About this file
This is a Statement of Work (SOW) for stormwater management infrastructure rehabilitation at Hampton National Historic Site in Baltimore County, Maryland.
The project involves rehabilitating five existing stormwater management systems originally constructed in 2012 to meet Chesapeake Bay Watershed environmental protection requirements. The work includes: demolishing and replacing 25 wooden check dams with new concrete check dams featuring wood-grain texture and dyed pigment finishes to match historic aesthetics; rehabilitating three micro-bioretention areas by removing and replacing vegetation, mulch, soil media, and adjusting grades to match 2012 construction drawings; inspecting and correctively grading a dry retention pond; and inspecting, cleaning, and flushing all subsurface drainpipes with video documentation. The contractor must verify all dimensions and site conditions, repair any collateral damage to roadways and parking areas at no cost to the government, and maintain access to roadways and parking throughout construction. Work is scheduled for 90 calendar days from Notice to Proceed, with operations limited to Monday–Friday, 7:00 AM–5:00 PM ET, excluding federal holidays. The contractor must submit a site-specific safety plan, project schedule with 3-week look-ahead updates, quality control plan, supervisor qualifications, material submittals (concrete mix designs, soil media certifications, plant material lists), and weekly work logs prior to and during construction. Final payment requires submission of as-built drawings, one-year warranty documentation, and completion of punch list items through the Department of Treasury's Invoice Processing Platform.

STATEMENT OF WORK
Hampton National Historic Site (HAMP) Replace Deteriorating Stormwater Management Controls
1.0 GENERAL DESCRIPTION
Hampton National Historic Site (HAMP), located in northeastern Baltimore County, Maryland, preserves the historic core of a once 25,000-acre commercial, industrial, and agricultural estate.
The site currently encompasses approximately 62 acres and includes nationally significant cultural and natural resources such as the Ridgely family mansion, historic agricultural structures, and housing for enslaved and later free workers.
This project will rehabilitate existing stormwater management infrastructure within the visitor parking and visitor center areas to ensure continued compliance with environmental protection standards and long-term system functionality.
2.0 PURPOSE AND BACKGROUND
The purpose of this project is to rehabilitate five (5) stormwater management systems required by the Maryland Department of the Environment (MDE) as part of the Park’s ongoing maintenance obligations.
The stormwater controls were originally constructed in 2012 to meet Chesapeake Bay Watershed (CBW) environmental protection requirements. These systems include:
• Three (3) bioretention basin
• One (1) stormwater runoff retention (dry) pond
• 25 Wooden Check Dams
• Native absorbent plant species and percolation soil systems
Over time, system components—including wooden check dams, soil media, vegetation, and drainage conveyances—have deteriorated and no longer perform as designed. This project will restore system function by replacing degraded materials, correcting elevations, and improving long-term durability.
3.0 SCOPE OF WORK / TASKS
Note: Quantities listed are provided for informational purposes only. The Contractor is responsible for verifying all dimensions, quantities, and site conditions and shall bid accordingly.
It will be the contractor’s responsibility to repair any damage to roadways, curbing, parking lots, sidewalks and property not described in this scope of work or outside of the limit of disturbance at no cost to the government.
The contractor will not be allowed to close any roadways, sidewalks or parking lots during construction.
3.1 Demolition and Site Preparation

2. Install temporary erosion and sediment control measures in accordance with contract specifications, drawings, and applicable regulations.
3.2 Check Dam Replacement
3. Furnish and install twenty-five (25) new concrete check dams at the exact locations of the original dams.

o Installation shall strictly follow construction drawings and technical specifications.
3.3 Bioretention Area Rehabilitation
4. Remove existing vegetation, mulch, sand, and soil layers from Micro-Bioretention Areas #1, #2, and #3.
o Verify existing elevations and compare them to the 2012 construction drawings.
o Adjust grades as necessary to match original design elevations.
o Install new clean soil media, mulch, and plant materials per original specifications.
3.4 Dry Pond Rehabilitation
5. Inspect the dry pond to verify elevations against the 2012 construction drawings.
o Perform corrective grading per original drawings if elevations are found to be non-compliant.
o Restore the pond to original design conditions per specifications.
3.5 Drainage Infrastructure
6. Inspect, clean, and flush all identified subsurface drainpipes using pressurized water.
o Ensure all pipes and grates are free of debris and sediment.
o Repair or replace damaged pipes or appurtenances as necessary.
