Performance Work Statement Repair Burrows Ponds Process Water Supply Leak S.O. Conte Research Laboratory
1. Introduction: The Conte Lab has a requirement to repair a leaking underground supply water line for a burrows pond at the Conte Anadromous Fish Lab facility located at One Migratory Way, Turners Falls, MA 01376.
2. Background: The Conte Lab has a series of 3-8’ deep concrete burrows ponds for fisheries holding and experimentation, referred to as the “upper burrows ponds”. They are supplied by gravity fed water piping originating at the nearby power canal. Each pond has two 6” PVC supply lines, located at opposite corners. The main supply line is a 12” PVC pipe, there are 5-12”x6” tees with 6” butterfly valves and, at the end of the supply pipe, one 12”x6” reducer, then a 6” 90 and a 6” butterfly valve. It has been determined that a significant water leak is present at this last fitting and valve connection.
3. Scope of Work: This project involves excavation and repair of the leak, backfilling and compacting the excavation and resurfacing the area. The scope of the repair is impossible to determine until the area is uncovered.
Because the extent of the repairs cannot be reasonable estimated the Government anticipates a portion of this contract will be a time-and-materials and a firm-fixed price contract will be awarded for this work. Vendors must specify in their quotes fixed hourly rates that include wages, overhead, general and administrative expenses, and profit for each labor category proposed.
Applicable Documents: All persons performing excavation work will be licensed in the state of Massachusetts. Bidder must show proof of capability to complete project to be considered for contract award. · Backfill using material from excavation if suitable, provide new material as needed. Backfill in 12” lifts and compact by mechanical means between lifts.
· Patch asphalt pavement with hot mix asphalt (HMA). If HMA is out of season and not available locally the excavated area shall be backfilled to grade of existing asphalt and paved when material becomes available.
· Provide construction fencing preventing access to excavation and install whenever site is unattended.
· If the scope of the repair is determined to be beyond a routine repair and involve extensive structural repairs or large-scale replacement of piping or components, or project is delayed for any other reasons such as availability of parts, weather related delays or any other unforeseen circumstances the contractor shall provide steel plates to cover excavated area.
