1. Project Background
1.1. Lake Mead National Recreation Area (LAKE) is in the process of enhancing its flood warning sign system at the Willow Beach Area - Willow Beach, Arizona. Willow Beach is one of three developed areas on Lake Mohave comprised of a 67-mile-long freshwater reservoir on the Colorado River. Willow Beach is one of the most used areas of Lake Mohave with about 400,000 visitors annually. Because of its susceptibility to flash flood hazards, the facilities in the Willow Beach area have been closed due to safety reasons. As a result, visitation has declined by over 50% to around its current level of 200,000 visitors annually. Previous projects have undertaken the effort to re-establish visitor facilities which included the completion of the Hoover Dam bypass which has since improved travel time and convenience. These project improvements have enlivened the demand for facilities and services at Willow Beach by residents and visitors.
Cottonwood Cove area covers from Mile 12 on Lake Mohave (the South end of the basin) to approximately Mile 40 (Nelson’s Landing.) The Canyon area covers areas to the North and the East area on the Arizona side. The Cottonwood Cove developed area is designated as “Historic,” as many of the buildings are Mission 66 construction.
1.2. A previous SNPLMA project of the Willow Beach and Cottonwood Cove facilities consisted of the installation of structural flood protection measures; construction of a new campground, picnic area, trails, interpretive displays, restrooms and other associated facilities and relocation of NPS facilities out of the flood plain.
1.3. Despite efforts of trail reconstruction, road improvement, regrading of slopes in the campground, the Willow Beach area is still susceptible to flash flooding. A levee structure was installed in early 2019 at the Cottonwood Cove area to address flooding. There is currently flash flood sign system with lights located down at and around the Willow Beach Marina and Visitor Facilities as well as in the Cottonwood Cove area. The goal of this project is to install a flash flood warning sign at the Willow Beach entrance station that will provide adequate time for visitors to be warned of an active flash flood and to refrain visitors from traveling down the road to the area that is susceptible to wash outs. Also, establish maintenance support of the flash flood warning systems for both Willow Beach and Cottonwood Cove sites.

2. Period of performance and Location
2.1. Work shall be completed within 45 days of contract award. Work will be conducted at Willow Beach, Lake Mead National Recreation Area, Mohave County, Arizona and Cottonwood Cove Resort & Marina, Lake Mead National Recreation Area, Searchlight, Nevada
3. General
3.1. This project will accomplish the construction, placement, configuration and deployment of a flash flood warning sign directly across from the existing sign that is located on the left hand side of the Willow Beach access road as it approaches the Willow Beach entrance station.
The result is to have two signs staggered each side of the access road for visitors and LAKE staff approaching the entrance station see and take notice of adverse conditions that may be imminent. The sign will be connected to the current flash flood sign system that send status messages to the Lake Mead Information Communication Center (LMICC) for events of flashing flooding in the Willow Beach area. Attachment B contains the project location map.
3.2. Maintenance of the flash flood warning systems at both Willow Beach and Cottonwood Cove be established on an annual basis for hardware and software diagnostics and upgrades as warranted. The current conditions of signs at each site consist of outdated circuit boards and legacy alert software. Annual maintenance support would allow for site visits to visually inspect the signs, replace hardware, run diagnostics to ensure the system is functional for reporting adverse occurrences.
3.3. The Contractor will be responsible for installing sign frames upon the approach to the entrance station. The frame, sign panels, and warning lights will be provided by the contractor and will be in like kind in dimension to the current signage currently in place.
3.4. The Contractor will provide the necessary connectivity and power of the entrance station sign to be synced with the existing flash flood signs where in the event of a flash flood through the activation triggering of rainfall rate, water level, and/or LMICC (Dispatch) enabling. This will trigger the flashing warning light on the sign and signal the dispatch staff at the LMICC of the event for proper notification to personnel.

3.5. Contractor shall notify LAKE of any inadequate or insufficient conditions of existing infrastructure so that appropriate corrections can be made.
3.6. All work shall comply with the National Electric Code (NEC), OSHA, ANSI/TIA/EIA, Nevada / Arizona Building Code, and all other LAKE Policy and Requirements.
3.7. Contractor will furnish all documentation required for businesses to conduct business in the state of Arizona / Nevada to the LAKE Major Acquisitions and Buying Office (MABO).
3.8. Contractor will coordinate on-site warranty inspection upon completion with the local project supplied materials account manager, contractor and LAKE.
3.10 . The Contractor shall cooperate with LAKE and maintain access to all areas required by LAKE. The Contractor shall be liable for all damages suffered by LAKE resulting from Contractor's negligence or lack of cooperation.
3.11 . All labor and materials installed by contractor must be warranted for a period of no less than five (5) years from the date the contract completion sign off.
4. Maintenance Support Criteria
4.1. Contractor shall provide reasonable annual maintenance of the system at each site to ensure the flash flood system is working properly via diagnostic testing.
4.2. Contractor shall ensure activation criteria is met for the proper activation of the system.
Currently, there are three established criteria consisting of rainfall rate, water level, and manual enabling. Contractor will ensure these criteria are met when one of the three are satisfied to trigger the sign lights to warn LAKE employees, residents, and visitors.
4.3. It is the responsibility of the contractor to repair any damage to existing infrastructure, buildings, or systems that occur during work, this work shall be completed at no cost to the government.
4.4. Contractor must use the provided materials first to reduce additional project costs, and will furnish all additional supplies needed to complete the job.

5. Other Requirements
5.1. General Workmanship Requirements
Locations of the existing utilities where indicated are approximate and provided as best-effort only. The Contractor shall physically verify the location and elevation of the existing utilities prior to sign installation. The Contractor shall contact Dig Alert (811) for Arizona / Nevada, and the LAKE Facility Management for assistance in locating existing utilities. If required to confirm the existence or absence of utilities in undocumented locations, the Contractor shall scan the construction site with electromagnetic and sonic equipment and mark the surface of the ground where existing underground utilities are discovered.
5.1.1. Workmanship and neat appearance shall be as important as the electrical and mechanical efficiency of the system.
5.1.2. Modifications to trenching plans may need to be reviewed for landscape issues based on initial review by the LAKE Archaeologist or designee.
5.1.3. If previously unknow archaeological resources are discovered, all work in the vicinity will cease until the resources can be identified and documented, and a mitigation strategy developed by cultural resource specialists.
5.1.4. LAKE Natural Resources staff will survey the area for sensitive and exotic species, and salvage potential prior to ground disturbance, and implement control measures for all priority invasive plant species.
5.1.5. Contractor shall ensure that ground is re-contoured following ground disturbance.
5.1.6. LAKE Natural Resources staff will survey the area after project completion to determine whether any additional restoration activities will be necessary (i.e. seeding, mulching, etc.).
5.1.7. Care must be taken when excavating trenches for utilities and avoid disturbance to tree root systems.
5.1.8. Soils displaced from the trenching activities will be replaced in the trench.
5.1.9. Any native vegetation that is disturbed during trenching should be transplanted into the replaced soils if possible.
5.1.10. Equipment coming in from outside the park will be pressure washed before leaving any paved surface to prevent the spread or introduction of non-native plant species.

5.1.11. Mitigation measures for all threatened and endangered species will be followed. All mitigation deemed necessary by park Natural Resources staff will be followed. For activities that require heavy construction equipment (including forklifts, backhoes, small dump trucks, chainsaws, jackhammers, small bulldozers, bobcats, pavers, small base/soil compactors, pionjars and graders) maintenance personnel will determine the work location and meet with the park’s Natural Resources staff to determine what mitigation measures for wildlife will be needed.
5.1.12. To minimize disturbance to wildlife habitat all vegetation removal will be confined to the minimum amount necessary to achieve the project’s objectives. Construction crew personnel will be instructed to avoid interactions with wildlife. Whenever possible work site locations will be placed in previously disturbed areas and new excavation will be accomplished in such a manner as to minimize disturbance to small mammal and avifauna (birds of the area) habitat. If a project is determined to exceed the limits listed above, Park Natural Resource staff will be consulted.
5.2. Contractor Worksite Maintenance and Cleanup
The Contractor shall keep the work areas in or near residences and storage areas free from accumulation of waste material and rubbish. Upon completion of the job, the Contractor shall leave the work area and premises in a clean and neat condition.
5.3. Inspection and Safety of Work
5.3.1. LAKE may inspect the contractor’s installations at any time during the duration of this contract, and will witness all reportable testing of installed products. LAKE will appoint inspection personnel who are responsible for surveillance of the work under this contract and for inspecting and enforcing safety program compliance. If performance defects are identified and validated by quality assurance personnel, the contractor shall be provided the opportunity to correct the defects and deficiencies. Disputes between the inspector and contractor personnel over performance standards shall be referred to the Contracting Officer for final determination. LAKE reserves the right to inspect all the contractor’s performance to ensure that all installation and related services are received.
5.3.2. The Contractor is responsible for developing and implementing a safety program, a copy of the company’s safety plan and a site specific will be provided to the Park prior to work commencing per LAKE’s Construction Policies, including workforce safety and fire

National Park Service U.S. Department of the Interior prevention that accord with Occupational Safety and Health Administration (OSHA) regulations and LAKE Safety and Health Standards. Contractor shall provide regularly scheduled safety meetings within their team and/or coordinate with LAKE representative on site.
5.3.3. Contractor shall provide a minimum of one person equipped with a cell phone for emergency 911 calls and/or communications to local/main/central office safety staff.
Designated person shall be on site always when work is being performed.
5.3.4. If the work is to be performed in an area that does not have cell phone coverage NPS will ensure that an NPS employee is designated as emergency contact and is on site with access to a landline phone and\or park radio during all work. This work requires 72-hour notice from the contractor to the National Park Service.
5.4. Submittals
The Contractor shall submit, in Contractor format unless noted otherwise, all required documentation in accordance with the Required Submittals Table (Attachment A).
5.5. Schedule
5.5.1. Before beginning any site work coordinate with LAKE representative for this project.
5.5.2. The Contractor shall develop, submit to LAKE, and maintain a Project Schedule identifying all significant milestones and major tasks, and shall update this schedule in writing, providing copies of the update to LAKE, within 5 days of identifying any changes to this schedule. The project schedule shall be marked and identified clearly with the contract number, original date, and any revision number and date, and the name and signature of the responsible Contractor representative.
5.6. Protection of Property and Maintenance of Services
The Contractor shall protect the on-site work areas, all associated and adjacent facilities, and any other LAKE property which may from time to time come into the use or possession of the Contractor under this contract, including utilities, from damages due to the work under this contract.

5.7. As-Built Information
5.7.1. The Contractor shall develop as-built information, including as-built drawings, manufacturer’s installation and troubleshooting documents, material cut sheets, and all other records required for the life cycle operation, support, and maintenance of installed products. As-built data and drawings shall be developed as described herein, and submitted in accordance with Attachment B.
5.7.2. Contractor-developed drawings submitted in support of this project shall be full-size drawings and submitted in hard copy, in Auto CAD and Adobe PDF compatible file format -compatible file format on a Windows-compatible data media. Drawings shall include the stamped and sealed (signature) of engineer-of-record of the person completing the proposed and/or as-built drawings, and shall include the appropriate title block and revision blocks.
5.7.3. LAKE-provided drawings previously established under this contract are all informational drawings for the purposes of this statement of work (Attachment B). A list of these drawings is included.
5.8. Hours of Operation
5.8.1. The Contractor shall establish daily work periods to meet the Contractor’s project schedule for work under this contract at their discretion subject to the following constraints.
5.8.2. Normal work hours for LAKE personnel are generally between 0700 hrs (7:00 am) and 1700 hrs (5:00 pm) daily, on normal (non-holiday) weekdays. The Contractor shall coordinate work outside these weekday hours, or on Saturdays, Sundays, and Federal Holidays, at least 72 hours in advance of the scheduled off-hour work.
