About this file
This is a Questions and Answers document for RFQ 140D0426Q0817, a small business set-aside solicitation for Stormwater Management Systems Replacement at Hampton National Historic Site in Baltimore County, Maryland. The document addresses eight inquiries from prospective contractors regarding project scope, permitting, scheduling, and proposal requirements.
Key clarifications include: the 90-day period of performance from Notice to Proceed is fixed, though extensions may be granted for weather delays or concrete curing issues; the work qualifies as maintenance requiring no sediment and erosion control or SWPPP permits; contractors must include a replacement/repair allowance for up to 100 feet of damaged subgrade drain pipes discovered during cleaning and camera inspection; a site survey is required to verify swale grades and determine if modifications are needed to meet original design specifications; past performance references must use the provided Past Performance Template and completed within three years of the RFQ issuance date (August 17, 2026), making June 2023 projects ineligible; project schedules in the technical volume may be formatted as 11x17 for readability; the cover page must distinguish between the RFQ Number (government-assigned solicitation number) and the Quotation Number (vendor-assigned quote number); and CPARS or previously completed PPQs are optional, not required, for past performance submissions.

| RFI Number | Request for Information | Answers |
| RFI-001 | Please confirm that the total period of performance is 90 days from Notice to Proceed. This leaves very little time to generate, review, approve submittals and procure materials. Is the Government amendable to a longer period of performance? | The project Period of performance will remain at 90 days from the notice to proceed. If inclement weather delays work or temperatures are excessively cold and hinder work to be performed i.e. Concrete cure, then a longer period may be extended. |
| RFI-002 | Please confirm that this work falls under maintenance and does not require either a sediment and erosion control permit or a SWPPP. | This work falls under maintenance. No permitting is required. |
| RFI-003 | The SOW states to repair or replace damaged subgrade drain pipes as necessary. There is no way to determine if the pipes are damaged prior to cleaning and inspection with a camera. Should we include an allowance or should this be treated as a change order on a case by case basis? | Include a replacement/repair cost for up to but not to exceed 100' of drain pipe. |
| RFI-004 | The check dams are located in water quality swales. Should the existing grades of these swales be checked and if not per the original grades, regraded? | A site survey would need to be included in this contract to verify existing conditions. Modifications to the swales may need to be made to bring the existing grades back to the drawings requirements. |
| RFI-005 | If available, would the government like us to include CPARS or previously completed PPQs in our proposal for the two relevant projects we use for Section 2 - Past Performance? | Please provide two (2) recent and relevant references using Attachment 5 Past Performance Template. CPARS or previously completed PPQs are not required. |
| RFI-006 | Can the project schedule to be included in the technical volume be 11x17? This size will allow it to be clearly read. | The project schedule to be included in the technical volume can be 11X17. |
| RFI-007 | The contents listed for the cover letter includes RFQ Number and Quotation Number. Please confirm this is a typo and that we do not need to include duplicate information. | This is not a type. The RFQ Number and Quotatoon Number are not the same. Please note that the RFQ is the solicitation Number that the government assigns to the requirement and the Quotation Number is the number in which the vendor assigns to the quote. Please include this information on the cover page. |
| RFI-008 | Please confirm that the government will accept a relevant project completed in June 2023 for Section 2 - Past Performance. | The government cannot accept a relevant project completed in June 2023 for Section 2-Past Performance. Past performance must be completed within three years of the RFQ issuance date ( August 17, 2026) Therefore any project completed on or after August 17, 2023 qualifies and a June 2023 completion does not fall within that three year period. |
