Section: C Question:
The offeror may offer contractor owned equipment to satisfy mission as long as the non-government owned equipment meets or exceeds operational requirements and obtains proper certification(s) to operate and maintain.
Page: 89
Is it acceptable for the offeror to provide its own tow reels that are equivalent to the RM-
30A/30A1, (e.g., MTR-101 with the high speed/power turbine) at no extra cost to the government?
Para.: Exhibit C-7
Section: D Question:
The Government will accept up to five years for past performance and will update D3.7.1 and D6.3 accordingly.
Page: 97 & 100
D3.5.1 request organizational experience performed within the past five years of the solicitation issuance date.
Para.: D3.5.1 and
D3.7.1
But in D3.7.1, we are required to provide PPIS (Exhibit E-3) forms on … contracts whose effort is/was recent, performed within three (3) years of the solicitation release date.
Would the Government revise the D3.7.1 requirement to allow up to five years?
Section: C Question:
This is correct for the base period to allow for the necessary inspections, etc. with award anticipated around

DD254
Question:
The draft DD 254 currently meets solicitation requirements, requiring a facility clearance level of "Secret" as it relates to mission details and clearance for personnel.
No safeguarding for classified material is required, as annotated in
Block 1b.
COMSEC account is required per
Block 11h and supports requirement to manage equipment that hosts crypto keys onto GFE, or utilize
Page: 1 & 2
The draft DD254 appears to be inconsistent: block 1b (pg. 1) should state “SECRET” since block 11h COMSEC account
(pg. 2) is required which will require approved storage/safeguarding. Also, block 11a would not be checked if 1b requires secret storage.
Additionally, refer to C11.3 concerning temporary safekeeping of NATO
COMSEC material.
such equipment during duration of specific test window.
Para.: 1b and 11h
Section: D Question:
No resume is required for pilots as they are not key personnel per
D3.5.4, Exhibits E-4 and E-5 provide the necessary information for pilots.
Page: 99
For each proposed pilot, offerors are required to provide
Exhibits E-4 and E-5. Is a resume also required for pilots?
Para.: D3.5.4
Section: B & D Question:
B10.2.6 and D3.5.4 are both referring to Exhibit E-4. No narrative resume for pilots beyond what is needed to fill out Exhibits
E-4 and E-5 is required.
Page:20 & 99
Please confirm that the
“Airplane Pilot Qualifications and Approval experience resume form” (B10.2.6) references the OAS-64A
Interagency Airplane Pilot
Evaluation Application (Exhibit

Question: The solicitation states – “A more favorable safety component rating will result within this area to
Offerors that possess an accident rate less than the agency five-year average, have fewer FAA violations, and satisfy the components in
Exhibit C-1. If accident(s) occurred, the submission of an accident prevention plan may positively impact the offer.
Only the Offeror’s accident and violation history within the five years identified in Exhibit C-1 will be considered. Failure to provide the documentation listed above is considered unacceptable and may remove the offer from further consideration.”

As a result of answers to offeror questions the following changes are made:
1. B7.3.7 is updated to clarify about the equipment rack weight:
B7.3.7 now reads “B7.3.7. Each aircraft requires the mounting of one, seat-rail detachable, equipment rack, each being 30 inches H x 26.5 inches D x 22.5 inches W, and capable of holding 280 pounds.
2. B7.5.3.1 is updated and B7.5.3.2-B7.5.3.4 are deleted. B7.5.3.1 is updated to now read:
B7.5.3.1. Each aircraft shall be furnished with one contractor furnished headset/microphone at each aft position capable of PTT.
3. D3.4 is updated to clarify font sizes:
The sentence “Font size for spreadsheets, tables, charts, etc. may be reduced to font size 8.” is replaced with “Font size for spreadsheets, tables, charts, etc. may be reduced to a font size as small as size 8 from font size 12.” This clarifies that any Times New Roman font size between 8 and 12 point is acceptable for spreadsheets, tables, charts, etc.
4. D3.7.1 is updated to allow for five years of past performance submittals instead of three years for past performance and now reads:
The Offeror may provide information on no more than three (3) previous Government or commercial contracts whose effort is/was recent, performed within five (5) years of the solicitation release date, and relevant to the effort required by this solicitation. The Offeror shall use the PPIS (Exhibit E-3) form to document all contracts for the purposes of past performance accountability. Each PPIS form shall be limited to 3 pages per form, with a maximum of nine (9) pages for all past performance information sheets submitted.
The offeror has discretion in determining the most beneficial mix and quantity of contracts by prime offeror, key partners, or subcontractors covering as many of these elements as is practical. If the customer for any PPIS is a potential offeror (or subcontractor) for this solicitation, the offeror shall provide the POCs for the next higher-level customer. Example, if Contractors X and Y are both potential offerors for this solicitation and Contractor X was a subcontractor to Contractor Y on workload performed for the Government, then Contractor X shall provide both Contractor Y and the Government
POCs for each applicable PPIS. The evaluation of past performance information shall take into account information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that shall perform major or critical aspects of the requirement. If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. As with all past contracts identified in the proposal, use the PPIS (Exhibit E-3).
The proposal should contain evidence of the offeror’s ability to identify problems in PPIS and should include in their PPIS a description of programs or actions taken to resolve those causes. Problems not addressed by the offeror, but found by the Government during the evaluation of the information shall be assumed to still exist. Note: In the case of Contractor Performance Assessment Report System
(CPARS), if input has already been provided and the rationale/circumstances have not changed, DO NOT repeat them here; however, you can expand upon what was written in CPARS, if determined necessary.
The Government will use data provided by each offeror in this volume and may use data obtained from other sources in the development of the confidence assessment.
The primary source of past performance information will be CPARS.gov. If a Contractor Performance
Assessment Report (CPAR) exists for multiple years for the same contract/order, all periods of performance within the recency period specified above (If any period of the CPAR falls within the recency period it will be considered), for that contract/order, will be used for evaluation. The PPIS shall include a reference from the customer organization for which the services were performed. The Offeror, not the Government, is responsible for ensuring that the Government receives a sufficient number of references. The Government may contact none, some, or all of the offeror's customers to ask whether or not they believe: (1) that the offeror was capable, efficient, and effective; (2) that the offeror's performance conformed to the terms and conditions of its contract; (3) that the offeror was reasonable and cooperative during performance; and (4) that the offeror was committed to customer satisfaction.
5. D6.3 is updated to five years from three years for past performance and now reads:
The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to safely and efficiently perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance. The submitted Past Performance Information Sheet (PPIS) will be utilized to conduct the past performance evaluation. The offeror may provide information on problems encountered on identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, including any information on your company contained in the Contractor Performance Assessment Reporting System
(CPARS), a Government-wide past performance database located online at www.CPARS.gov, when evaluating the offeror’s past performance.
The Contracting Officer shall seek recent and relevant performance information. If the information provided is determined to be recent by the evaluation team the offeror’s past performance will be evaluated for relevance. Relevant contracts include performance of efforts involving aviation support efforts in environments that are similar in scope, magnitude, and complexity to the effort described in this solicitation.
The Government may, at its discretion, contact none, some or all of the Offeror’s customers to ask whether or not they believe: (1) that the Offeror was capable, efficient, and effective; (2) that the
Offeror’s performance conformed to the terms and conditions of its contract; (3) that the Offeror was reasonable and cooperative during performance; and, (4) that the Offeror was committed to customer satisfaction. Information older than the last five (5)-year period will not be evaluated.
The Government will give greater weight to its own experiences with the offeror (specifically DOI), if any, than it will give to reports obtained from others. Proposals that have been determined to be recent and relevant will receive a past performance confidence assessments. Past performance regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement will be evaluated the same as past performance information for the principal offeror. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.
6. D3.2 is updated to allow for resumes to be 3 pages maximum:
The sentence “1. List of personnel and resumes for all key personnel (2 pg. maximum per resume)” is replaced with “1. List of personnel and resumes for all key personnel (3 pg. maximum per resume)”
7. D3.5.4 is updated to allow for resumes to be 3 pages maximum:
The sentence “The resume should show the knowledge that the individual may have gained through completed and ongoing requirements that are similar in nature to this requirement. (2 page maximum per resume)” is replaced with “The resume should show the knowledge that the individual may have gained through completed and ongoing requirements that are similar in nature to this requirement. (3 page maximum per resume)”
8. D3.5.1 is updated:
The following sentence is removed “Information shall also include experience in maintenance support capabilities necessary to support shipboard operations with minimal infrastructure.” As a result, D3.5.1 now reads as follows:
D3.5.1. Tab A – Organizational Experience. The offeror shall provide information about their company’s
(to include specifying whether it is a subcontractor’s, joint venture’s, or teaming partner’s) experience performing work similar to the scope, magnitude, and complexity outlined in this solicitation. Examples of organizational experience shall be limited to work performed within the past five years of the solicitation issuance date. The Offeror shall also provide the following information:
• Discuss the Offerors understanding of the inherent risks posed by the requirements of the solicitation, and how the submitted proposal mitigates those risks.
• Describe how the Offeror has successfully performed both unscheduled and scheduled maintenance.
If any portion of this effort is expected to be accomplished by subcontractors, the offeror shall describe their experience in managing subcontractor work and workforce. The offeror shall describe their experience in managing risks to including mitigation or corrective actions while providing the required services in the past.
Quality of teaming arrangement(s) (if applicable). Demonstrate your ability to team; mitigate risk of teaming arrangement(s), ability to perform the work as a team. Discuss your experience as a team in the past (if applicable). Please discuss the following:
a. Have you teamed with the proposed teaming partner(s) before?
b. Do you have a longstanding relationship working with the proposed teaming partner(s)?
c. How do you monitor the performance of your teaming partner(s)?
d. How do you mitigate staffing risks with your teaming partner(s)?
If applicable, the offeror shall detail any quality awards or certifications that indicate high-quality experience performing the work described herein. If such certifications were bestowed more than three years ago, present evidence such qualifications still apply.
