SECTION 01 11 00 - SUMMARY OF WORK

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes the following:

1. Work covered by the Contract Documents.

2. Work phases.

3. Contractor use of premises.

4. Public use of site.

1.2 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Location: The project (Shoreside Dock and Mooring System) is part of the Pearl Harbor National Memorial located within the Pearl Harbor National Memorial Visitor Center on the Island of Oahu, Hawaii. The dock is located adjacent the Pearl Harbor Visitor Center theater. The three main designated staging areas include:

1. The paved maintenance entrance access road adjacent to the Visitor Center theater (approx.

0.15 acres) for the installation of the mooring system and access gangways,

2. The employee parking lot adjacent to the Visitor Center maintenance building (approx.

0.10 acres) for contractor office and parking, and the commercial parking lot (approx. 0.10 acres).

3. The boat launch ramp located at the southwest shoreline of Ford Island (approx. 0.70 acres) within joint Base Pearl Harbor for the existing dock disassembly, and new dock assembly and launching.

Alternate staging areas include:

1. Kilo Pier within joint Base Pearl Harbor as a non-fenced temporary area for launching and retrieving the dock,

2. The Navy Boat Launch dock just west of the Battleship USS Missouri Memorial and adjacent parking and grass areas (approx. 0.50 acres).

B. The Work includes completely removing and recycling/salvaging/disposing of the existing concrete floating dock, two aluminum access gangways, and four reinforced concrete guide piles.

Subsequently, the project will involve installing a new dock, two access gangways, and strut mooring

system. Site preparation also includes repairing the existing gangway abutments, and installing six new reinforced concrete anchor piles and blocks on the landside as anchor points to accept a new dock strut mooring system.

C. Project will be constructed under a single prime contract.

1.3 WORK PHASES

A. The Work shall be conducted in two phases in the following order, with each phase substantially complete before beginning the next phase:

1. Phase 1 includes:

a. mobilization and environmental compliance measures,

b. preparation of contractor submittals,

c. shop fabrication of new dock and mooring system,

d. temporary stabilization of the east half of the existing dock for its continued use until the new west-half dock installation is completed and is accepted for use,

e. complete removal of the 15-foot wide by 90-foot long west half of the existing dock and associated gangway and concrete piles,

f. minor concrete repair of west abutment,

g. installation of the west half of the new dock mooring system and anchor piles/blocks,

h. assembly and installation of the west half of the new dock system, and

i. acceptance of west half of the new dock and mooring system.

Work of this first phase shall be substantially complete and ready for occupancy within 200 calendar days of Notice to Proceed.

2. Phase 2 includes:

a. complete removal of the 15-foot wide by 90-foot long east half of the existing dock and associated gangway and concrete piles,

b. minor concrete repair of east abutment,

c. installation of the east half of the new dock mooring system and anchor piles/blocks,

d. assembly and installation of the east half of the new dock system,

e. acceptance of east half of the new dock and mooring system,

f. demobilization and final overall dock and mooring system acceptance.

Work of this second phase shall be substantially complete and ready for occupancy within 300 calendar days of Notice to Proceed.

1.4 CONTRACTOR USE OF SITE

A. General: Contractor shall have full use of the site for construction operations during the construction period. Contractor's use of the site is limited only by the Government's right to perform work or to retain other contractors on portions of Project.

B. Construction Staging Area: Establishment of a construction staging area will be limited to the areas described in Section 1.2A of this specification, and as shown in the Plans.

C. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public.

D. Storage of Materials: Confine storage of materials to locations specified by the Contracting Officer.

E. Preservation of Natural Features:

1. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

2. Provide temporary barriers to protect existing trees and plants and root zones.

3. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction.

4. Do not fasten ropes, cables, or guys to existing trees.

5. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

F. Preservation of Historic Features: Confine all operations to limits shown for the project. Prevent damage to surroundings. Restore damaged areas immediately, matching or bettering existing conditions, at no additional expense to the Government.

G. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

1. Schedule deliveries to minimize use of driveways and entrances.

2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

H. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on roads are identical to the state and Navy load restrictions. Contractor shall be responsible for replacing/restoring/reconstructing all roads, streets, bridge, concrete curbs and gutters and sidewalks damaged by the Contractor during construction at no cost to the Park. \

I. Loading Restrictions: Loading and unloading restrictions dockside shall be in compliance with the U.S. Navy, NPS, U.S. Coast Guard and any other government agency having jurisdiction over the navigable waters of Pearl Harbor.

1.5 PUBLIC USE OF SITE

A. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public.

Contractor shall maintain either the west half or the east half of the dock open during construction.

1.6 OCCUPANCY REQUIRMENTS FOR BUILIDINGS

A. Existing Buildings

1. Partial Government Occupancy: Government will occupy the premises during entire construction period, with the exception of areas under construction. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government’s operations.

Maintain existing exits, unless otherwise indicated.

a. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the Contracting Officer (CO).

1.7 CONDUCT OF OPERATIONS

A. At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.

B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 48 hours in advance of the work to the Contracting Officer for approval.

C. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.

1.8 WORK RESTRICTIONS

A. For NPS facility refer to Section 01 11 40 – Park Property Work Restrictions.

B. For Navy facility refer to Section 01 11 41 – Navy Property Work Restrictions

C. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

1. Hours for Core Drilling 9 a.m. to 3 p.m.

D. Due to events and activities associated with the 80th anniversary of the 1941 bombing of Pearl Harbor, all construction activities at the site shall be suspended from November 27, 2021 through December 8, 2021. Immediately prior to this period of suspended work the contractor shall clean up all construction debris, arrange materials and equipment in orderly configurations, and ensure that the worksite is secure and safe for park employees and visitors. No additional time will be added to the contract Period of Performance due this period of suspended work.

E. Existing Utilities

1. Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation.

2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.

3. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

F. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify Contracting Officer not less than two (2) days in advance of proposed utility interruptions.

2. Do not proceed with utility interruptions without Contracting Officer’s written permission.

1.9 SOILS INVESTIGATION REPORT

A. A soils investigation report entitled “Geotechnical Investigation Replace Shoreside Floating Dock & Anchoring System Pearl Harbor National Memorial Honolulu, Hawaii (Contract No.

140P8219D0001), dated July 13, 2020, has been prepared by Hirata & Associates, Inc.

B. A copy of the report is available to all plan holders with this package.

C. If conflicts occur between the report and drawings or specifications, the drawings and specifications govern.

SECTION 01 11 40 – PARK PROPERTY WORK RESTRICTIONS

PART 1 GENERAL

1.1 SPECIAL SCHEDULING REQUIREMENT

A. Conduct work operations so National Park Service operations will not be disrupted. Park operation or utility interruption shall be requested in writing and submitted to the Contracting Officer a minimum of thirty (30) calendar days prior to the desired date of interruption.

1.2 CONTRACTOR ACCESS AND USE OF PREMISES

A. Activity Regulations

1. Subcontractors and Personnel Contacts

Furnish a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in these lists.

2. Personnel Entry Approval

Failure to obtain entry approval will not affect the contract price or time of completion.

3. No Smoking Policy

Smoking is prohibited inside or outside within 25 feet of any buildings in the park.

This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines.

B. Park Regulations

The Contractor must comply with the following rules and conditions:

1. Ensure that its personnel, contractors or subcontractors working in the Park become familiar with and obey all regulations, wear hard hats in designated areas, do not enter any restricted areas unless required to do so and until cleared for such entry.

2. Ensure equipment shall be conspicuously marked for identification.

3. The Contractor will restrict employees/representatives to the work site and control travel directly to and from the work site.

4. Restore all traffic/parking/security signs and markings, including space numbers, designations, and lines, to their original form if such signs/markings are defaced or deleted during construction/repair.

5. Control and security of Contractor-owned equipment and materials at the work site. Report immediately missing/lost/stolen property to the Contracting Officer.

6. Contractor will provide the Park with a listing of its subcontractors and their associated vehicles and employees entering the Park on a daily basis.

7. Contractor will provide the Park with a listing of anticipated deliveries for each week.

8. Vehicles

a. Rules of the Road: All vehicles will comply with posted traffic regulations, including speed limits and double-yellow center lane markings. Vehicles shall take every safe opportunity to use paved roadside pullouts in order to allow faster moving traffic to pass. Failure to comply with traffic regulations will result in a citation being issued to the driver.

b. Vehicle Parking: Vehicles will be permitted only at designated parking areas with 2 day request and approval by the Contracting Officer.

c. Vehicle Exhaust: All vehicles will be properly maintained to insure that the exhaust produced is within legal limits. Effects of excessive vehicle exhaust may be subject to enforcement of State and Federal laws regarding emissions as well as those regarding threatened and endangered species.

d. Spills: Contractor shall be responsible for any cleanup efforts required in accordance with 40 CFR and all applicable state environmental quality laws regarding disposal and cleanup of hazardous/industrial wastes. Contractor must immediately notify the Park of spills.

e. Commercial Vehicle Safety Inspections: The Contractor, employees, contractors, and subcontractors shall fully cooperate regarding safety inspections of commercial vehicles within the Park. Commercial vehicle safety inspections are conducted unannounced for employee and visitor safety.

Vehicles are checked for safety and mechanical deficiencies and for compliance with current state and federal laws and regulations. Driver licenses and medical certificates are also checked.

f. DOT Compliance: All vehicles are to be compliant with all DOT requirements including but not limited to driver with appropriate license class, medical examiner card as appropriate with license class, carrying 3 triangles or 3 flares, mounted fire extinguisher, and valid DOT safety sticker.

g. Slow Vehicles: The Contractor is to notify the Park of slow vehicles that may cause traffic delays or extended traffic lines.

h. Oversized Vehicles: Oversized vehicles are defined as vehicles where the width of the vehicle or load exceeds one lane (i.e., beyond the center line of the paved road). Oversized vehicles must not exceed the clearances along the Park road corridor. Oversized vehicles will require an escort and drivers must avoid driving on the edges of the Park road. The Contractor is to notify the Park of oversized vehicles, scheduled dates and estimated arrival times at the park entrance, and the identity of who is escorting the vehicle (e.g., police, contractor, etc.).

i. Road Work: Contractor must provide adequate traffic control, including certified flaggers on either side of any work performed on the road. Flaggers shall be certified by American Traffic Safety Services Association (ATSSA).

Any workers on or near the road must wear highly visible, bright clothing.

j. Law Enforcement: Law enforcement rangers will intervene if they perceive any unsafe activity. Contractor must immediately comply with any instructions issued by a park law enforcement ranger.

9. Road & Weight Restrictions

a. All vehicle load, weight and size limitations, as established by State law, apply to vehicles operated on the Park road 36 CFR § 4.11.

10. Emergency Medical and Accident Reporting

a. The Contractor or subcontractor shall contact the Park Facility Manager for any medical emergency or traffic accident occurring within the Park.

b. The Contractor or subcontractor is required to report ANY personal injury and/or property damage incident occurring within the park. This report must be made at the first available opportunity before leaving the park by:

c. For medical emergencies or accidents occurring on the jobsite within the Park, the Contractor or subcontractor should contact:

Dial 911 as needed.

Park Facility Manager at 1-808-422-4492 so that the entrance station will be prepared should any emergency vehicles (e.g. ambulance) need to enter the Park, and so that any available Emergency Medical Services personnel in the Park might respond until such time as the ambulance arrives.

C. Working Hours

Regular working hours shall limited to daylight hours, Monday through Friday, excluding Government holidays, beginning at 7:00 AM and ending at 5:00 PM.

D. Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval. Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress.

E. Protection of Lawn and Landscaping Areas

Contractor shall be responsible to repair or replace and damaged lawn and landscaping areas affected by construction operations. Contractor shall photograph and record the condition of the site prior to commencement of the work, including staging areas and

construction access routes. Replacement of irrigation heads, plantings, turf and other ancillary items shall be coordinated with NPS grounds personnel and approved by the Contracting Officer prior to installation.

PART 1 GENERAL

1.1 SUBMITTALS

The following shall be submitted in accordance with Section 01 33 23 SUBMITTAL

PROCEDURES:

A. Preconstruction Submittals

1. Staging and Laydown Area Plan

Prior to start of work, submit a site plan showing the locations and dimensions of temporary facilities (including layouts and details, equipment and storage area, BMP measures, site trailers, construction entrances, trash dumpsters, temporary sanitary facilities, and worker parking areas), and access and haul routes, avenues of ingress/egress to the fenced area and details of the fence installation.

1.2 CONTRACTOR ACCESS AND USE OF PREMISES

A. Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials must be outside of peak traffic hours (6:30 to 8:00 a.m. and 3:30 to 5:00 p.m.) unless otherwise approved by the Contracting Officer. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared

for such entry. The Contractor's equipment shall be conspicuously marked for identification.

1. Subcontractors and Personnel Contacts

2. Identification Badges and Installation Access

Application for and use of badges will be as directed. Obtain access to the installation by participating in the Navy Commercial Access Control System (NCACS), or by obtaining passes each day from the Base Pass and Identification Office. Costs for obtaining passes through the NCACS are the responsibility of the Contractor. One-day passes, issued through the Base Pass and Identification Office, will be furnished without charge. Furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges. This form is available at http://www.uscis.gov/portal/site/uscis by searching or selecting Employment Verification (Form I-9). Immediately report instances of lost or stolen badges to the Contracting Officer.

a. NCACS Program: NCACS is a voluntary program in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to one year, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. The Government performs background screening and credentialing.

Throughout the year the Contractor employee must continue to meet background screening standards. Periodic background screenings are conducted to verify continued NCACS participation and installation access privileges. Under the NCACS program, no commercial vehicle inspection is required, other than for Random Anti-Terrorism Measures (RAM) or in the case of an elevation of Force Protection Conditions (FPCON). Information on costs and requirements to participate and enroll in NCACS is available at http://www.rapidgate.com or by calling 1-877-727-4342. Contractors should be aware that the costs incurred to obtain NCACS credentials, or costs related to any means of access to a Navy Installation, are not reimbursable. Any time invested, or price(s) paid, for obtaining NCACS credentials will not be compensated in any way or approved as a direct cost of any contract with the Department of the Navy.

b. One-Day Passes: Participation in the NCACS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the NCACS.

3. No Smoking Policy

Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

B. Working Hours

Regular working hours shall limited to daylight hours, Monday through Friday, excluding Government holidays, beginning at 7:00 AM and ending at 5:00 PM.

C. Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval. Make application 15 calendar days prior to such work to allow arrangements to be made by the Navy, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.

D. Restrictions on Use of Yellow, Orange-Yellow, Red, And Magenta Materials

The use of yellow, yellow-orange, red and magenta materials for the following purposes is prohibited: sheeting, tarpaulins, polyethylene bottles or other containers, tapes, bags, banding of identification marks on tools, and boundary markers such as ribbons. Obtain Contracting Officer's prior approval for use of such colored materials for other purposes, such as buried vapor barrier membranes.

E. Availability and Use of Utility Services

Potable water and electrical power is not available on site. Cost for temporary facilities or utilities and resources shall be included in the Contractor’s contract sum as required.

F. Sanitation

Government toilet facilities will not be available to Contractor’s personnel. Provide and maintain with the construction staging area minimum field-type sanitary facilities approved by the Contracting Officer and periodically remove waste to a commercial facility. Any penalties and fines associated with not maintaining or improperly discharging waste will be the responsibility of the Contractor. Maintain these facilities at all times without nuisance.

Include provisions for pest control and elimination of odors.

1.3 SECURITY REQUIREMENTS

Contract Clause "FAR 52.204-2, Security Requirements and Alternate II," "FAC 5252.236-9301, Special Working Conditions and Entry to Work Area," and the following apply:

A. Employment Restrictions for NAVFAC PAC

The Contractor must not employ any person, for any work required by this contract, who:

Submit request for personnel and vehicle passes together. Include the Certificate of Insurance for Contractor and Subcontractor(s) and the Statement of Acknowledgement Form SF 1413 with the submittal. Passes will normally be issued within 21 days.

1. Control

Maintain strict accountability over passes. Immediately report to the source of issue, passes missing or lost and the circumstances. If the Contractor has another active contract or one commencing immediately, employees' names may be transferred from one contract to the other. Final payment will not be effected until employees are transferred to another contract or the records are cleared. Furnish a signed letter, countersigned by the source of issue, stating that passes have been turned in.

This item consists of all labor, materials, and equipment required to replace the Pearl Harbor National Memorial shoreside floating dock and gangways including, but not limited to, removal and disposal of the existing floating dock and gangways as shown on the drawings; construction of a 15-feet wide by 180-foot long replacement floating dock with gangways, rub rails and fenders, railing and sliding gates, ladders, safety equipment, davit, dockboxes, cleats, and other miscellaneous work and materials necessary to complete the contract line item in accordance with the drawings and specifications.

Work shall not commence until written Notice to Proceed has been issued.

1.4 REQUESTS FOR INFORMATION (RFIs)

A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI utilizing the form created on the NPS/DSC SharePoint Project website.

1. CO will not respond to RFIs submitted by other entities controlled by Contractor.

2. Coordinate and submit RFIs in a prompt manner to avoid delays in the work.

B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:

1. RFI number, numbered sequentially

2. Date

3. Project name

4. NPS Contract number

5. Name of Contractor

6. RFI subject

7. Specification Section number and title and related paragraphs, as appropriate

8. Drawing number and detail references, as appropriate

A. Contractor’s Environmental Manager: Designate an on-site party responsible for overseeing the Contractor’s conformance to environmental goals for the project and implementing procedures for environmental protection.

1. Qualifications: Minimum 3 years construction experience on projects of similar size and scope; must be familiar with environmental procedures similar to those of this project; must be familiar with environmental regulations applicable to construction operations.

2. Responsibilities: Responsibilities shall include:

a. Compliance with applicable Federal, State, and local environmental regulations, including maintaining required documentation.

b. Implementation of the Waste Management Plan (WMP)

c. Implementation of the Under-An-Acre Pollution Prevention Plan (UPPP)

d. Present an overview of environmental issues and summarize site specific procedures relating to management plans at the Pre-construction conference.

e. Training for Contractor personnel in accordance with their position requirements

f. Monitoring and documentation of environmental procedures

B. Perform project quality control in accordance with requirements specified in Related Sections, including:

1. Quality Requirements

1.7 PERMITS

A. General:

1. Permits and Responsibilities: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State and municipal laws, codes, and regulations applicable to the performance of the work.

2. For the purpose of this contract the Contractor will not be considered an agent of the Government. Therefore the Contractor will comply with the appropriate Federal, State and local laws.

B. Government Furnished Permits: During the development of the project’s design the permits listed below were negotiated and agreed to by the Government. The terms and provisions of these permits shall be adhered to for the duration specified in each permit. Coordination with Agency(ies) with Jurisdiction Issuing Permits:

1. The NPS has completed consultation with the following permit authorities and all mitigation measures are reflected in the specifications and/or plans:

a. U.S. Fish & Wildlife

b. State of Hawaii, Coastal Zone Management

c. NOAA, National Marine Fisheries Services (NMFS)

2. The following permit approvals were obtained and known mitigation measures are reflected in the specifications and/or plans:
