1. GENERAL

1.1. Background

The Bureau of Land Management (BLM) administers public lands across the western US that are intermingled with State, private, and other federal lands. Many of BLM’s lands are rangelands with fine fuels that allow wildfires to start easily, spread quickly, and be difficult to control. In addition, these public lands have a wide variety of users which has led to an increase in human-caused wildfires in many States across the west. The impact these wildfires have on communities and valuable infrastructure near BLM land emphasizes the need to inform the public about effective fire prevention and mitigation measures they can take to reduce wildfire risk. The volume and damaging results of wildfires are climbing year over year, with the 5-year average of fires per year and acres burned being 20% higher than the 10-year average [footnoteRef:2], suppression costs climbing 15% between the 10-year and 5-year average 20%[footnoteRef:3], damages in the billions of dollars increasing 80% from 2012-2016 to 2017-2021[footnoteRef:4], not to mention the climb of other severe long term impacts, such as health impacts from smoke exposure, with long-term exposures estimated now at $450 billion[footnoteRef:5]. [2: https://www.nifc.gov/fire-information/nfn] [3: https://www.nifc.gov/fire-information/statistics/suppression-costs] [4: Billion-Dollar Weather and Climate Disasters | Events | National Centers for Environmental Information (NCEI)] [5: https://pfpinc.com/the-total-cost-of-wildfire/#:~:text=State%20suppression%20costs%20have%20also,one%2C%20reaching%20about%20$400%20million]

Wildfire season now extends beyond the summer months and a majority of wildfires are human caused. The types of human-caused wildfires facing the West include the following but not limited to; roadside starts such as dragging chains/parking on dry grass, shooting-related (exploding targets, ammunition, shooting at metal targets), debris burning, and campfires.

1.2. Primary Scope and Objectives

To prevent human- caused wildfires the BLM has a need to get engaging fire prevention messages out to the general public. The contractor will support BLM Fire Prevention and Public Affairs on the development and distribution of the “Spark Safety, Not Wildfires” fire prevention and education campaign to advertise messaging at gas stations and convenience stores to educate local communities, recreationalist/visitors (boaters, hikers, campers, hunters) passing through or stopping to recreate/visit public lands across the west. The target audience is outdoor recreationalists and auto travelers.

The following objectives of the campaign apply:

· Reduce the number of human-caused wildfire ignitions.
