms and conditions of the original contract, as amended. In the event of a conflict between an order and the contract, the contract will take precedence.
c. Any price associated with preparation, presentation, and/or discussion of the Contractor’s order proposal will be at the Contractor’s expense and will not be directly charged to the Government.
d. No work will be performed, and no payment will be made except as authorized by an Order.
PROCEDURES FOR PLACING AN ORDER
This section provides guidance to IDIQ contract holders for placement of future orders.
Attachment No. 1A – Ordering Procedures
Step 1: Orders shall be issued in accordance with the procedures described in FAR 16.505(b)
Step 2: The Government shall provide the contractor with a Request for Proposal (RFP), including a description of services to be performed and the basis upon which the selection shall be made. The RFP shall only be issued to district specific IDIQ contract holders (depending on the district for which work is required).
Step 3: The offeror will have a fair opportunity to respond to the RFP with its offer.
Step 4: The Government will fairly consider the contractor’s offer for award on the order.
Step 5: The Government will select an offer for award in accordance with the basis described in the RFP.
Step 6: The competition requirements in FAR part 6 and the policies in FAR subpart
15.3 do not apply to the ordering procedures.
