This document is a Statement of Work (SOW) for blended fuel, heating oil, gasoline, and B99 renewable biodiesel deliveries to Yellowstone National Park (YELL). The SOW outlines the requirements for a 3-year contract period from 9/20/2024 - 07/31/2027, including fuel specifications, delivery locations, winter blend requirements, hauling limitations, delivery timeframes, and other operational details.

The key requirements are for the contractor to provide and employ sufficient qualified personnel, vehicles, and equipment to deliver various fuel types (e.g. regular unleaded gasoline, blended diesel #1 and #2, red dye heating oil, B99 biodiesel) to locations throughout the park. Deliveries must comply with federal regulations and park policies, including winter blend requirements, hauling restrictions, safety protocols, and environmental protections. Estimated annual fuel quantities are provided. The contractor will be responsible for maintaining fuel levels, cleaning up after deliveries, and meeting strict delivery timelines. Payment will be on a Freight on Board (FOB) Destination basis.

The 10th percentile temperature corresponds to the minimum temperature that would be reached no more than 3 days out of 30 for the month (decile).

1. ASTM D975 contains overview maps that show the expected 10th percentile temperature for every month for each state.

iii. Winter blend shall be 70% blend of #2 diesel with 30% #1 diesel.

iv. Winterized diesel is #1 diesel. It shall be treated with additives by the diesel supplier.
