SECTION A – REQUIREMENTS AND PRICES
SCHEDULE OF SUPPLIES/SERVICES
The Contractor shall perform commercial aircraft support services in support of the U.S. Navy's ship weapon test and evaluation (T&E) program managed by the Naval Sea Systems Command's (NAVSEA) Program Executive Office for Integrated Warfare Systems (PEO IWS). The Contractor shall provide the necessary management, facilities, labor, and equipment for four "exclusive use" (EU) turbojet aircraft and two "on call" (OC) turbojet aircraft to perform Electronic Warfare (EW) test and evaluation services for integrated warfare systems. The Contractor shall provide pilots, copilots, electronic technicians (system support operators), and aircraft configuration workers. The Contractor shall properly manage, maintain, and safeguard all Government Property (GP) and information.
The principal service provided by the contractor shall be to fly its aircraft with special mission equipment and/or personnel during the conduct of Navy or Navy-sponsored (i.e. another agency, military department, or foreign government) testing of ship-based or ground-based systems. The carriage and operation of Government Property is an important mission activity. Other important mission activities include performing tracking support missions by flying aircraft profiles for radar calibration and training and Identification Friend or Foe (IFF) testing of shipboard equipment.
A1. ITEM REQUIREMENT
Designated Operating Base: Contractor's Home Base.
Aircraft Required: Six multiengine land jet airplanes (4 EU and 2 OC airplanes) equipped as specified in Section B for support of the Navy ship weapon system test and evaluation program.
Crew Complement: Pilot-in-command (PIC), second-in-command (SIC), System Support Operator (SSO), and relief crew.
Minimum Aircraft Requirements:
Seating: Five (5) passengers.
Power plant(s): Multiengine turbojet.
Configuration: Visual Flight Rules (VFR) and Instrument Flight Rules (IFR); day and night; flight in known ice and extended overwater operation.
Speed/Endurance: 425-knot cruise speed at optimum altitude, six (6) hour endurance at cruise power. 280-knot at 200 feet above the surface of the ocean.
Performance: Single-engine service ceiling of not less than 20,000 feet Mean Sea Level (MSL).
Operate at max gross weight from a 6,000-foot runway at sea level at a temperature of 85 degrees Fahrenheit. Highest temperature expected is 110° Fahrenheit at sea level.
Payload: 1,200 pounds.
Special requirements: Aircraft modifications per Supplemental Type Certificate (STC) to accommodate tow reels for towed targets and special mission equipment as specified in Section B.
Ground clearance: Minimum clearance from bottom of ejector rack to ground of not less than 24 inches (strut collapsed and tires flat).
Other Requirements:
U.S. Security Clearances: Secret clearances are required for all contractor personnel working under this contract.

A4. EXCLUSIVE USE AND ON CALL AIRCRAFT
A4.1. This contract requires the Contractor to designate four (4) airplanes as Exclusive Use (EU) aircraft and two (2) airplanes as On Call aircraft. Accordingly, the Contractor could have six (6) aircraft performing under concurrent task orders at any given time (4 EU and 2 OC). If a designated EU aircraft is not available, the contractor may request that an OC aircraft be temporarily designated under a task order as an EU aircraft. Once any EU or OC aircraft is mobilized under a task order, the aircraft shall be reserved for the exclusive use by and under the operational control of the Government 24 hours per day until released.
A4.2. For each day an EU aircraft is ordered, the contractor shall be paid a day of Daily Availability, actual EU flight hours (FT1), and reimbursed for approved special charges (i.e. rental cars, gasoline, landing fees) and per diem.
For each day an OC aircraft is ordered, the contractor shall be paid actual OC flight hours (FT2) and reimbursed for approved special charges (i.e. rental cars, gasoline, landing fees) and per diem; however, OC aircraft are guaranteed a minimum total payment equal to the number of days an OC aircraft was available times two hours (FT2). Similarly, after the 200 days of Daily Availability are liquidated, EU aircraft are guaranteed a minimum total payment equal to the number of days an EU aircraft was available times two hours (FT1). (Note: Under both EU and OC, the minimum total payment guarantee is not the same as guaranteeing a minimum of two hours for each and every day of aircraft availability.)
A5. ANNUAL EXCLUSIVE USE AND MINIMUM GUARANTEE AT AWARD
The initial task order shall be awarded contemporaneously with the Indefinite Delivery Indefinite Quantity (IDIQ) contract award and shall require the contractor to provide support for 200 days of Exclusive Use (Daily Availability) for the base contract year and each exercised task order option year; however, the exclusive use quantity is subject to reductions due to the Contractor's unavailability (see C14, Unavailability and Damages). It is anticipated that the Exclusive Use (Daily Availability) task order shall be incrementally funded and be subject to Limitation of Government's Obligation (Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7007). Daily
Availability is paid when an exclusive use aircraft is utilized by the Government. There shall be no additional payments for Daily Availability under the current contract year after the annual limit of 200 days has been reached (inclusive of any unavailability). Moreover, after the annual limit is reached the Contractor shall continue to provide flight services as ordered, at the rates in the schedule, but shall no longer be paid Daily Availability for the remainder of the current contract year. If a task order's performance period crosses contract years and the limit on Daily Availability had been previously reached, payment for Daily Availability shall commence on the first day of the new contract year under any preexisting task order. If during a contract year the Government does not utilize the Contractor's exclusive use aircraft for 200 days, the Contractor shall not invoice for the unliquidated balance of unpaid Exclusive Use (Daily Availability) until the end of the current contract year.
The guaranteed minimum as required by Federal Acquisition Regulation (FAR) 16.504(a)(1), is $200,000.00 for the base period. The first funding increment applied to the initial task order shall cover the guaranteed minimum. As specified in the preceding paragraph, and subject to the terms of the preceding paragraph, it is anticipated that subsequent funding increments on the initial task order shall ultimately fund 200 days of Exclusive Use (Daily Availability) for the base contract year and each exercised option year.
A6. AVIATION FUEL INFORMATION
The contract's hourly flight rates are subject to economic price adjustments (EPA) for changes in the price of DESC INTOPLANE turbine aviation fuel base price (see C9, Economic Price Adjustment-Fuel).
IMPORTANT NOTICE: The hourly flight rates proposed are subject to adjustment, up or down, due to the fluctuation in jet fuel price from the reference below. It is important for the contractor to understand the ramifications of the contract's Economic Price Adjustment clause (see C9). The referenced price below (in this section) should be considered when developing the hourly flight rates offered in your proposal. If the referenced price per gallon for jet fuel changes in accordance with section C9, the Government or contractor is entitled to a adjustment to the hourly flight rates based upon the change in fuel price per gallon and the economic cruise speed and fuel consumption of the contract aircraft. The Contractor agrees to negotiate price adjustments, up or down, based upon its aircraft fuel consumption information and the current reference price of jet fuel at the time of the adjustment.
The Defense Logistics Agency's (DLA) FY2024 standard price for INTOPLANE (IA1, IAA, IAB, IP8) Turbine Fuel, Aviation for purposes of preparing hourly flight rates and future price adjustments, either up or down, under contract paragraph C9, Economic Price Adjustment-Fuel.

SECTION B – TECHNICAL SPECIFICATIONS
GENERAL REQUIREMENTS
B1. SCOPE OF CONTRACT
B1.1. The aircraft mission support described within this contract is of critical importance to the U.S. Navy ship weapon system test and evaluation program. This is a very significant process that involves a large contingent of personnel and equipment. At the completion of testing, the ship is tasked to carry out operations in support of national defense. In the execution of this contract, the Contractor shall be expected to conform to military standards for flight operations. Among these standards, safety is paramount.
B1.2. The intent of this contract is to obtain flight services utilizing fully functional airplanes, operated and maintained by qualified Contractor personnel, and equipped to meet specifications, for the support of Federal programs. The types of services required to be performed include but are not limited to aerial target towing, electronic warfare (EW), air transportation of personnel, equipment, and supplies, communications relay, global positioning system (GPS) position recording, and weapon systems testing and trials as directed by the Government.
B1.3. The Navy has interagency and cooperative agreements with other Federal agencies, State agencies, and private landholders and the US Navy may dispatch aircraft under this contract for such cooperative use.
B1.4. The primary purpose of this contract is to provide flight services as described above. However, the Government may require the Contractor to install or remove special use equipment on the aircraft, maintain Government Property (GP), or purchase additional component equipment for the use in the performance of this contract.
B1.5. Project Description and Requirements. Assigned missions shall primarily be located in the continental U.S., Hawaii, and U.S. territories, however, international missions include, but are not limited to, UK, Spain, Romania, and Poland.
B1.5.1. Combat System Ship Qualification Trial (CSSQT) Support. CSSQTs are conducted on offshore east and west coast military ranges. The Contractor may be required to temporarily base aircraft in the vicinity of Norfolk, VA;
Wallops Island, VA; Jacksonville, FL; Port Hueneme, CA; Honolulu, HI and other Navy Atlantic Fleet and Pacific Fleet coastal testing locations. CSSQTs may require aircraft availability for periods up to 10 days and provide 25 hours of flight time per trial. CSSQTs average four (4) to five (5) times per year. The character and tempo of CSSQT operations may vary substantially from one evolution to the next. CSSQT flying schedules are highly dependent upon other range/airspace users, as well as the particular requirements and priorities for each ship. The period and duration of the trial varies but shall be identified to the Contractor in advance, with a goal of 45+ days prior to start of testing. Due to refinement of Program Office schedules, schedules are subject to change but are normally finalized at least 30 days prior to of the date of the test event.
B1.5.2. Shipbuilding tests and trials. Shipbuilding tests and trials may be conducted in port and off shore adjacent to Bath ME, Portland ME, Pascagoula MS, Pensacola FL, or at other locations designated by the Government.
Shipbuilding tests and trials may require aircraft availability for periods of three (3) to four (4) days and provide eight (8) to twelve (12) hours of flight time per trial. These tests/trials usually occur five (5) or six (6) times per year.
B1.5.3. Research and Development, Test and Evaluation (RDT&E). RDT&E operations vary in length of availability and flight hours flown depending on the test requirements of the individual operation. These may be standalone missions or integrated into CSSQTs.
B1.5.4. Typical CSSQT and RDT&E Evolutions. The Contractor shall be responsible to ensure the specified pods and/or equipment are available at the designated test/trial location and returned to its operating base, or alternate government-designated location, upon completion of operations. If fuel or other considerations preclude carrying the required pods to/from the designated operating location, the Contractor shall notify the Contracting Officer Representative (COR) or Contracting Officer (CO). In such cases, additional funds may be modified onto the task order and the Contractor shall be directed to ship the pods/equipment OR the Government, at its option, may ship the pods/equipment by other means.
B1.5.5. Aircraft ferry to the test/trial location shall be coordinated to provide adequate time for the flight crews to orient themselves with the test/trial locations and to participate in mission briefings. Time shall also be allowed to facilitate aircraft configuration and checkout prior to the first operations.
B1.6. General Mission Descriptions.
B1.6.1. Ferry Support Missions. Ferry operations involve transporting the aircraft to or from a Government-designated test location/forward operating base (FOB) remote from the designated operating base. This may include carriage of internal/external special mission equipment necessary for performance of mission services at destination. The route and altitude selected shall be the most economical available. Contractor employees may fly on the aircraft while ferrying unless the Government has designated the seats/space for its own use.
B1.6.2. Logistics, Passenger/Cargo Support Missions. Logistics and passenger operations are similar to ferry operations except that cargo and/or passengers are designated to be carried on the flight(s). When required, the Government will schedule flights to carry high priority cargo and/or passengers within the capabilities of the aircraft. All logistic and passenger operations shall be conducted entirely in accordance with Air Carrier or Operating Certificate and Operations Specifications.
B1.6.3. When internal/external equipment is carried to or from the FOB in support of that particular aircraft’s assigned mission(s), the aircraft shall be considered operating in a ferry status. Refer to paragraph B1.6.1.
However, if in addition, the aircraft is required to carry secondary or special mission support equipment to permit further (different) configuration and/or reconfiguration, the aircraft shall be considered operating in a logistics status as defined in B1.6.2.
B1.6.4. Electronic Warfare (EW) Support Missions. EW missions require the aircraft to carry internal/external equipment such as EW pods and other equipment necessary to fly specific mission profiles. These events are commonly multi-aircraft events with aircraft required to fly in formation at low altitudes.
B1.6.5. Aerial Tow Missions. Tow mission flights require the aircraft to carry an external tow reeling machine towing a variety of targets depending on the type of system being tested. These missions may involve actual live fire from shipboard gun weapon systems at the towed target requiring the specific mission profiles and instructions to be strictly adhered to. Non-firing tracking-only missions would involve towing targets, some specially configured, against shipboard and land-based sensors.
B1.6.6. Tracking Support Missions. Tracking missions generally consist of the performance of predetermined flight profiles for the purpose of providing an aerial radar target for weapon system testing/calibration and/or operator training. As in the EW support missions, these tracking missions may require multiple aircraft flying in formation at low altitudes.
B1.6.7. Communications Relay (AUTOCAT). Communications relay mission requires the aircraft to carry internal equipment that allows units participating in a test event that are not in direct line of sight to communicate on designated UHF frequencies.
B1.6.8. Identification, Friend or Foe (IFF) Testing. Testing of shipboard or land-based IFF equipment requires the aircraft to be temporarily configured with government provided internal military IFF units. The aircraft shall fly profiles as dictated by the test plan and report successful or unsuccessful equipment interrogation response to the ship or site being tested. Aircraft that operate IFF Mode 5 equipment are required to have an AIMS certification as reference in Section C FAR Clause 52.212-4(a)xxii.
B2. CERTIFICATIONS
B2.1. The Contractor shall possess either an Operating Certificate or Air Carrier Certificate issued by the Federal Aviation Administration (FAA) authorizing operations under 14 CFR Part 121 or 135. Failure to possess the required certification at time of proposal or to maintain certification throughout the contract period, including option years, may result in contract termination. Further, the operations specifications shall authorize operation of the category and class of aircraft and condition of flight required under this contract (i.e., for multiengine operations: IFR day or night). When operating outside of the United States and its possessions and territories, the Contractor’s operations specifications require approval for the country or area in which operations shall be conducted.
B2.2. The aircraft shall have a Standard Airworthiness Certificate issued under 14 CFR 21.183 and a restricted airworthiness certificate issued under 14 CFR 21.25 and 21.185. Multiple Airworthiness Certificates issued in accordance with 14 CFR 21.187 are required.
B2.3. The aircraft shall be required to have special equipment installed or attached to it during this contract. The installation of any special equipment required by this contract shall be FAA approved or authorized by the Contracting Officer or designated representative. When the temporary attachment or installation of equipment is required for contract performance and for the purpose of complying with the Federal Aviation Regulations, the contractor’s Director of Maintenance (DOM) or the DOM’s designee is hereby designated to install such special equipment. When required, the DOM shall place the aircraft in the restricted airworthiness category in accordance with FAA requirements. When the special equipment is removed from the aircraft, the aircraft shall be placed back in the standard airworthiness category in accordance with FAA requirements.
B2.4. NAVAIR Certification. Due to Department of Defense (DoD) Directive 5030.61, which addresses DoD Airworthiness Policy, the Navy has been tasked to conduct inspections on all commercial aircraft on government contracts supporting the U.S. Navy. This shall require personnel from the Navy’s Airworthiness Office COMNAVAIRSYSCOM (NAVAIR) Code 4.0 and PMA-226 to assess whether the operations flown under this contract are public or civil aircraft operations. If operations are deemed public, then a NAVAIR Interim Flight Clearance (IFC) shall be granted which certifies that NAVAIR has determined that the aircraft, when configured for these public aircraft operations, is airworthy for the intended operation. Regardless of whether or not the Government determines the planned missions qualify as Public Aircraft Operations (PAO), a complete evaluation of the Contractor aircraft shall be conducted by NAVAIR.
B2.5. The Contractor shall maintain a satisfactory Air Mobility Command (AMC) certification (CARB) for carrying government passengers/cargo during the contract period, including option years.
B2.6. Access to Military Base Facilities and Landing Permits. The Contractor shall obtain a Civil Aircraft Landing Permit (CALP) for operations from military bases throughout the United States and its possessions and territories.
The necessary applications shall be submitted within 3 days of issuance of COR letter from Government to vendor.

B2.7. Military Fueling Facilities. Upon written request (fuel purchase agreement) from the Contractor to the Contracting Officer, the Contracting Officer may be able to work with the Navy to assist the Contractor in obtaining authorization to purchase fuel and oil from DoD agencies. In such cases, the Contractor shall be responsible for adherence to applicable procedures and regulations. The assistance is for the convenience of the Government and does not obligate the Government to make such fuel available.
B3. ORDER OF PRECEDENCE (SPECIFICATIONS)
In the event of inconsistencies within the technical specification, the following order shall be used in such resolution:
(a) Typed provisions of these specifications;
(b) Agency supplements and/or exhibits incorporated by reference;
(c) 14 CFR incorporated by reference;
(d) Aircraft manufacturer's specifications; and
(e) Other documents incorporated by reference.
B4. CONTRACT AND TASK ORDER DOCUMENTATION
B4.1. The Contractor shall maintain a complete, current printed copy of the contract, in each contract aircraft throughout the performance period. Electronic copies of contract modifications and task orders may be used. The Contractor shall ensure that the contract is current including all modifications and are uploaded on an appropriate viewing device (e.g., laptop or tablet), which shall be charged and made available at the aircraft for reference by government representatives upon request. Further, the Contractor shall agree to hold the government harmless for any inadvertent or accidental damage to the device.
B4.2. The pilot shall have the applicable task order information (i.e. task number, performance period) in their possession prior to any flights under this contract and make this information available to government representatives on request.
EQUIPMENT REQUIREMENTS
B5. CONDITION OF EQUIPMENT
Contractor-furnished aircraft and equipment shall be operable, free of damage, and in good repair. Aircraft systems and components shall be free of leaks except where specified by the manufacturer. All GP shall be maintained in accordance with FAR 52.245-1, Government Property (SEP 2021).
B5.1. The aircraft shall comply with its type design. Any alterations shall be FAA-approved.
B5.2. All windows and windshields shall be clean and free of scratches, cracks, crazing, distortion, or repairs that hinder visibility. The manufacturer or FAA shall approve all repairs.
B5.3. The aircraft interior shall be clean and neat. Tears, rips, or other damage to the upholstery or headliner are not acceptable. The exterior finish, including the paint, shall be clean and neat and in good condition. Any corrosion shall be within manufacturer or FAA acceptable limits.
B5.4. The instrument and control panels shall be finished with non-reflective paint. Each control and instrument required to be labeled shall be so labeled in accordance with the aircraft's type design. Where practical, the instruments shall be arranged in the panel in accordance with 14 CFR, Part 23.1321.
B6. AIRCRAFT EQUIPMENT REQUIREMENTS
B6.1. The Contractor shall furnish a complete set of current Sectional or World Aeronautical Charts covering the area of operation and all relevant IFR enroute and terminal publications. The Contractor shall ensure aircrews have access to NOTAMs and weather planning information. Obsolete aeronautical charts and terminal publications shall not be carried in the aircraft.
B6.2. All aircraft certified in the standard category shall be equipped in accordance with 14 CFR Parts 91, 121 or 135, as applicable.
B6.3. Fire extinguisher(s) as required by 14 CFR Part 135.155 shall be a handheld bottle with a minimum 2-B:C rating, one mounted in the cockpit area accessible to the flight crew and at least one mounted in the rear of the cabin area. The fire extinguisher shall be maintained in accordance with NFPA 10: Standards for Portable Fire Extinguishers, or the Contractor’s 135 operations manual.
B6.4. The aircraft shall be equipped in accordance with 14 CFR Parts 91 and 135 for carrying passengers day and night and in VFR and IFR conditions. Aircraft shall be certified to fly in known icing conditions. Aircraft shall be equipped for extended overwater operations.
B6.5. Each aircraft shall be able to be equipped with five approved forward or aft facing passenger seats, four of which shall be seat-rail detachable in the cabin area.
B6.5.1. Each passenger seat shall be equipped with an approved lap belt installation.
B6.6. Each aircraft shall be equipped with an approved shoulder harness and inertia reel installation at the pilot and copilot positions.
B6.7. Each aircraft shall have a supplemental air conditioning system capability to ensure cabin temperature does not exceed a maximum of 90 degrees.
B7. AVIONICS REQUIREMENTS
B7.1. General.
B7.1.1. The Contractor must provide, install, and maintain the following systems in accordance with the manufacturer's specifications and the installation and maintenance standards of Section B7. Detailed avionics systems performance requirements are listed in Avionics Operational Test Standards (FS/OAS_A24F.pdf) (copies https://www.nifc.gov/sites/default/files/NIICD/docs/avionics/FSOAS_A24F.pdf available upon request from OAS Avionics, or the most recent list may be found online at:
https://www.nifc.gov/resources/NIICD/niicd-documents ).
B7.1.2. All aircraft shall meet the requirements specified in 14 CFR, Part 135.165, “Radio and Navigation Equipment: Extended Over Water or IFR Operations.”
B7.1.3. Antenna installations. Each aircraft provided shall have provisions for the installation of GFP antennas mounted per Government instructions. Cabling shall be of sufficient length to reach the location of the rack mounting in the vicinity of the equipment control/operators.
B7.2. Avionics Installation and Maintenance Standards.
B7.2.1. The Contractor’s avionics systems and their installation and maintenance shall comply with all manufacturers’ specifications and applicable Federal Aviation Regulations contained within 14 CFR, regardless of any exclusions for public aircraft allowed in 14 CFR.
B7.2.2. The Contractor shall adhere to the recommendations in FAA AC 43.13 1B Chapter 11, "Aircraft Electrical Systems," and Chapter 12, "Aircraft Avionics Systems," as well as AC 43.13 2B Chapter 1, “Structural Data,” Chapter 2, “Communication, Navigation, and Emergency Locator Transmitter System Installations,” and Chapter 3, “Antenna Installation.”
B7.2.3. All avionics systems requiring an antenna shall be installed with a properly matched, aircraft-certified antenna, unless otherwise specified. Antennas shall be polarized, as required by the avionics system and shall have a voltage standing wave ratio (VSWR) of 3.0 to 1 or better.
B7.2.4. The Contractor’s avionics equipment mounting location and installation shall not interfere with passenger safety, space, and comfort. Avionics equipment shall not be mounted under seats designed for deformation during energy attenuation. In all instances, the designated areas for collapse shall be protected.
B7.2.5. The Contractor shall maintain the aircraft’s static pressure system, altimeter instrument system, and automatic pressure altitude reporting system in accordance with the IFR requirements of 14 CFR, Part 91.411 and shall inspect and test said systems every 24 calendar months as specified by 14 CFR, Part 43, Appendices E and F.
B7.3. Communication Systems.
B7.3.1. Two emergency locator transmitters (ELTs) shall be furnished, as follows:
B7.3.1.1. One survival type ELT (ELT/S) attached to the life raft, meeting the requirements of 14 CFR, Part 135.167(c).
B7.3.1.2. One automatic-portable or automatic-fixed Emergency Locator Transmitter (ELT/AP or ELT/AF), meeting FAA TSO-C126 and COSPAS/SARSAT Class 2 specifications, shall be installed in each aircraft per the manufacturer’s installation manual, in a conspicuously marked location. The ELT shall be interfaced to the aircraft navigation system so as to transmit aircraft location and registration number. An external fixed-type antenna, mounted atop the fuselage, shall be used in all applications.
B7.3.2. HF-SSB/AM aeronautical transceiver. One 32,000-channel HF-SSB/AM aeronautical transceiver (HF-1), operating in the 2 MHz to 18 MHz band, FAA-approved to TSO-C31c and TSO-C32c, and a minimum of 100 watts PEP output shall be installed in each aircraft.

B7.3.2.1. Each aircraft shall be configured with all equipment required for the rapid installation of a second, identical unit (HF-2) when required.
B7.3.3. VHF-AM aeronautical transceivers. Two VHF/AM (VHF-1, VHF-2) aeronautical transceivers, each operating in the 118.000 MHz to 136.990 MHz band, capable of tuning any available channels in selectable 25 kHz or 8.33 kHz increments, and a minimum five watts carrier power output shall be installed in each aircraft.
B7.3.4. UHF-AM aeronautical transceiver. One 7000-channel UHF-AM (UHF-1) aeronautical transceiver, operating in the 225.000 to 399.975 MHz band on 25 kHz increments, a minimum 10 watts carrier power output, and 20 preset channels plus 1 guard channel minimum. The UHF-1 controls shall be located conveniently for use by both the pilot and copilot.
B7.3.5. AUTOCAT. Provisions for a GFP UHF radio relay system, including UHF radios, antennas, and seat-rail detachable racks, for configuration/reconfiguration when communications relay (AUTOCAT) missions are ordered.
B7.3.5.1. When AUTOCAT radios are installed, a 28 VDC power source is required, consisting of two AWG #8 wires and protected by a 60-amp magnetic circuit breaker. This power source shall be connected to a terminal strip contained within a junction box in each equipment rack. Sufficient length of extra wire is required in the aircraft cabin for connection to the equipment racks.
B7.3.6. Each aircraft shall be equipped with provisions for/capability of the permanent/temporary installation of two GFP ARC 182 or equivalent blade antennas, one top mounted and one bottom mounted (a minimum of 12 inches separation from any other antennae is required). Both antennas may be mounted on the bottom of the aircraft provided operational problems do not occur. Cabling to each antenna shall be RG-214A/U terminated with a male type TNC connector. Cabling shall be of sufficient length to reach the location of the rack mounting.
B7.3.7. Each aircraft requires the mounting of one, seat-rail detachable, equipment rack, each being 30 inches H x
26.5 inches D x 22.5 inches W, and weighing 280 pounds.
B7.3.8. MDI Antenna. Each aircraft provided shall have provisions for/capability of the temporary installation of a GFP MDI antenna mounted on the bottom of the aircraft.
B7.3.9. IFF Mode 5. Each aircraft provided shall have provisions for capability of the temporary installation of an IFF Mode 5 system to be provided by the Government.
B7.4. Navigation Systems.
B7.4.1. Two VHF, VOR/LOC aeronautical navigation receivers (NAV-1, NAV-2) with indicators, each with a minimum of 100 navigation receive channels.
B7.4.2. One Distance Measuring Equipment (DME) system, with a minimum of 200 channels and NAV 1/NAV 2 channeling.
B7.4.3. One Tactical Navigation (TACAN) system with multi-station scanning, 126 channels, and a minimum 250 watts peak transmitting power. Installation shall be completed by an FAA-approved and appropriately rated repair station. A TACAN with air-to-air ranging capability shall be provided by the Contractor when ordered on a Task Order Instruction issued by the COR, when in the COR’s judgment, air-to-air TACAN is mission-essential. The TACAN controls shall be located conveniently for use by both the pilot and copilot.
B7.4.4. One Global Positioning System (GPS) certified under TSO-C129 (A1) for IFR enroute navigation shall be permanently installed in each aircraft. The GPS shall reference latitude and longitude coordinates for aircraft positioning, utilize an approved, fixed, external aircraft antenna, and be powered by the aircraft electrical system.
B7.4.4.1. Provisions shall be incorporated for recording positional data from WAAS enabled GPS receiver. The serial data output shall be in the NMEA 0183 format, 9600 baud, one second update interval.
B7.5. Audio Control Systems.
B7.5.1. Three complete, independent, audio control systems shall be installed for the pilot, copilot, and mission equipment operator positions. Each system shall provide separate controls for selection of the receiver audio outputs and transmitter microphone/PTT inputs of each installed system and ICS. Separate audio level controls shall be provided for each position above to adjust the output levels to their respective earphones.
B7.5.1.1. Transmitter selection and operation. Transmitter side tone audio shall be provided for the user as well as at the other position(s) for cross monitoring.
B7.5.1.2. Receiver audio selection and operation. Separate controls shall be provided for selection of audio from one or any combination of available receivers. The audio output shall be free of distortion, hum, noise, and crosstalk, and shall be amplified sufficiently to facilitate ease of use in a noisy cockpit/cabin environment. The positions in the aft cabin shall monitor the receivers as selected by their adjacent mission equipment operator positions.
B7.5.1.3. The controls of each audio system shall be located conveniently for use. Labeling and marking of controls shall be clear, understandable, legible, and permanent.
B7.5.2. An Intercommunications System (ICS) shall be provided for pilot, copilot, and at least two aft positions. ICS audio shall mix with, but not mute, selected receiver audio. An ICS audio level control shall be provided for each position. Adjustment of the audio level at any position shall not affect the level at any other position. Microphone operation on the intercom system shall be voice actuated (VOX). ICS side-tone audio shall be provided for the earphones corresponding with the microphone in use. The ICS audio output shall be free of distortion, hum, noise, and crosstalk, and shall be amplified sufficiently to facilitate ease of use in a noisy cockpit/cabin environment.
"Portable" type ICS systems are not acceptable.
B7.5.3. Headsets, Microphones, and Push-to-Talk (PTT)
B7.5.3.1. Each aircraft shall be furnished with one contractor furnished headset/microphone at each aft position.
B7.5.3.2. The audio system shall be designed for 600-ohm headsets and carbon equivalent, amplified-capacitor boom-microphones.
B7.5.3.3. All earphone/microphone jacks in the aircraft cabin shall accept U-174/U type plugs.
B7.5.3.4. Push-to-talk (PTT) operation. PTT switches shall be provided for transmitters. The pilot and copilot's switches shall be located on the control yokes. The switches for the mission equipment operator position shall be located on the cord to the headset/microphone connector. ICS-only PTT switches for the aft seat position shall also be located on the cord to the headset/microphone connector.
B7.6. Other Avionics.
B7.6.1. One radar altimeter with indicator, having a minimum altitude range of 20 to 2,000 feet, variable decision height selection, and decision height arrival aural warning.
B7.6.2. One Underwater Acoustic Beacon (UAB/ “pinger”) shall be installed in the aircraft. The pinger shall be water activated, mounted to the aircraft airframe, shall meet or exceed the requirements of FAA TSO C-121, and shall be maintained in accordance with the manufacturer's specifications.
B7.6.3. One radio-magnetic indicator (RMI) presentation, incorporated with NAV-1/TACAN (switch able)/ADF on single needle and NAV 2/ADF on double needle. If the TACAN system installed provides a "digital readout" of bearing information, it is optional to tie the TACAN to the RMI needle.
B7.6.4. The Contractor shall provide Reduced Vertical Separation Minimum (RVSM) equipment to meet applicable FAA requirements for all required area(s) of operation.
B8. SPECIAL EQUIPMENT
B8.1. As ordered, the Contractor shall install the following Government Property (GP) which includes both Government Furnished Property (GFP)/Contractor Acquired Property (CAP):
B8.1.1. The Government will provide the necessary equipment to conduct specialized missions. These units/supplies shall normally be stored at the Contractor’s designated operating base. The following are representative types of the Government Property (GP) to include GFP/CAP equipment and supplies that may require storage:
1. Oscilloscopes
2. Power meters
3. Spectrum analyzers
4. Ejector rack units
5. Tow reel units
6. Towed targets
7. Data acquisition systems
8. Aircraft GPS position recorders (WAAS)
9. AN/ALQ-167 electronic countermeasures sets (all variants)
10. AN/ALE-43 Chaff countermeasures dispensing sets
11. Communication relay units (AUTOCAT)
12. APX-123 IFF Mode 5
13. AN/AST-6/9 (all variants)
B8.1.2. The Government will provide the necessary tow reel system and targets or devices to conduct aerial target towing operations. These units/supplies shall normally be stored at the Contractor's operating base facilities. The following are representative types of GP requiring storage.

B8.1.3. The Government will provide two UHF (AN/GRC-171 or URC-200) radio relay equipment sets, including AN/ARC-182 antennas, for configuration/ reconfiguration when communications relay (AUTOCAT) missions are ordered. These units shall normally be stored at the Contractor's designated operating base.
B8.1.4. Total estimated space required to store the GFP/CAP described is approximately 25,000 cubic feet. (See Section C regarding liability for GFP.)
B8.1.5. A complete list of GFP/CAP that shall be incorporated, and provided as part of the resultant contract, is provided in Exhibit C-7 GFP.
B8.2. Contractor Furnished Equipment (CFE). The Contractor shall furnish the following equipment and accessories:
B8.2.1. Each aircraft shall have two (2) external hard point installations that are FAA-approved by a Supplemental Type Certificate (STC).
B8.2.2. Each wing store station shall accept jettisonable, external loads consisting of, but not limited to, the AN/ALE-43 chaff dispensers (or AN/ALE-43 shell compatible pod); the AN/ALQ-167, AN/AST-6/9 EA pods; RM- 30A/A1 tow reel equipment; and modified TERs. Suspension lugs for all external stores are spaced at 14 inches.
B8.2.3. Each aircraft furnished under the contract shall be equipped with power and control wire bundles from each wing store station to the general location of the GFP/CAP (seat-rail detachable) equipment rack in the aircraft cabin. Wiring diagrams shall be available for aircraft inspection. Three wire bundles shall be provided:
1. One consisting of three flexible coaxial cables in the 0.1-18 GHz band.
2. One consisting of a combination of at least 55 stranded aircraft quality, wires for signal, Power wires shall be a minimum of 20 gauge and signal wires a minimum of 22 gauge. This wire bundle shall be terminated with MS grade, Cannon connectors. This bundle or separate cable shall provide CAT-6 (1 Gigabit) Ethernet.
3. One consisting of at least 19, 20-gauge stranded aircraft quality, wires for signal and +26 VDC. This wire bundle shall be terminated with MS grade, Cannon connectors.
B8.2.4. Each aircraft shall have available: 9 KVA of 115/208 VAC, three-phase power at 400 hertz, wye-connected, and four-wire system. The Contractor shall incorporate power management flexibility to facilitate isolation of power sources between wing stores in 3 KVA increments. Each aircraft shall have a single-phase transformer to supply 5 VAC at 1.5 amps, and in addition, one 15 VDC power supply rated at 2 amps, and a 28 VDC source at 10 amps. This power shall be provided to the two equipment locations in the aircraft cabin to power the provided GFP/CAP. A suitable disconnect system shall be provided for pilot control of all power to the equipment rack. The Contractor shall ensure that appropriate circuit protection devices protect all power sources for this system.
B8.2.5. Equipment racks (seat-rail detachable) for aircraft under this contract for use during special missions. The 28VDC power supply shall have one 20-amp circuit breaker. The 115 VAC power supply shall have one 20-amp circuit breaker per phase.
B8.2.6. Any tow reel utilized on this contract shall be fitted with a Contractor-furnished video/camera system to permit viewing during the deployment and recovery phases of GFP/CAP target missions.
B8.3. Maintenance Requirements for Special Equipment.
B8.3.1. The following GFP/CAP shall be fully maintained by the Contractor in accordance with the manufacturer’s specifications. Any repairs or maintenance required above the preventative and organizational maintenance level shall be subject to paragraph C17.8, Miscellaneous Expenses.
1. Meggitt Defense Systems RM-30A Tow Reel Launcher, part number 21975-1, technical reference manual TM 543-001-2 (one each).
2. Meggitt Defense Systems RM-30A1 Tow Reel Launcher, part number 053000-1, technical reference manual TM 0530-01 (one each).
3. Meggitt Defense Systems tow reel rewind system, part number 473000-1, technical reference manual TM 5433-003-2 (one each).
4. Meggitt Defense tow reel rewind system test set, part number 219930-2, technical reference manual TM 5433-003-2 (one each).
5. Meggitt Defense Systems TLX-1 height-keeping tow targets, part number 001-1060-9, technical reference manual TM 001-5036 (one each).
6. Meggitt Defense Systems (formerly Hayes Targets) TLX-1 height-keeping tow target test set, part number 001-1265-9, technical reference manual TM 001-5067 (one each).
7. Meggitt Defense TLX-1 height-keeping tow target altitude tester, part number 001-1260-9, technical reference manual TM 001-5067 (one each).
B8.3.2. The following GFP/CAP shall receive preventative and organizational level maintenance by the Contractor.
