Devils Tower National Monument Solid Waste Removal Contract Scope of Work

Introduction:

Devils Tower National Monument, located in northeastern Wyoming, is home to a distinctive geological formation and a diverse ecosystem. Visitors to the monument can partake in various recreational activities, including hiking, climbing, and sightseeing. As the monument attracts a significant number of visitors each year, managing solid waste is critical to maintaining the natural beauty and ecological integrity of the site. This scope of work outlines the requirements for solid waste collection services at Devils Tower National Monument.

Objective:

The primary objective of this scope of work is to establish a contract for solid waste collection services that align with the National Park Service's mission to preserve and protect natural and cultural resources for future generations. The successful contractor will provide comprehensive solid waste collection services that meet the monument's needs, including timely and efficient collection, recycling, and disposal.

Statement of Work:

Provide for the collection and disposal of six (6) four cubic yard solid waste containers throughout Devils Tower National Monument. Waste containers are located at Belle Fourche River Campground (3), Devils Tower Picnic Area (1), Employee housing area (1), and Maintenance Shop (1).

Background:

Trash in the Park is generated primarily in visitor use and housing areas including one campground, one picnic area, seasonal and permanent housing areas, and the Visitor Center at the base of the Tower. Park staff checks and collects solid waste during custodial rounds from trash cans in public areas located at the visitor center and restroom areas in the Park. All collected trash is transferred to one of the dumpsters at the above listed areas.

Tasks & Supplies:

Contractor shall be responsible for supplying six (6) 4 cubic yard dumpsters. Collection containers shall meet be either dark brown or dark green for the visual standards of park facilities and infrastructure. Dumpsters must have lids that open separately and can be closed during periods of nonuse. Containers must be able to withstand access by wildlife (raccoons and rodents) and inadvertent opening by strong gusts of wind. Vendor shall submit specifications of dumpsters they will provide with their quote. Fee for dumpsters shall be included in the pickup price.

Solid Waste Management – Devils Tower National Monument

Contractor is responsible for removal of all solid waste from all dumpsters located in the park in a proper method. Any loose trash within the immediate area around the container shall be removed at the same time the containers are emptied. Any loose trash or debris that is a result from the dumping process needs to be cleaned up and removed by the contractor, i.e., broken glass, small particles, and colored liquids. Trucks and equipment must be in good operation and maintenance (compliance with WY DOT regulations). Any leaks or spills need to be cleaned up immediately by contractor using a spill kit or absorbent material and be addressed in the quality control plan. Dumpsters shall be placed back on designated pads after each dump.

Collection Schedule:

Contractor shall empty the containers for a total of expected pickup annually of forty (40) based on the following frequency:

One (1) pickup during January One (1) pickup during February One (1) pickup during March One (1) pickup in April Two (2) pickups during May Nine (9) pickups each month for the months of June Nine (9) pickups each month for the months of July Nine (9) pickups each month for the months of August Four (4) pickups during September One (1) pickup during October One (1) pickup during November One (1) pickup during December

Collection times shall be on a designated day Monday – Friday between the hours of 8:00 AM and 4:00 PM (Excluding holidays) and shall be submitted to the contracting officer and park point of contact identified at time of award and prior to performance.

Disposal:

Contractor shall follow all applicable state and federal laws for final disposal of solid waste.

Option:

An additional one (1) dumpster may be required upon request during special events. Required pickup for additional container shall not exceed 5 pickups within a twelve-month period of performance. Park point of contact will notify the contractor at minimum 10 business days prior to arising need. Price shall be the same as quoted for regular pickups. The National Park Service reserves the right to review and amend the scope of work, performance standards, and pricing during the contract period, subject to mutual agreement between the parties and modification to the existing contract.

Pre-work conference:

Shall take place at the beginning of each contract year with COR and contractor representative.

Quality Control Plan:

Shall be submitted prior to start of contract. Plan shall address clean up and disposal of spills and leaks, and address safety standards as required by OSHA regulations.

Customer Service:

Any discrepancies with this service shall be resolved within 48 hours after notification by the park point of contact or contracting officer.

Billing frequency:

Contractor shall invoice monthly and is required to supply the cubic yards collected for the month with the invoice.

Contract Period:

Base Year: July 1, 2024, through June 30, 2025 Option Year 1: July 1, 2025, through June 30, 2026 Option Year 2: July 1, 2026, through June 30, 2027 Option Year 3: July 1, 2027, through June 30, 2028 Option Year 4: July 1, 2028, through June 30, 2029

Starting the contract:

Dumpsters shall be in place a maximum of two weeks after receiving contract and shall be coordinated with park point of contact.

Completing the contract:

Upon completion of the contract all dumpsters shall be removed from the premises within two weeks and shall be coordinated with park point of contact.
