ATTACHMENT J-7– SAMPLE TASK ORDERS

Offerors shall propose a technical solution for each Sample Task Order including proposed labor categories, number of hours for each labor category and pricing. Offerors shall price each of the Sample Task Orders consistent with Attachment J-1 – Contract Labor Rates. Offerors shall quote labor costs only; no ODCs or travel.

Each technical quote shall not exceed three pages, for a total of nine pages for all three Sample Task Orders.

The offeror shall describe their capability in meeting requirements and objectives. This includes consideration of people, processes, tools, facilities, software, and methodologies, reflecting depth, breadth and relevance of capabilities, subject matter expertise and experience, as well as their likely impact on successful contract performance. The offeror shall also demonstrate how they would utilize pilot program to include the mentorship of Jr. CMPs as outlined in the PWS for at least two of the three technical solutions submitted. The offeror shall discuss use of industry best practices and standards, and formal structured methodologies in meeting Sample Task Order requirements and objectives.

Sample Task Order 1: U.S. Fish and Wildlife Service Co-Management Plan The U.S. Fish and Wildlife Service (FWS) has been tasked with establishing a new Marine National Monument with a Tribal Co-Management Plan. FWS is interested in using a collaborative approach for the planning and public engagement processes in establishing the new Marine National Monument and would like to use a third-party neutral to facilitate both processes. To date, there has been low trust and limited communication between the FWS and the tribal communities. FWS hopes to work with a facilitator with extensive tribal experience who is also well versed in large-scale public engagement processes so that they have consistent facilitation across both processes. Offerors shall describe how they might staff and manage these parallel processes, how they will identify members of the public for the engagement process, and how they will coordinate the consensus-based Co-Management planning process. Period of performance is nine months.

Sample Task Order 2: National Park Service Visitor Use Planning Process The National Park Service is interested in exploring the use of a collaborative process to address crowding and overuse at one of its sites. The National Park has experienced abnormally high visitation rates in recent years, which has put a strain on park resources, adjacent BLM managed land, as well as the resources of the gateway communities adjacent to the Park. Surrounding communities have openly criticized the Park in the local media. NPS hopes to engage with interested parties to create a visitor use plan that addresses safety concerns, natural resource impacts, and local economic impacts to the National Park, BLM, and surrounding communities.

Offerors shall describe how they will identify and propose interested parties to participate in the process, how the service provider might approach conducting a situation assessment, and how the service provider might staff and mange a collaborative process resulting from the situation assessment. Period of performance is six months.

Sample Task Order 3: Bureau of Land Management and U.S. Geological Survey Wild Horse and Burrow Science and Management The Bureau of Land Management (BLM) and U.S. Geological Survey (USGS) have been working across conflict with parties interested in the management of wild horses on BLM managed land.

Previous attempts to work with the interested parties have resulted in litigation and management gridlock. There are disagreements amongst interested parties related to the scientific information USGS has provided and the management options the BLM is considering. The BLM and USGS are interested in working with a neutral third party to host a series of facilitated dialogues and a Structured Decision Making (SDM) process related to wild horse science and management on BLM managed lands. Offerors shall describe how they will staff and manage these facilitated dialogues, identify, and propose interested parties to participate in the process, describe how they would approach the SDM process, and how they would manage existing conflict. Period of performance is 12 months.
