About this opportunity
This solicitation seeks proposals for multiple-award indefinite delivery, indefinite quantity contracts to provide non-personal herbicide application services on Bureau of Land Management lands in Oregon and Washington. The Bureau of Land Management Pacific Northwest is seeking proposals for continuity and availability of resources for time sensitive herbicide applications. Proposals will be evaluated based on technical approach, past performance, and price. Questions are due by February 2, 2023 and proposals are due by February 20, 2023.
This requirement has been set aside exclusively for small businesses classified under NAICS code 115310 for support activities for forestry, with a size standard of $10 million or less in average annual receipts. The period of performance is one base year with four one-year options. Services will include herbicide application on approximately 75,000 acres annually across forested and rangeland areas in Oregon and Washington. Awards are anticipated to establish blanket purchase agreements with an estimated total value between $500,000 to $1,000,000 annually for each awardee.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This action is being processed in accordance with Federal Acquisition Regulation (FAR) Part 12, Part 15, and Part 16. The solicitation number is 140D04-23-R-0003. This combined synopsis/solicitation is issued as a Request for Proposals (RFP). The Acquisition Services Directorate (AQD) of the Department of the Interior (DOI), on the Bureau of Land Management (BLM) is issuing this combined synopsis/solicitation for the purpose of entering into a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract, after receipt and evaluation of proposals.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2022-07.
The applicable North American Industry Classification Standard (NAICS) code is 115310 Support Activities for Forestries. The small business size standard is $10 M. This acquisition is a 100% small business set-aside. This requirement is for non-personal services for continuity and availability of resources for time sensitive herbicide applications for BLM designated areas in Oregon (OR) and Washington (WA).
Any questions shall be submitted via the email provided below by February 2, 2023 by 3:00 PM EST. Any questions submitted after the quote due date shall not be considered.

Reference the attached terms and conditions for all applicable provisions to include 52.212-1, 52.212-2, 52.212-4 and 52.212-5.
Proposals must include a completed copy of the provision at FAR 52.212-3, Quoters Representations and Certifications - Commercial Products and Commercial Services, with their proposals. Interested Offerors shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision. The provision is included in this solicitation.
Offerors in response to this solicitation are due no later than February 20, 2023 by 3:00 PM EST.
