This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service (NPS) contemplates award of a firm fixed price (FFP) purchase order as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1424Q0090.
A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2024-05 and are available in full text through Internet access at http://www.acquisition.gov/far/.
This RFQ is posted on SAM.gov’s Contracting Opportunities and is a not set-aside.
The North American Industry Classification System (NAICS) code is 488490 – All Other Support Activities for Transportation. The small business size standard is $18.0 Million. The PSC code is S218 – Housekeeping – Snow Removal.
Description:
Grand Teton National Park (GRTE) requires contracted snow removal services for the Town of Kelly, Wyoming. Snow shall be removed from the paved roads in the Town of Kelly, WY from approximately November 15 – April 15 for the following roads: N. Main Street, E. Third Street, Little School Road & Budge Lane (connected loop), Mill Street, Easy Street, and Shortcut Street.
Snow removal shall be performed by the Contractor in a manner comparable to that of the Wyoming Highway Department of Transportation and in a manner acceptable to the Contracting Officer (CO) and Grand Teton National Park (GRTE). The total distance to be plowed during each occurrence is approximately 1.3 miles. Interested vendors are encouraged to visit the work site to familiarize themselves with distance and conditions.
Required service times 4:00 am to 9:00 pm Monday through Sunday from approximately mid- November to mid-April each year.

Awarded contractor shall independently, and not as an agent of the government, provide all labor, materials, and equipment necessary to provide the required Cattle Guards in accordance with the Specifications section of this solicitation, and additional requirements & terms and conditions.

Evaluation Procedures and Award Selection Process:
This procurement will use Simplified Acquisition Procedures (SAP) in accordance with FAR 13.102-1(2) and FAR 13.106-2(b). Evaluations will be conducted using comparative evaluations with the award being made to the quoter who is determined to be the most suitable (best value) quoter as a result of comparative evaluation procedures.

This order contains four, one-year options.
If multiple quotes are determined to be technically acceptable with all being determined equal, the award will be made to the firm with the lowest price.
To be considered for award a firm shall obtain a Unique Entity Identifier (UEI), have an active registration, and have completed the representations and certifications section in the System for Award Management (SAM) via https://www.sam.gov at the closing date and time of the solicitation; as well as, at the time of award and throughout performance of this requirement.

Quoter shall provide a detailed narrative on how they will meet or exceed the requirements of the Statement of Work, required time frames, and Additional Requirements & Terms and Conditions set forth in this solicitation.
It is the responsibility of the quoter to thoroughly read and submit sufficient information and documentation in their narrative. Information that is missing or unclear may result in the quote not being accepted for evaluation. The contracting officer/contract specialist is the sole authorities on determining a quote package acceptable or not acceptable for evaluation.
Quoter shall not copy the Statement of Work and state the firm can meet the requirement and delivery date.

ADDITIONAL REQUIREMENTS & CONTRACT TERMS AND CONDITIONS
The National Park Service contemplates award of an open market, firm-fixed-price, purchase order as a result of this combined synopsis/solicitation to the vendor.
Contractor shall not bill/invoice for amounts over the awarded/obligated amount for all items delivered.
Undelivered items shall not be billed or invoiced. Contractor shall not be reimbursed for services performed in excess of obligated funding each year.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
