About this file
This is a Questions and Answers document for federal solicitation 140D0426Q0487. The document addresses a single inquiry regarding the valuation priority of mineral rights versus surface rights in an appraisal of property located in the Boise foothills.
The government's response clarifies that mineral rights value should be considered within the context of the property's Highest and Best Use analysis, with consideration given to the location and surrounding rural residential uses. The government references exhibit "9. Mineral Potential report.pdf" to establish the mineral potential on the property, noting no potential for coal, oil and gas, and sodium/potassium; low potential for critical materials, uranium, and thorium; and moderate potential for geothermal (with low certainty) and locatable and mineral materials (with moderate certainty). This mineral potential assessment should inform the appraiser's analysis rather than serve as the primary valuation driver.

Questions and Answers Solicitation – 140D0426Q0487
Question No. Question Government Response
1 Question: Is the value of the mineral rights a primary concern for this appraisal? Or, is the mineral rights value a lesser concern than, say, the surface rights value?
The included exhibit “9. Mineral Potential report.pdf” indicates NO potential for Coal, Oil & Gas, and Sodium/Potassium;
LOW potential for Critical Materials, Uranium and Thorium; and MODERATE potential for Geothermal (though with low certainty), and Locatable and Mineral Materials (with moderate certainty). This information should be considered in the analysis of the property’s Highest and Best Use, likely considering its location in the Boise foothills with surrounding rural residential uses.
