Question No. Question Government Response

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

There is an incumbent under previous contract 140L3921P0194. Please be advised the requirements are not identical.

Who is the incumbent? What is the not to exceed value of this contract? What was the value of the most recent contract related to this solicitation?

Please reference FPDS.gov using the above contract number for this information. There is not a not to exceed value being set.

Has this campaign run previously and what data points were collected in terms of performance?

Yes the campaign has run previously. Data points collected were social media impression, firewood bundles sold, and pump/convenience store views.

Does BLM want to use the existing Spark Safety, Not Wildfires campaign or are you looking for new campaign creative? The Spark Safety, Not Wildfires Campaign shall be used.

Are you interested in the vendor using the existing creative assets for the Spark Safety, Not Wildfires campaign?

The slogan will continue to be Spark Safety. The SOW does include the creation of new materials. Existing assets will be used as appropriate.

We noted the pricing chart does not delineate between labor and ODC’s for the advertising spend. Will the government provide an updated pricing spreadsheet?

Columns specific to ODCs have been added to the price worksheet. Text to support instructions related to the price quote volume, specifically to labor categories/rates, and ODCs, has been added to section 6.4.3 of the revised RFQ.

Page 3 notes, “Advertising consists of the contractor producing and providing six (6) fire prevention Public Service Announcement (PSA) videos, 30 seconds each in duration, that meet BLM approval standards for use in gas station advertising.” But page 4 notes, “The BLM will provide PSAs, photos, videos and other graphics to the contractor. The BLM will work with the contractor to provide all fire prevention messaging in the format required for placement on television, posters, flyers, products, and on-line media sites.” Can the government confirm who will be producing the PSAs for Task 1 – the vendor or the government?

The contractor is responsible for PSAs under Task 1. The reference to videos being provided by the government has been removed under section

2.5 (aside from remaining to support social media).

Task 4: If BLM is providing videos and graphics, what is the design expectation for the contractor?

The video reference was incorrectly included. Please see the revised RFQ where this has been removed as a BLM provided material.

RFQ, Task 1 and Task 5, pp. 3–4: f BLM-approved PSAs already exist, will the contractor still be expected to produce new ones, or only supplement if gaps are identified? Will BLM identify which videos are reusable before proposal submission?

If the contractor does not currently own or have rights to pre-approved videos, they will be expected to produce new ones. BLM will not identify which videos are reusable before quote submission. Vendors may include unique and innovative approaches to accomplish the overall delivery strategy as part of the Factor 1 Technical approach submission.

Use of Existing BLM Assets: Is there an expectation to reuse any existing BLM fire prevention PSAs, or is the production of six new videos mandatory for the base period?

The BLM is not providing PSAs. The reference to videos specific to Task 1 being provided as government furnished materials has been removed. The contractor must either own previously accepted PSAs, or produce new, or provide an acceptable innovative approach to accomplish the overall delivery strategy as it relates to existing videos which the vendor has confidence meet criteria, yet haven't been approved by the BLM.

Pertaining to Task 4-Provide Fire prevention messaging on Firewood Bundles- Would the vendor selected (contract awardee) solely be liable for production of the 250,000 fire prevention stickers or signs? Or would they also be responsible for distribution of the materials produced?

The contractor shall be responsible for producing and distributing the materials.

Regarding question 4 above, If so, would the contract awardee be responsible for working with the firewood supplier to attach the stickers or signs to the firewood bundles? Yes

Regarding question 4 above, If so, would the contract awardee be responsible for shipping the stickers or signs to multiple locations (all 425+ retail outlets), the wood mill creating the bundles, or would the signage/stickers be shipped to a central BLM location for campaign distribution?

The contractor is responsible for ensuring the stickers or signs arrive at all locations.

Firewood Bundle Tag Distribution: Is BLM seeking direct confirmation from participating retailers, or would photographic documentation and distribution reports from the media vendor suffice?

Please reference Section 3.5.2 for monthly project status reviews for what is needed to be reported. How this is reported to verify services received is up to the contractor.

Scope of Retail Participation: The RFQ calls for a minimum of 425 gas station locations. Would BLM consider accepting media networks that span this footprint across multiple retail chains or platforms, rather than a single unified provider?

No. Please note the minimum store number revision due to a mistake on the reference to both 400 and 425. Minimum locations is 400.

RFQ, Section 2.1.1 and 2.1.4, pp. 3–4: Does the Government have a preference or minimum requirement for store distribution across individual states or major highways (e.g., I-84, I-80, etc.)? Is there a target per state or region?

The minimum requirement is for the advertising to occur throughout the place of performance, at a minimum AZ, CA, CO, ID, MT, NE, NM, NV, OR, SD, UT, WA, WY, targeting major thoroughfares like I-84, I-80, I-15, I-70, I- 90, I-10, I-25, or I-40. There is no target per state. Targets are specific to overall location numbers and quantities listed in section 2. The Factor 1 Technical approach takes into consideration the number of gas stations and convenience stores to be utilized for the campaign, along with their locations in the required states.

Regarding the Firmed Fixed Price (FFP) to be detailed on the attached sheet (Exhibit 2), we are seeking confirmation that all production and media costs including Agency fees and or commissions should be included in each item detailed as one cost.

Yes- please see the revised Exhibit 2 and specific instructions on the price volume in the B09 Revision Document.

Also wanted to confirm that the following items detailed on lines 2.1.1, 2.1.2, 2.1.3, and 2.1.4 are to be used for Total Base and that line 2.1.5 is the only item to be included in Total Options. Correct

Pertaining to the 1.5 million social media impressions per year is this total to include all social media items including the 3 posts for Memorial Day, 4th of July, and Labor Day Weekends, the boosted posts, and 8 unique social media posts cited? Yes- it can include the holiday post.

RFQ, Section 2.1.3, p. 3: It’s stated that 1.5M impressions/year are required, but the base period is only 5 months. For the base period, will the required social media impressions be prorated (e.g., 625,000 for 5 months)?

The impressions per year are for the advertising period only. For the base period this is July 1 through October 31 (4 months) and for the optional periods this is May 1st through October 31 (6 months). See revisions for pro-rated amounts.

RFQ, Section 2.1.1 & 2.1.2, pp. 3–4: Can the Government clarify the expected breakdown of the 45,000,000 minimum views across media types and periods of performance (base and option years)?

This quantity has been revised/pro-rated. There is no specification on the split between media types.

22 Who tracks the views on the pump and store TVs?

The contractor is responsible for this, which will then be reported upon per section 3.5.2 Monthly Project Status Reviews.

Pertaining to boosted posts on YouTube please confirm that this is the same as “Promoting a Video” on the platform? Yes that is the same thing.

Are the minimum of 8 unique social media posts utilizing any of the three social media platforms meant to be paid or organic posts or a combination of the two? Please specify. Organic post

Are the 1.5 million social media impressions all to be paid social or is it organic and paid social combined? Organic and paid social combined

The RFQ references the use of “contractor-owned social media platforms.” If the contractor does not have high-reach owned platforms, will targeted paid media placements via Meta/YouTube ad managers be acceptable as a substitute? No- it is a requirement for the contractor to have high-reach platforms.

27 For social media, will creative be approved per post or per messaging points? Per messaging points.

28 Are there any other platforms in addition to YouTube, Instagram, and Facebook? No.

29 How many accounts per platform is the contractor expected to post on? There is no account per platform requirement.

30 Who tracks the impressions?

The contractor is responsible for this, which will then be reported upon per section 3.5.2 Monthly Project Status Reviews.

We are currently researching potential gas/service stations that offer a large footprint covering the designated criteria. Some of the larger ones do not offer outside advertising on their digital screens and pumps. Is there a brand station you prefer to work with that allows advertising or can we find other solutions?

Vendors are encouraged to find their own solutions. The government is not recommending or requiring a brand.

Is the contractor responsible for seeking out gas stations/companies and gaining access to their pumps? Yes.

Who is responsible for relationship management with the gas stations? Would this be the contractor or BLM? Contractor.

Will the creative be customized per location on a broad or micro strategy? (i.e., by state, by county, by park?)

Broad, to be used in all states, but still appropriate fire prevention messaging for outdoor enthusiasts.

35 Will there be a multi-lingual tactic for any of the assets for the campaigns? No.

Are you open to additional tactics/marketing channels that can increase brand awareness while reducing cost?

As long as everything that is defined in the SOW is covered, additional tactics are welcome.

RFP states we must list the number and locations of gas stations we propose for placement. In previous years BLM has partnered with Maverik — Adventure’s First Stop; is it required to continue placements at this brand/network or would you like additional locations/gas stations?

There is no brand requirement. The proposed solution is up to the vendor providing the quote.

RFQ, Optional Task 5, p. 4: Should the price proposal for Optional Task 5 assume it will be exercised in the base year, or should a separate timeline and cost be proposed for each period?

A separate price is required to be quoted for each period- including the base period and each optional period.

Budget Range (Optional): While we understand this is a firm fixed price procurement, is there an estimated budget range BLM can share to guide offerors in preparing appropriately scaled solutions? No.

Can you please clarify the place of performance for the contract? Will contractors need to be located/headquartered in Western States of AZ, CA, CO, ID, MT, NE, NM, NV, OR, SD, UT, WA, WY?

Contractors do not need to be located in the Western States as listed. The advertising services are required to take place within those states.

with gas station videos, are the channels in which they will be placed and the advertising agencies already selected or is that up to the vendor to locate a service to make and track the ads up to the vendor? Same thing goes with the fire bundles / wraps? This is a responsibility of the vendor.

Due to the number of Factor 1 and 2 requirements to be addressed, would the Government please increase Volume I page count from 4 to 10 pages? No.
