1. What does the finish look like?
a. This requirement is for conservation/preservation only not restoration. The finish should be difficult for one to decern what completed areas of work look like in comparison to what the same or nearby areas looked like prior to the start of the project.
2. Are the methods and means approved by the state?
a. Yes- the project has already undergone compliance.
3. If pieces of the work surface fall off by act of God will the contractor be expected to determine where it came from and reattach it as part of the contract?
a. Such instances will be addressed on a case-by-case basis with the COR and CS. The contractor is responsible for submitting an RFI in the event they feel the outcome of the case will cost the contractor time or money. The contractor shall not perform any work unless they have a bilaterally signed modification or a written authorization exclusively from the CO. If the contractor performs the work without legal authorization from the CO, the contractor shall not be paid and performs the work at their own risk.
4. There is a brick window on the lower left-hand level that is bricked in; several bricks are missing. Is the contractor expected to set new bricks filing in the void?
a. Refer to question one – this is conservation/preservation not restoration. No missing components are to be replaced as part of this requirement.
5. Is repairing gutter and or roof damage part of this requirement?
a. The contractor is responsible for protecting all completed work therefor if there is a leaking gutter or leaking area of the roof, the contractor shall make the repairs necessary as part of the contract to protect all finished work. If leaking water from the gutter and roof damages the finished work, the Government shall place a warranty claim on the 1-year workmanship warranty that is part of this requirement. Such warranty claims will be at no additional cost to the Government.
6. Who wrote the Updated Exterior Stucco Condition Assessment and Treatment Recommendations for Building 38 – Tearney Building at Harpers Ferry National Historical Park Harpers Ferry, WV August 2021?
a. The document was prepared by National Capital Area Architectural Conservator, Courtney Magill.
7. Can scaffolding be attached to the wood deck and wood rail and will the Government require access to the service door to the electrical room on the upper left-hand side of the deck?
a. Nothing can be attached or is permitted to damage wood decking nor the rail system. Any damage resulting from the contractor during execution of work shall be reported to the COR IAW the SOW and will be the responsibility of the contractor to repair, to the satisfaction of the COR, at no additional cost to the Government. Lastly, the Government may require access to the electrical room there for the contractor shall not restrict or hinder entry to the doorway. The Government shall make all efforts to notify and coordinate with the contractor any access to the room, however, should an emergency be determined, the Government must be able to access the doorway without notice.
8. Will water and electric be available for the contractor to use for work?
a. In the event water fixtures and electric fixtures are present within the project limits, the contractor is welcome to use them. In the event that the aforementioned fixtures are not available, the Government may provide access to the utility at a location to be determined. Electrical extension cords will not be permitted to lay outside the work limits of the project. If that is the case, the contractor shall be required to provide their own power.
9. Are restrooms available?
a. There are public restrooms not far from the site that contractors may use. The Government will not provide porta-pots. If the contractor elects to use the public restrooms, they are expected to do so in a respectful and clean manner. In the event complaints are received by the park with regard to the cleanliness of the restrooms, the contractor may have their access revoked.
