(a) Technical Evaluation Factors and Significant Subfactors The Government will assess each offeror’s proposal based on price and the following non-price factors, which are listed below and are of equal importance.

0. FACTOR 1: Technical Approach

0. Provide a narrative of your company’s technical approach as to how you propose to complete the project, inclusive of timelines and proposed methods.

0. FACTOR 2: Relevant Project Experience

1. Provide a minimum of three (3) examples, no more than five (5), demonstrating the offeror’s experience successfully performing and managing flood warning systems similar in size, scope and complexity to the specification. Proposed experience shall demonstrate work performed on similar types flood warning systems. Demonstrated experience shall include work completed no greater than 5 years earlier (3 years for Federal Government contracts) that the date on which solicitation was issued.

The Government shall evaluate both the offeror’s overall relevant experience and the relevant experience of its key personnel. Therefore, in each area, the offeror’s proposal shall identify key staff member(s), their assigned role in previous projects and their assigned role in the proposed project. Any changes to an offeror’s key personnel from its proposal shall be replaced by key personnel with the same requirements noted above and shall meet or exceed the offerors key personnel identified from its last successful offer.

1. The examples provide must demonstrate experience in the following areas:

1. Previous experience relating to installing, configuring and maintain flood warning systems;

2. Successful completion of projects within scope, on schedule, within budget.

0. FACTOR 3: Past Performance Questionnaire

2. Offeror’s Past Performance The Government will evaluate the degree to which an offeror successfully performed recent past projects and satisfied recent past customers. Proposed projects shall demonstrate work performed on flood warning alarm activation trigger criteria and/or similar project scope. Offerors are responsible for obtaining past performance information, via questionnaire, prior to submission of offers. The questionnaires shall be completed by the references and submitted directly in the solicitation package and must be utilized for this purpose. Past Performance Questionnaires must be received by the time set for receipt of proposals and shall be sent directly from the person(s) providing the past performance data.

0. The offeror shall provide references for a minimum of three (3), but no more than five (5), projects completed within the past three years.

(3) years as examples of successfully completed projects similar in scope and complexity to the project detailed in the specification. The Government may call references to confirm the responses provided. Offerors demonstrating a higher level of successful past performance in the evaluated area will be more favorably rated. In the case of an offeror without a record of past performance or for whom information on past performance is not available, the offeror will not be evaluated favorable or unfavorable on past performance.

0. The Government will use the Contractor Performance Assessment Reporting System (CPARS) and the Federal Awardee Performance Integrity System (FAPIIS) to evaluate an offeror’s past performance. In addition to the past performance found on these databases, the Government may consider past performance information obtained from other sources as well as first-hand knowledge of previous work performed on a NPS installation.

2. If the offeror proposes the use of subcontractors on this project, the Government may evaluate the degree to which an offeror’s proposed subcontractors successfully performed past projects and satisfied past customers. Offerors are responsible for obtaining past performance information for proposed subcontractors, via questionnaire, prior to submission of offers. The questionnaires shall be completed by the references and submitted directly to the Contracting Officer. The “Past Performance Questionnaire” is included in this section of the solicitation package and must be utilized for this purpose. Past Performance Questionnaires must be received by the time set for receipt of proposals and shall be sent directly from the person(s) providing the past performance data.

1. If the offeror proposes the use of subcontractor(s) on this project, the offeror shall provide a minimum of three (3) projects completed within the past three (3) years by the subcontractor(s) as examples of successfully completed projects similar in scope and complexity to the project detailed in project specifications. The Government may call references to confirm the responses provided. In the case of a proposed subcontractor without a record of past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance related to the proposed subcontractor.

For each project, provide the following information:

0. Name of subcontractor(s)

0. Experience and technical expertise necessary for this project team

0. Description of project and work performed

0. Location of project

0. Valid project reference, including name, title and current phone number

Offerors for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance.
