BILL WILLIAMS RIVER NWR POTABLE WATER FILTRATION
LA PAZ COUNTY, ARIZONA SYSTEM REPLACEMENT 2024
STATEMENT OF WORK
Bill Williams River National Wildlife Refuge (NWR)
Potable Water Filtration System Replacement Lake Havasu National Wildlife Refuge Complex
Parker, Arizona July 2024
PART 1: GENERAL
1.1 SUMMARY:
A. Background: Bill Williams River NWR uses an on-site water treatment system to provide potable water sourced from Lake Havasu to two office buildings and three RV pads for employees, volunteers, and visitors. The water treatment system is due for replacement to ensure continued delivery of safe, clean drinking water.
The existing system pumps surface water from Lake Havasu, injects chlorine, and stores that water in a 3,000-gallon raw water tank. When the 3,000-gallon finish water tank is low the filtration system is manually activated to filter the stored raw water and refill the finish water tank. A pump moves water from the raw water storage tank through a sand filter, carbon filter, and cartridge filter before being passed through the reverse osmosis filtration unit. The reverse osmosis product water is injected via a chlorinator before being stored in the 3,000-gallon finish water tank. When the domestic water system has demand, the finish water pump draws water from the finish water tank into the distribution network.
The goal of this contract is to remove and replace all the existing filtration equipment, pumps, aboveground piping, controls, and ancillary components in the filtration room and tank house building and provide a complete filtration system with new equipment and components.
B. Description of Work: The work shall consist of all labor, equipment, supplies and materials to remove and dispose of the existing water treatment equipment, pumps, aboveground piping, and controls (excluding the two 3,000-gallon water tanks) and install new filtration equipment, pumps, aboveground piping, and controls to provide potable water compliant with the Safe Drinking Water Act and meeting all technical requirements in Part 2: Products. For equipment not listed in Part 2: Products the Contractor shall match the technical specifications of the existing equipment.
The new system shall operate without the need for manual actions to activate, maintain, 140FC125Q0007 - Attch 1 and deactivate the filtration process. Through the use of water level switch, pressure switches, and equipment integrated controls the filtration system shall be capable of drawing water from the 3,000-gallon raw water tank for treatment and storage in the 3,000-gallon finish water tank. Alarms shall be local to the filtration system to alert Refuge staff of system status. The surface water pump utilized to fill the 3,000-gallon raw water tank will remain manually operated and is not part of the work under this contract.
Water shall be treated with a carbon filter and Ultra-violet to dechlorinate and sterilize before entering the distribution network.
