The property comprises undeveloped rangeland containing Picket Pin Creek (intermittent stream), granitic bedrock of the Idaho Batholith, and high-voltage power lines crossing the parcel; no structures, storage tanks, hazardous materials, petroleum products, or waste disposal areas were identified. Upstream mining sites (Golden Star Mine and Zether Mine) within the Picket Pin Creek watershed pose no threat to the subject property. The Phase I ESA update confirms findings remain valid for 180 days from April 8, 2025. Title exceptions are minimal and acceptable to BLM, including a 1964 powerline easement (Instrument #577470) and 1985 Record of Survey. No Phase II ESA is warranted based on current findings.

This Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM E1527 21 of a 30 acres parcel, owned by Estate of Sandra L. Ohman and represented by Staci Page as domiciliary foreign administrator of said estate is located near northeast of Boise, south of Shaw Mountain Road, and described as follows:

Reason for acquisition Fee simple under LWCF Current use: Ada County classifies the subject property agriculture and is undeveloped rangeland that may be used for livestock grazing but currently is not.

Section 1: Introduction This report presents the findings of a Phase I Environmental Site Assessment (ESA) conducted on Rocky Canyon parcel, northeast of Boise Idaho. It is on property owned by Estate of Sandra Ohman. The Ada County assessor lists the subject property as being parcel number S0908120600; the studied area is located in foothills 3 miles east of “The Military Reserve” a Boise city park, see Appendix A for site maps.
1.1 Purpose
This ESA was performed for a LWCF acquisition. The objective of this assessment is to provide information regarding the environmental condition of the property in order to meet the requirements for BLM to qualify for one of the CERCLA Landowner Liability Protections (LLPs) and make all appropriate inquiries into the previous ownership and uses of the property consistent with 42 U.S.C. §9601(35)(B). The purpose of this due diligence investigation is to identify recognized environmental conditions (RECs), historical recognized environmental conditions (HRECs), controlled recognized environmental conditions (CRECs), and/or de minimis conditions as defined below.
A REC is defined by ASTM as:
“The presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment.
De minimis conditions are not recognized environmental conditions.”
A HREC is defined by ASTM as:
“A past release of any hazardous substances or petroleum products that has occurred in connection with the property and has been addressed to the satisfaction of the applicable regulatory authority or meeting unrestricted use criteria established by a regulatory authority, without subjecting the property to any required controls (for example, property use restrictions, activity and use limitations, institutional controls, or engineering controls).”
A CREC is defined by ASTM as:
“A recognized environmental condition resulting from a past release of hazardous substances or petroleum products that has been addressed to the satisfaction of the applicable regulatory authority (for example, as evidenced by the issuance of a no further action letter or equivalent, or meeting risk based criteria established by regulatory authority), with hazardous substances or petroleum products allowed to remain in place subject to the implementation of required controls (for example, property use restrictions, activity and use limitations, institutional controls, or engineering controls).”
A De Minimis Condition is defined by ASTM as:
“A condition that generally does not present a threat to human health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies. Conditions determined to be de minimis conditions are not recognized environmental conditions nor controlled recognized environmental conditions.”
1.2 Scope of Work
This ESA was conducted in accordance with American Society of Testing and Materials (ASTM) Standard E1527 21, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment
Process (ASTM, 2013). Various investigative methods were utilized to complete this ESA. Specific items accomplished include the following:

1.4 Significant Assumptions and Exceptions
Conclusions stated in this report are based upon observations made by BLM employees also upon information provided by others. It is assumed that these observations and information are accurate.
However, BLM disclaims responsibility for the accuracy of the information provided by others. The scope of this ESA does not purport to encompass every report, record, or other form of documentation potentially relevant to the subject property being evaluated. No sampling of soil, water, building materials, or other material was conducted.

1.5 Special Terms and Conditions
Observations contained within this assessment are based upon subject property conditions readily visible and present at the time of the site reconnaissance. These subject property observations are unable to specifically identify conditions of potential mold, asbestos containing building materials, subsurface soil, groundwater, vapor, or underground storage tanks (USTs), unless specifically mentioned. This ESA does not attempt to address not readily observable conditions or forecast future subject property conditions.
1.6 Reliance
The enclosed ESA has been conducted for BLM. BLM may share this report with the others, for information purposes only. Except as provided herein, this report may not be reproduced, distributed, or relied upon by others without the prior written authorization of BLM.
Section 2: Site Description This section describes the Property with its location and legal description, general vicinity characteristics, current uses, description of on site improvements, and current uses of adjoining properties.
2.1 Location and Legal Description
Subject property is located in the foothills just east of Boise, Idaho with county records showing the address to be E Shaw Mountain Road; the road is actually one mile north of the subject property. Legal description: E1/2 NW1/4 NE1/4, SW1/4 NW1/4 NE1/4 in Section 8, Township 3 North, Range 3 East, Boise Meridian, Ada County, Idaho. Refer to location maps in Appendix A.
2.2 Current Uses of the Site
Ada County classifies the subject property agriculture and is undeveloped rangeland that may be used for livestock grazing but currently is not.
2.3 Current Uses of Adjoining Properties
Adjoining properties are undeveloped range land that may have livestock grazing and appear to be owned for future use in developing rural home sites.

2.4 Physical Setting
Physical setting information for the Property was obtained by a review of sources that included, but was not limited to, USGS topographic maps and a United States Department of Agriculture (USDA) soil survey report.
2.4.1 Topography
Subject property is centered on a ravine that contains Picket Pin Creek that flows from east to west across the parcel. To the north and south of the creek the topography is steeply sloped rising approximately 300 vertical feet above the creek bottom. Adjoining parcels to the north and south are located upon the ridge lines that parallel the creek, trending and descending altitude from east to west.
2.4.2 Regional Geology
The region is primarily defined by the Idaho Batholith, made up of granitic rocks that intruded the existing bedrock during the late Cretaceous Period, the was created when the Pacific Plate was being subducted beneath the continental land mass. At this period of time, Idaho was on the leading edge of the North American Plate. Located immediately west of the Idaho Batholith is the more recently formed rift zone located in the broad valley of the western Snake River plain. The rift zone is bordered on the east and west sides by faults and fractures. The Boise Front was uplifted with the Boise Foothills Fault Zone dividing the Idaho Batholith from the rift zone.
2.4.3 Site Geology
Majority of subject property lies withing exposed granitic rocks making up the Idaho Batholith, with the potential to have rhyolite and basalt dikes and veins within the granitic bedrock.
Toward the north and south boundaries near the top of both ridges, the bedrock is composed of alluvial fan deposits resulting from erosion off the mountains to the east. These are composed of poorly sorted, silty and sandy gravels with subangular cobbles and boulders in crudely stratified layers and lenses. Geologic maps illustrate an approximate alignment of a fault that runs directly through the parcel in a northwest to southeast alignment.
2.4.4 Soils
NRCS web soil survey illustrates three primary soils covering parcel. Olaton Roney complex covers the north facing slope on south half of parcel. This complex is a course sandy loam to a fine gravelly coarse sandy loam and is somewhat excessively drained with no evidence of unstable slopes due to saturated soil conditions in aerial photos. Borid Shimo complex covers the south facing slope high on the north boundary of parcel. This complex is a fine to very gravelly sandy loam and is somewhat excessively draining. Lower on the south facing slope parallel to the creek is the Dobson Roney complex that consists of fine gravelly course sandy loam that is excessively drained.
2.4.5 Hydrology
Surface water consists only of Picket Pin Creek that runs through the entire property, it appears to be an intermittent stream given the vegetation along the banks. Upstream, within the Picket Pin Creek watershed, are two AML sites: Golden Star Mine 1 mile and Zether Mine 1.5 miles upstream.
Zether Mine AML ID ID 0110 B0478:
Site contains one closed adit with associated waste pile less than 0.1 acres.
Vegetation healthy with evidence of natural revegetation.
Solid waste consists of old brick, trash, and junk car nearby.
No water exiting the closed adit.
Golden Star Mine AML ID ID 0110 B0316:
Minimal disturbance prospect pit.
Vegetation healthy with no stained soils or sulfide minerals present.
Groundwater depths are unknown and there appears to be no springs along either hill side, which indicates depth to groundwater is deep given the steep slopes along the stream. Assume groundwater matches topography and given the granitic bedrock, flow of groundwater would be limited to faults and fracture zones.

Section 3: User Provided Information The purpose of this section is to detail User provided information used to help identify the possibility of RECs in connection with the Property. A User Provided Information Questionnaire was provided to the User to assist them in compiling pertinent information.
3.1 Owner, Key Property Manager, or Occupant Provided Information Ms. Staci Page, half owner along with brother, was interviewed for this ESA on 1 MAY 2023. Family has owned the subject property since 1984. Refer to the landowner interview in Appendix E for additional details.
3.2 Title Records, Environmental Liens or Activity and Use Limitations Reasonably ascertainable recorded land title records should be checked by the User to identify environmental liens or activity and use limitations, if currently recorded against the Property.
Environmental liens or activity and use limitations so identified by the User should be reported to the Environmental Professional conducting the ESA. Preliminary research report identified no liens or activity and use limitations.
3.3 Specialized Knowledge
If the User has or is aware of any specialized knowledge or experience that is material to RECs in connection with the Property, it is the User’s responsibility to communicate this information to the Environmental Professional. The User shared no specialized knowledge.
3.4 Valuation Reduction for Environmental Issues
In a transaction involving the purchase of a parcel of real estate, if a User has actual knowledge that the purchase price of the Property is significantly less than the purchase price of comparable properties, the User should try to identify an explanation for the lower price and to make a written record of such explanation. No evidence of valuation reduction or environmental issues.
3.5 Reason for Conducting Phase I
The purpose of this ESA was to identify existing or potential RECs, CRECs, and/or HRECs (as defined by ASTM Standard E1527 21) in connection with the Property, and this ESA is a requirement of the BLM reality action process.
Section 4: Records Review The purpose of a Records Review is to obtain and review records that will help identify RECs, CRECs, and/or HRECs in connection with the Property. A discussion of each record source is provided below.
The following standard historical sources may be used to meet the historical record sources review requirements of ASTM E1527 21: aerial photographs, fire insurance maps, property tax files, land title records (although these cannot be the sole historical source consulted), topographic maps, city directories, building department records, or zoning/land use records. ASTM E1527 21 requires “All obvious uses of the property shall be identified from the present, back to the property’s first developed use, or back to 1940, whichever is earlier.” This task requires reviewing only as many of the standard historical sources as are necessary and that are reasonably ascertainable and likely to be useful.

4.3 Historical Use Information
Subject property and adjoining are undeveloped that was likely used for grazing livestock, fence lines appear in aerial photos. Some mining prospecting evidence to the east one mile, it can be assumed there may have been prospecting on the subject and adjoining properties.
4.4 Polk City Directories/Sanborn Fire Insurance Maps
City directories have been published for cities and towns across the US since the 1700s. Originally a list of residents, the city directory developed into a sophisticated tool for locating individuals and businesses in a particular urban or suburban area. Twentieth century directories are generally developed into three sections: a business index, a list of resident names and addresses, and a street index. With each address, the directory lists the name of the resident or, if a business is operated from this address, the name and type of business (if unclear from the name). While city directory coverage is comprehensive for major cities, it may be less comprehensive for rural areas and small towns.
Fire insurance maps were initially produced by private companies (such as Sanborn, Perris, and the Fire Underwriters Inspection Bureau) for the insurance industry to provide information regarding the uses of properties at specified dates.

Section 6: Site Reconnaissance and Interviews
6.1 Methodology and Limiting Conditions
Utilizing ASTM E2247 16 standard, the report author reviewed historic aerial imagery and topographic maps of subject and adjoining properties to identify points of interest. The report author utilized ASTM E1527 21 during the site visit to verify if environmental concerns existed and/or identify new locations that were not noted during the desktop review. The report author identified no point of interest prior to site visit and found no areas of concern during site visit. One day was planned for the site visit that was conducted 29 APR 2023 hiking in from a forest road north of the subject property.
Limiting conditions included steep topography that limited access to slopes on the subject property. No environmental concerns were identified on the steep slopes that would require further investigation.

A data gap is the incompleteness in activities required in this practice. Gaps can occur with recorded land title records, City Directory coverage, Property, County and City development records, Interviews, aerial photos back to 1940, Sanborn map coverage. EP responsible for stating if data gaps constitute a data failure or not.
The ASTM Standard requires identifying significant data gaps that affect the Environmental Professional’s ability to identify RECs. There were no deviations from the standard and no limitations.

Subject: Rocky Canyon Acquisition, review and update of the Phase I ESA
Purpose: This ESA update was performed for an LWCF acquisition to provide information regarding the environmental condition of the property in order to meet the requirements for BLM to qualify for one of the CERCLA Landowner Liability Protections (LLPs) and make all-appropriate inquiry into the previous ownership and uses of the property consistent with 42 U.S.C. §9601(35)(B).
Background: A Phase I ESA dated May 2023 was prepared by an Environmental Professional with the National Operations Center for the sole benefit of BLM. The ESA covers the subject property of approximately 30 acres, located northeast of Boise, south of Shaw Mountain Road and described as follows: E1/2 NW1/4 NE1/4, SW1/4 NW1/4 NE1/4 in Section 8, Township 3 North, Range 3 East, Boise Meridian, Ada County, Idaho.
The ESA concludes that within the scope of ASTM E1527-21, there is no evidence of Recognized Environmental Conditions in connection with the property. For BLM’s benefit, the ESA also covered the ‘non-scope’ issues of man-caused/created safety hazards, including mine shafts, unexploded military ordnance, asbestos-containing material, radon, lead-based paint, non-hazardous solid waste disposal areas, wastewater disposal systems, drinking water systems, drinking water and/or other wells. The ESA was valid for a period not to exceed 180 days from the date of preparation.
Findings: After conducting a review of publicly available government records, searched for environmental cleanup liens, interviewed the owner representative of subject property and visual inspection of subject property on 8 APR 2025. These investigations revealed no information to contradict the findings of the May 2023 Phase I ESA. The site reconnaissance utilized the scope of ASTM E2247- 23, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process for Forestland or Rural Property. After aerial reconnaissance the reconnaissance was conducted on foot, site photographs are presented in Attachment B.
Opinion: I offer the following opinion as to whether an all-appropriate inquiry, conducted in accordance with 40 CFR part 312, has identified conditions indicative of releases or threatened release of hazardous substances, pollutants, contaminants, petroleum and petroleum products, and controlled substances on, at, in or to the subject property. This assessment has revealed no evidence of recognized environmental conditions in connection with the subject property. Accordingly, the May 2023 Phase I ESA and this update can be considered valid for a period of 180 days from the date of this memorandum.

Given the finds of the previous Phase I ESA and this current investigation, the findings do not warrant a Phase II ESA. I have performed a Pre-Acquisition Phase I ESA in conformance with the scope and limitations of ASTM practice E1527-21 and E2247-23 of the Rocky Canyon parcel acquisition. As required by 40 CFR Part 312.21(d), I declare that, to the best of my professional knowledge and belief, I meet the definition of an Environmental Professional as defined in §312.10 of this part. I have the specific qualifications based on education, training, and experience to assess a property of the nature, history, and setting of the subject property.
