Grand Teton National Park Statement of Work Kelly Roads Snow Removal Services

Snow shall be removed from the paved roads in the Town of Kelly, WY in Grand Teton NP (see provided map below). Snow removal shall be performed by the Contractor in a manner comparable to that of the Wyoming Highway Department of Transportation and in a manner acceptable to the Contracting Officer (CO) and Grand Teton National Park (GRTE). The total distance to be plowed during each occurrence is approximately 1.3 miles. Interested vendors are encouraged to visit the work site to familiarize themselves with distance and conditions.

Damage to surfaced portions of roads caused by defective equipment or neglect of the Contractor and damage to culverts, bridges, posts, fences, signs, guardrails, utilities, private property or like objects because of snow removal maintenance by the Contractor shall be the liability of the Contractor. There will be an inspection prior to the season and after the completion of the season by a representative of the Contracting Officer and of the Contractor to verify damages to culverts, bridges, posts, fences, signs, guardrails, utilities or like objects. All such damage shall be repaired by the Contractor; repair shall restore damages to its same or similar condition prior to damage; damages shall be replaced at the cost of the Contractor. All such repairs or replacements shall be satisfactorily completed within a reasonable time after damage or by a reasonable date which shall be established by the Government. If such repair or replacement is not satisfactorily completed, the Government shall deduct the costs of the damages from the consideration due the Contractor and withhold the damages until such time as the repair or replacement is completed.

Any ice/snow in excess of maximum allowed within the traveled portion of the road width is the responsibility of the snow removal contractor (bare shoulder to bare shoulder) and should be removed by the contractor under the contract agreement. This will include snow melt, snow fall, slush, ice, and snow slides. The Contractor shall maintain the following general work standards in performance of the snow removal maintenance:

· Beginning each November 15th through each April 15th, snow shall be removed from the roads Monday-Sunday between 4:00am and 9:00pm upon an accumulation of 3” for as many times as necessary during the day, to permit safe, public vehicular travel and school bus travel; and, when instructed to do so by the COR, when a hazardous condition exists.

· Streets to be serviced by the contractor:

· N Main St, E Third St, Little School Rd & Budge Ln (connected loop), Mill St, Easy St, Shortcut St

· Initial performance must be completed by 7:00am Monday through Friday to ensure safe travel to and from Kelly Elementary School.

· Snow shall be removed from the full width of the traveled portion and/or surface portion of the roads and shall be fully removed from all cul-de-sacs or turn arounds so as to permit use of the full areas of the same for turning around by all vehicles.

· A snow floor up to a maximum depth of three (3) inches will be allowed on all roads, except that during winter thaws, mild weather conditions or extremely rough surface, said snow floor shall be bladed down with a grader to within one inch of road surfaces for the full width of the road. Ice, snow, or slush cut from roadway shall be removed from travel lanes by either blade or rotary.

· To the extent deemed necessary by Contractor and the COR. Contractor shall supply snow stakes, which the Contractor shall set out before the ground freezes. It is recommended the Contractor perform this before November 15th. The Contractor shall keep and maintain said stakes and shall replace the same as needed. When said stakes are no longer necessary for the performance of the snow removal maintenance, the Contractor shall gather up the same that they have installed on or before April 15th.

· The Contractor or his representative shall be available to inspect the road, before 4:00am to call for equipment and manpower needed to begin plowing at 4:00am. Inspections shall be performed throughout the day as needed to maintain an open road until 9:00pm.

· In the event the Contractor is unable to perform the work standards and specifications of the contract by 7:00am, the Government reserves the right to hire the manpower and equipment necessary to maintain open road conditions. The expense of this work will be deducted from the Contractor’s next month payment.

· Safety is of the foremost importance. To avoid a head-on collision and minimize damage in other accidents, plowing is to be done in the normal direction of travel, except when extreme conditions indicate otherwise and then only with use of adequate traffic control measures which will allow plowing against traffic and ensure the safety of the travelling public.

· All equipment used for snow or ice removal shall have in addition to lights furnished as standard equipment by the manufacturers, adequate amber flashing or rotating lights which shall always be visible from all sides.

The government will monitor and inspect performance as necessary.
Positive performance history and the exercise of the next option year if funds are available and the need exists.
The Government reserves the right to hire the manpower and equipment necessary to maintain open road conditions. The expense of this work will be deducted from the Contractor’s next month payment.

Also, the government may not exercise the next option year if the contractor cannot meet the performance threshold.

Upon successful yearly performance, Contract may be extended up to an additional 4 (four) years.
