PROJECT TITLE:

Replace Swamp Deck

SECTION C. PERFORMANCE WORK STATEMENT

C.1. INTRODUCTION

The Wetland and Aquatic Research Center (WARC) is located and enclosed within a fenced in area consisting of approximately 19 acres of University of Lafayette Louisiana (ULL) property with a total of 107,361 SQ FT of building space. The WARC requires the replacement of the center’s swamp deck boards with 2350 sq ft of new composite deck boards.

C.2. BACKGROUND

The Swamp deck boards are original to the building and is aging dramatically and becoming unsafe. The deck area is a center piece of the center, and personnel use it daily for many activities.

C.3. SCOPE

Requirement involves removing the existing swamp deck boards and installing 2350 sq ft of new composite deck boards. Check all handrails.

C.4. TECHNICAL REQUIREMENTS AND DELIVERABLES

C.4.1. Labor and materials to replace all deck boards.

C.4.2. Remove current deck boards.

C.4.3. Install 2350 sq ft of new deck composite boards.

C.4.4. Check all hand railing around the deck.

C.4.5. Remove all trash and old deck boards off site.

C.4.6. Changes/Clarifications: All work must be completed as shown in the contract documents. “No cost” change orders shall be submitted in writing to the Contacting Officer (CO) detailing why the work cannot be completed as shown and suggesting corrective action(s) by the contractor. The CO shall provide written consent to the proposed changes before the contractor may proceed with the changed work. The Contacting Officer’s approval must be received before commencing work which will alter the price, scope or terms of the contract.

C.4.7. Special Conditions: The work completed under these specifications shall be on the highest professional quality and craftsmanship. All materials furnished herein shall be complete and in compliance with manufacturer’s recommendations and designs. Contractor shall supply all components of the specified materials utilized as recommended by the manufacturer, whether specifically designated in these specifications or not.

C.4.8. The Contractor is responsible for compliance with all Federal, State, and Local Safety codes that are applicable to hazard material, electrical and fire codes. If there are any conflict between these specifications and codes, the stringent requirement shall apply.

C.4.9. Disposal and Transporting of Debris and Material: All materials and construction debris shall be removed from the work area and placed in an approved dumpster or removed from the site by the contractor on a daily basis.

C.4.10. Materials and Tools: The COR shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment. Storage and security of materials and equipment as required for the performance of the contract requirements are the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the COR, at no additional cost to the Government.

C.4.11. Contractor Smoking Regulations: There shall be no smoking in any buildings at any time; smoking is permitted in designated smoking areas only.

C.4.12. All work must be performed during normal business hours, Monday-Friday 7:00 am to 4:00 pm. No weekend work may be performed unless authorized by COR. No work may be performed on Federal holidays without exception.

C.4.13. All material and equipment are to be provided by the contractor. No tools, equipment or manpower will be provided by the facility. No government employees will assist contractor with unloading, installation or positioning of materials or equipment. Equipment may be stored in gated area surrounding job site during the period of performance, but the facility assumes no liability against loss or theft.

5.5.4 Special Considerations

The contractor must be able to complete renovations with little disruption to workers. The contractor must coordinate work directly with the USGS staff at the Wetland and Aquatic Research Center. The contractor must comply with all OSHA standards during all phases of the contract. Contract must have a valid Louisiana Contractor’s License.
