PROJECT MANAGEMENT AND COORDINATION 013100 - 2
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary
Conditions and other Division 01 Specification Sections, apply to this Section.
1.2 SUMMARY
A. Section includes administrative provisions for coordinating construction operations on Project, including, but not limited to, the following:
1. General coordination procedures.
2. Coordination drawings.
3. RFIs.
4. Digital project management procedures.
5. Project meetings.
B. Related Requirements:
1. Section 013200 "Construction Progress Documentation" for preparing and submitting
Contractor's construction schedule.
2. Section 017123 "Field Engineering_Survey" for procedures for coordinating general installation and field-engineering services, including establishment of benchmarks and control points.
3. Section 017700 "Closeout Procedures" for coordinating closeout of the Contract.
1.3 DEFINITIONS
A. RFI: Request for Information. Request from Owner or Contractor seeking information required by or clarifications of the Contract Documents.
1.4 INFORMATIONAL SUBMITTALS
A. Subcontract List: Prepare a written summary identifying individuals or firms proposed for each portion of the Work, including those who are to furnish products or equipment fabricated to a special design. Include the following information in tabular form:
1. Name, address, telephone number, and email address of entity performing subcontract or supplying products.
2. Number and title of related Specification Section(s) covered by subcontract.
3. Drawing number and detail references, as appropriate, covered by subcontract.
B. Key Personnel Names: Within 7 days of starting construction operations, submit a list of key personnel assignments, including superintendent and other personnel in attendance at Project site. Identify individuals and their duties and responsibilities; list addresses, cellular telephone numbers, and e-mail addresses. Provide names, addresses, and telephone numbers of individuals assigned as alternates in the absence of individuals assigned to Project.

1. Post copies of this list in Project meeting room and/or temporary field office. Keep list current at all times.
1.5 GENERAL COORDINATION PROCEDURES
A. Coordination: Coordinate construction operations included in different Sections of the
Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations included in different Sections that depend on each other for proper installation, connection, and operation.
1. Schedule construction operations in sequence required to obtain the best results, where installation of one part of the Work depends on installation of other components, before or after its own installation.
2. Coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair.
3. Make adequate provisions to accommodate items scheduled for later installation.
B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.
1. Prepare similar memoranda for Owner and separate contractors if coordination of their
Work is required.
1.6 COORDINATION DRAWINGS
1.7 REQUEST FOR INFORMATION (RFI)
A. General: Immediately on discovery of the need for additional information, clarification, or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI in the form specified.
1. The Engineer will return without response those RFIs submitted to the Engineer by other entities controlled by Contractor.
2. Coordinate and submit RFIs in a prompt manner to avoid delays in Contractor's work or work of subcontractors.
B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:
1. Project name.
2. Owner name.
3. Owner's Project number.
4. Name of the Engineer
5. The Engineer's Project number.
6. Date.
7. Name of Contractor.
8. RFI number, numbered sequentially.

9. RFI subject.
10. Specification Section number and title and related paragraphs, as appropriate.
11. Drawing number and detail references, as appropriate.
12. Field dimensions and conditions, as appropriate.
13. Contractor's suggested resolution. If Contractor's suggested resolution impacts the
Contract Time or the Contract Sum, Contractor shall state impact in the RFI.
14. Contractor's signature.
15. Attachments: Include sketches, descriptions, measurements, photos, Product Data, Shop
Drawings, coordination drawings, and other information necessary to fully describe items needing interpretation.
a. Include dimensions, thicknesses, structural grid references, and details of affected materials, assemblies, and attachments on attached sketches.
C. RFI Forms: [AIA Document G716] [Form bound in Project Manual] [Software-generated form with substantially the same content as indicated above, acceptable to the Engineer].
1. Attachments shall be electronic files in PDF format.
D. The Engineer's Action: The Engineer will review each RFI, determine action required, and respond. Allow three working days for the Engineer's response for each RFI. RFIs received by the Engineer after 1:00 p.m. will be considered as received the following working day.
1. The following Contractor-generated RFIs will be returned without action:
a. Requests for approval of submittals.
b. Requests for approval of substitutions.
c. Requests for approval of Contractor's means and methods.
d. Requests for coordination information already indicated in the Contract
Documents.
e. Requests for adjustments in the Contract Time or the Contract Sum.
f. Requests for interpretation of the Engineer's actions on submittals.
g. Incomplete RFIs or inaccurately prepared RFIs.
2. The Engineer's action may include a request for additional information, in which case
The Engineer's time for response will date from time of receipt by the Engineer of additional information.
3. The Engineer's action on RFIs that may result in a change to the Contract Time or the
Contract Sum may be eligible for Contractor to submit Change Proposal according to
Section 012600 "Contract Modification Procedures."
a. If Contractor believes the RFI response warrants change in the Contract Time or the Contract Sum, notify the Engineer in writing within 5 days of receipt of the
RFI response.
E. RFI Log: Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number.
Submit the log weekly with not less than the following:
1. Project name.
2. Name and address of Contractor.
3. Name and address of the Engineer.

4. RFI number, including RFIs that were returned without action or withdrawn.
5. RFI description.
6. Date the RFI was submitted.
7. Date the Engineer's response was received.
8. Identification of related Minor Change in the Work, Construction Change Directive, and
Proposal Request, as appropriate.
9. Identification of related Field Order, Work Change Directive, and Proposal Request, as appropriate.
F. On receipt of the Engineer's action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify the Engineer within 3 days if
Contractor disagrees with response.
1.8 DIGITAL PROJECT MANAGEMENT PROCEDURES
A. Use of the Engineer's Digital Data Files: Digital data files of the Engineer's CAD drawings will be provided by the Engineer for Contractor's use during construction.
1. Digital data files may be used by Contractor in preparing Shop Drawings and Project
Record Drawings.
2. The Engineer makes no representations as to the accuracy or completeness of digital data files as they relate to Contract Drawings.
3. Digital Drawing Software Program: Contract Drawings are available in AutoCad.
4. Contractor shall execute a data licensing agreement.
a. Subcontractors and other parties granted access by Contractor to the Engineer's digital data files shall execute a data licensing agreement.
B. PDF Document Preparation: Where PDFs are required to be submitted to the Engineer, prepare as follows:
1. Assemble complete submittal package into a single indexed file, incorporating submittal requirements of a single Specification Section and transmittal form with links enabling navigation to each item.
2. Name file with submittal number or other unique identifier, including revision identifier.
3. Certifications: Where digitally submitted certificates and certifications are required, provide a digital signature with digital certificate on where indicated.
1.9 PROJECT MEETINGS
A. General: Schedule and conduct meetings and conferences at Project site unless otherwise indicated.
1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Owner and the Engineer of scheduled meeting dates and times a minimum of seven days prior to meeting.
2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.

3. Minutes: Entity responsible for conducting the meeting will record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including Owner and The Engineer, within three days of the meeting.
B. Preconstruction Conference: The Engineer will schedule and conduct a preconstruction conference before starting construction, at a time convenient to Owner and the Engineer, but no later than 15 days after execution of the Agreement.
1. Attendees: Authorized representatives of Owner, the Engineer, and their consultants;
Contractor and its superintendent; major subcontractors; suppliers; and other concerned parties shall attend the conference. Participants at the conference shall be familiar with
Project and authorized to conclude matters relating to the Work.
2. Agenda: Discuss items of significance that could affect progress, including the following:
a. Responsibilities and personnel assignments.
b. Tentative construction schedule.
c. Phasing.
d. Critical work sequencing and long lead items.
e. Designation of key personnel and their duties.
f. Lines of communications.
g. Procedures for processing field decisions and Change Orders.
h. Procedures for RFIs.
i. Procedures for testing and inspecting.
j. Procedures for processing Applications for Payment.
k. Distribution of the Contract Documents.
l. Submittal procedures.
m. Preparation of Record Documents.
n. Use of the premises
o. Work restrictions.
p. Working hours.
q. Owner's occupancy requirements.
r. Responsibility for temporary facilities and controls.
s. Construction waste management and recycling.
t. Parking availability.
u. Office, work, and storage areas.
v. Equipment deliveries and priorities.
w. First aid.
x. Security.
y. Progress cleaning.
3. Minutes: Entity responsible for conducting meeting will record and distribute meeting minutes.
C. Project Closeout Conference: Schedule and conduct a project closeout conference, at a time convenient to Owner and The Engineer, but no later than 30 days prior to the scheduled date of
Substantial Completion.
1. Conduct the conference to review requirements and responsibilities related to Project closeout.
2. Attendees: Authorized representatives of Owner, the Engineer; Contractor and its superintendent; major subcontractors; suppliers; and other concerned parties shall attend

the meeting. Participants at the meeting shall be familiar with Project and authorized to conclude matters relating to the Work.
3. Agenda: Discuss items of significance that could affect or delay Project closeout, including the following:
a. Preparation of Record Documents.
b. Procedures required prior to inspection for Substantial Completion and for final inspection for acceptance.
c. Procedures for completing and archiving web-based Project software site data files.
d. Submittal of written warranties.
e. Preparation of Contractor's punch list.
f. Procedures for processing Applications for Payment at Substantial Completion and for final payment.
g. Submittal procedures.
h. Responsibility for removing temporary facilities and controls.
4. Minutes: Entity conducting meeting will record and distribute meeting minutes.
D. Progress Meetings: Conduct progress meetings at biweekly intervals.
1. Attendees: In addition to representatives of Owner, and the Engineer, each contractor, subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings. All participants at the meeting shall be familiar with Project and authorized to conclude matters relating to the Work.
2. Agenda: Review and correct or approve minutes of previous progress meeting. Review other items of significance that could affect progress. Include topics for discussion as appropriate to status of Project.
a. Contractor's Construction Schedule: Review progress since the last meeting.
Determine whether each activity is on time, ahead of schedule, or behind schedule, in relation to Contractor's construction schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Time.
1) Review schedule for next period.
b. Review present and future needs of each entity present, including the following:
1) Interface requirements.
2) Sequence of operations.
3) Status of submittals.
4) Deliveries.
5) Off-site fabrication.
6) Access.
7) Site use.
8) Temporary facilities and controls.
9) Quality and work standards.
10) Status of correction of deficient items.

12) Status of RFIs.
13) Status of Proposal Requests.

3. Minutes: Entity responsible for conducting the meeting will record and distribute the meeting minutes to each party present and to parties requiring information.
a. Schedule Updating: Revise Contractor's construction schedule after each progress meeting, where revisions to the schedule have been made or recognized. Issue revised schedule concurrently with the report of each meeting.

SECTION 013200 – CONSTRUCTION PROGRESS DOCUMENTATION
PART 1 - GENERAL
3.1 SUMMARY
A. Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:
1. Startup construction schedule.
2. Contractor's Construction Schedule.
3. Construction schedule updating reports.
4. Daily construction reports.
5. Material location reports.
6. Site condition reports.
7. Unusual event reports.
B. Related Requirements:
1. Section 013200 "Project Management and Coordination" for administrative provisions for coordinating construction operations on Project.

3.2 DEFINITIONS
A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction Project. Activities included in a construction schedule consume time and resources.
1. Critical Activity: An activity on the critical path that must start and finish on the planned early start and finish times.
2. Predecessor Activity: An activity that precedes another activity in the network.
3. Successor Activity: An activity that follows another activity in the network.
B. Cost Loading: The allocation of the schedule of values for completing an activity as scheduled.
The sum of costs for all activities must equal the total Contract Sum.
C. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine the critical path of Project and when activities can be performed.
D. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.
E. Event: The starting or ending point of an activity.
F. Float: The measure of leeway in starting and completing an activity.
1. Float time is not for the exclusive use or benefit of either Owner or Contractor, but is a jointly owned, expiring Project resource available to both parties as needed to meet schedule milestones and Contract completion date.
2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.
3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.
G. Resource Loading: The allocation of labor and equipment necessary for completing an activity as scheduled.
3.3 INFORMATIONAL SUBMITTALS
A. Format for Submittals: Submit required submittals in the following format:
1. Working electronic copy of schedule file.
2. PDF file.
B. Contractor's Construction Schedule: Initial schedule, of size required to display entire schedule for entire construction period.
C. CPM Reports: Concurrent with CPM schedule, submit each of the following reports. Format for each activity in reports to contain activity number, activity description, cost and resource loading, original duration, remaining duration, early start date, early finish date, late start date, late finish date, and total float in calendar days.

1. Activity Report: List of activities sorted by activity number and then early start date, or actual start date if known.
2. Logic Report: List of preceding and succeeding activities for each activity, sorted in ascending order by activity number and then by early start date, or actual start date if known.
3. Total Float Report: List of activities sorted in ascending order of total float.
D. Construction Schedule Updating Reports: Submit with Applications for Payment.
E. Daily Construction Reports: Submit at weekly intervals.
F. Material Location Reports: Submit at weekly intervals.
G. Site Condition Reports: Submit at time of discovery of differing conditions.
H. Unusual Event Reports: Submit at time of unusual event.
3.4 COORDINATION
A. Coordinate Contractor's Construction Schedule with the schedule of values, submittal schedule, progress reports, payment requests, and other required schedules and reports.
1. Secure time commitments for performing critical elements of the Work from entities involved.
2. Coordinate each construction activity in the network with other activities, and schedule them in proper sequence.
3.5 CONTRACTOR'S CONSTRUCTION SCHEDULE
A. Computer Scheduling Software: Prepare schedules using current version of a program that has been developed specifically to manage construction schedules.
B. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final
Completion.
1. Contract completion date to not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by Change Order.
C. Activities: Treat major construction component as a separate numbered activity for each main element of the Work. Comply with the following:
1. Activity Duration: Define activities so no activity is longer than 20 days, unless specifically allowed by the Engineer.
2. Procurement Activities: Include procurement process activities for the following long lead-time items and major items, requiring a cycle of more than 60 days, as separate activities in schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.

3. Submittal Review Time: Include review and resubmittal times indicated in
Section 013300 "Submittal Procedures" in schedule. Coordinate submittal review times in Contractor's Construction Schedule with submittal schedule.
4. Substantial Completion: Indicate completion in advance of date established for
Substantial Completion, and allow time for the Engineer’s administrative procedures necessary for certification of Substantial Completion.
5. Punch List and Final Completion: Include not more than 30 days for completion of punch list items and Final Completion.
D. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.
1. Phasing: Arrange list of activities on schedule by phase.
2. Products Ordered in Advance: Include a separate activity for each product. Include delivery date indicated in Section 011000 "Summary." Delivery dates indicated stipulate the earliest possible delivery date.
3. Work Restrictions: Show the effect of the following items on the schedule:
a. Coordination with existing construction.
b. Seasonal variations.
c. Environmental control.
4. Work Stages: Indicate important stages of construction for each major portion of the
Work, including, but not limited to, the following:
a. Site Clearing and Demolition
b. Excavation and Dewatering
c. Micropile installation
d. Substructure Construction
e. Structural Steel Installation
f. Deck Construction
E. Milestones: Include milestones indicated in the Contract Documents in schedule, including, but not limited to, the Notice to Proceed, Substantial Completion, and Final Completion.
F. Upcoming Work Summary: Prepare summary report indicating activities scheduled to occur or commence prior to submittal of next schedule update. Summarize the following issues:
1. Unresolved issues.
2. Unanswered Requests for Information.
3. Rejected or unreturned submittals.
4. Notations on returned submittals.
5. Pending modifications affecting the Work and the Contract Time.
G. Contractor's Construction Schedule Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule 2 days before each regularly scheduled progress meeting.
1. Revise schedule immediately after each meeting or other activity where revisions have been recognized or made. Issue updated schedule concurrently with the report of each such meeting.

2. Include a report with updated schedule that indicates every change, including, but not limited to, changes in logic, durations, actual starts and finishes, and activity durations.
3. As the Work progresses, indicate Final Completion percentage for each activity.
H. Recovery Schedule: When periodic update indicates the Work is or more calendar days behind the current approved schedule, submit a separate recovery schedule indicating means by which
Contractor intends to regain compliance with the schedule. Indicate changes to working hours, working days, crew sizes, equipment required to achieve compliance, and date by which recovery will be accomplished.
I. Distribution: Distribute copies of approved schedule to the Engineer, Owner, separate contractors, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.
1. Post copies in Project meeting rooms and temporary field offices.
2. When revisions are made, distribute updated schedules to the same parties and post in the same locations. Delete parties from distribution when they have completed their assigned portion of the Work and are no longer involved in performance of construction activities.
3.6 STARTUP CONSTRUCTION SCHEDULE
A. Gantt-Chart Schedule: Submit startup, horizontal, Gantt-chart-type construction schedule within
7 days of date established for the Notice to Proceed.
B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line. Outline significant construction activities for first 30 days of construction. Include skeleton diagram for the remainder of the Work and a cash requirement prediction based on indicated activities.
3.7 REPORTS
A. Daily Construction Reports: Prepare a daily construction report recording the following information concerning events at Project site:
1. List of subcontractors at Project site.
2. List of separate contractors at Project site.
3. Approximate count of personnel at Project site.
4. Equipment at Project site.
5. Material deliveries.
6. High and low temperatures and general weather conditions, including presence of rain or snow.
7. Testing and inspection.
8. Accidents.
9. Meetings and significant decisions.
10. Unusual events.
11. Stoppages, delays, shortages, and losses.
12. Emergency procedures.
13. Change Orders received and implemented.
14. Construction Change Directives received and implemented.

15. Substantial Completions authorized.
B. Material Location Reports: At weekly intervals, prepare and submit a comprehensive list of materials delivered to and stored at Project site. List to be cumulative, showing materials previously reported plus items recently delivered. Include with list a statement of progress on and delivery dates for materials or items of equipment fabricated or stored away from Project site. Indicate the following categories for stored materials:
1. Material stored prior to previous report and remaining in storage.
2. Material stored prior to previous report and since removed from storage and installed.
3. Material stored following previous report and remaining in storage.
C. Site Condition Reports: Immediately on discovery of a difference between site conditions and the Contract Documents, prepare and submit a detailed report. Submit with a Request for
Information. Include a detailed description of the differing conditions, together with recommendations for changing the Contract Documents.
D. Unusual Event Reports: When an event of an unusual and significant nature occurs at Project site, whether or not related directly to the Work, prepare and submit a special report. List chain of events, persons participating, responses by Contractor's personnel, evaluation of results or effects, and similar pertinent information. Advise Owner in advance when these events are known or predictable.
1. Submit unusual event reports directly to Owner within 2 days of an occurrence.
Distribute copies of report to parties affected by the occurrence.
PART 4 - PRODUCTS (Not Used)

FIELD ENGINEERING
PART 1 GENERAL
1.01 QUALITY ASSURANCE
A. Employ an independent Land Surveyor, licensed to practice in the State of Vermont, for the duration of the Work, to certify the accuracy of the survey work.
1. The word "independent" as used above means a person not in the regular employment of the Contractor or having any vested interest in the Contractor's business.
1.02 SUBMITTALS

A. Submit the name, address, telephone number, and registration number of the Land
Surveyor before starting the survey work.
B. On request, submit documentation verifying accuracy of survey work.
C. Upon completion of the Work, submit a certificate signed and sealed by the Land
Surveyor, stating that the elevations and locations of the Work are in conformance with the Contract Documents.
1.03 PROJECT RECORD DOCUMENTS
A. Maintain a complete and accurate log of control and survey work as it progresses.
B. Record location data for control points in sketch form and turn over 6 copies of sketches and computations to the Owner's Representative.
1.04 TOOLS, EQUIPMENT, AND MATERIALS
A. Furnish all tools, equipment, and materials required to perform the work of this Sec-tion.
1.05 EXAMINATION
A. Verify locations of control points prior to starting work.
B. Promptly notify Owner's Representative of any discrepancies discovered.
1.06 CONTROL POINTS
A. Control datum for survey is indicated on the Drawings.
B. Protect control points prior to starting site work; preserve control points during con-struction.
C. Promptly report to Owner's Representative the loss or destruction of any control point or relocation required because of changes in grades or other reasons.
D. Replace dislocated control points based on original survey control. Make no changes without prior written notice to the Owner's Representative.
1.07 ESTABLISHING CONTROL POINTS
A. Prior to clearing or earthwork operations, install permanent survey markers at the coordinate locations shown on the drawings. Establish and record the exact coordinates of these markers to within one one-hundredth of a foot horizontally.
B. Reference coordinates and elevations to the horizontal and vertical datum provided for this contract.
C. Locate each permanent survey marker from at least 3 points of permanent reference.

1.08 SURVEY REQUIREMENTS
A. Utilize recognized engineering survey practices.
B. Establish a minimum of two permanent survey markers to be used as benchmarks for vertical control on the Site where indicated on the Drawings and referenced to established control points. Record locations, with horizontal and vertical data to within one one-hundredth of a foot, on Project Record Documents.
C. Establish elevations, lines and levels. Locate and lay out by instrumentation and simi-lar appropriate means:
1. Site improvements including pavements; stakes for grading, fill and top-soil placement; utility locations, slopes, and invert elevations.
2. Grid or axis for structures.
3. Building foundation, column locations, ground floor elevations.
D. Verify disturbed layouts by same means.
1.09 FIELD ENGINEERING FOR GENERAL EARTHWORK
A. Provide not less than one stake for each 2,500 square feet where rough and finished grades are flatter than one foot of rise per 10 feet of run.
B. Provide not less than one stake for each 2,000 square feet where rough and finished grades are greater than one foot of rise per 10 feet of run but less than one foot of rise per
4 feet of run.
C. Provide not less than one stake for each 1,000 square feet where rough and finished grades are greater than one foot of rise per 4 feet of run.
D. Provide stakes spaced not more than 50 feet apart along centerline of ditches and swales. Provide additional stakes at right angles to centerline, and opposite each center-line stake, to mark bottom and top of slopes.
E. Mark each stake with the correct finished grade elevation and the appropriate cut or fill at that stake.
1.10 FIELD ENGINEERING FOR ROADWAYS AND PAVING WORK
A. Place two offset stakes at each centerline station (50 foot intervals) and at tangent points, radius points, abrupt changes in grade, super-elevation, and other locations neces-sary to maintain layout and grade control.
B. Mark each stake with the correct centerline station number, description, offset and cut or fill.
C. Restore faded or illegible markings.
D. Provide pins and hubs directly adjacent to the Work at a spacing of 25 feet. Mark pins and affix string lines to provide adequate horizontal and vertical control for paving work.

E. For points of curve and tangent points provide identifying markings at the outside edge of each lane.

SECTION 017700 – CLOSEOUT PROCEDURES
PART 6 - GENERAL
6.1 SUMMARY
A. Section includes administrative and procedural requirements for Contract closeout, including, but not limited to, the following:
1. Substantial Completion procedures.
2. Final Completion procedures.
3. List of incomplete items.
4. Submittal of Project warranties.
5. Final cleaning.
B. Related Requirements:

6.2 DEFINITIONS

6.3 ACTION SUBMITTALS

6.4 CLOSEOUT SUBMITTALS

6.5 SUBSTANTIAL COMPLETION PROCEDURES
A. Contractor's List of Incomplete Items: Prepare and submit a list of items to be completed and corrected (Contractor's "punch list"), indicating the value of each item on the list and reasons why the Work is incomplete.
B. Submittals Prior to Substantial Completion: Complete the following a minimum of 10 days prior to requesting inspection for determining date of Substantial Completion. List items below that are incomplete at time of request.
1. Submit closeout submittals specified in other Division 01 Sections, including Project
Record Documents, property surveys, and similar final record information.
2. Submit changeover information related to Owner's occupancy, use, operation, and maintenance.
C. Procedures Prior to Substantial Completion: Complete the following a minimum of 10 days prior to requesting inspection for determining date of Substantial Completion. List items below that are incomplete at time of request.
1. Advise Owner of pending insurance changeover requirements.
2. Terminate and remove temporary facilities from Project site, along with mockups, construction tools, and similar elements.
3. Complete final cleaning requirements.
D. Inspection: Submit a written request for inspection to determine Substantial Completion a minimum of 10 days prior to date the Work will be completed and ready for final inspection and tests. On receipt of request, the Engineer will either proceed with inspection or notify
Contractor of unfulfilled requirements. The Engineer will prepare the Certificate of Substantial
Completion after inspection or will notify Contractor of items, either on Contractor's list or additional items identified by the Engineer, that must be completed or corrected before certificate will be issued.
1. Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
2. Results of completed inspection will form the basis of requirements for Final
Completion.
6.6 FINAL COMPLETION PROCEDURES
A. Submittals Prior to Final Completion: Before requesting final inspection for determining Final
Completion, complete the following:

1. Submit a final Application for Payment in accordance with Section 012900 "Payment
Procedures."
2. Certified List of Incomplete Items: Submit certified copy of The engineer's Substantial
Completion inspection list of items to be completed or corrected (punch list), endorsed and dated by the Engineer. Certified copy of the list will state that each item has been completed or otherwise resolved for acceptance.
3. Submit Final Completion photographic documentation.
B. Inspection: Submit a written request for final inspection to determine acceptance a minimum of
10 days prior to date the Work will be completed and ready for final inspection and tests. On receipt of request, the Engineer and Construction Manager will either proceed with inspection or notify Contractor of unfulfilled requirements. The Engineer will prepare a final Certificate for Payment after inspection or will notify Contractor of construction that must be completed or corrected before certificate will be issued.
1. Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
6.7 LIST OF INCOMPLETE ITEMS
A. Organization of List: Include name and identification of each space and area affected by construction operations for incomplete items and items needing correction including, if necessary, areas disturbed by Contractor that are outside the limits of construction.
1. Organize items applying to each space by major payment item.
2. Include the following information at the top of each page:
a. Project name.
b. Date.
c. Name of the Engineer and Construction Manager.
d. Name of Contractor.
e. Page number.
3. Submit list of incomplete items in the following format:
a. PDF Electronic File: the engineer, through Construction Manager, will return annotated file.
6.8 SUBMITTAL OF PROJECT WARRANTIES
A. Time of Submittal: Submit written warranties on request of the engineer for designated portions of the Work where warranties are indicated to commence on dates other than date of Substantial
Completion, or when delay in submittal of warranties might limit Owner's rights under warranty.
B. Organize warranty documents into an orderly sequence based on the table of contents of Project
Manual.

8.1 FINAL CLEANING
A. General: Perform final site cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.
B. Construction Waste Disposal: Comply with waste-disposal requirements in [Section 015000
"Temporary Facilities and Controls."] [Section 017419 "Construction Waste
Management and Disposal."]
8.2 CORRECTION OF THE WORK
A. Complete repair and restoration operations required by "Correction of the Work" Article in
Section 017300 "Execution" before requesting inspection for determination of Substantial
Completion.

SECTION 024116 - STRUCTURE DEMOLITION
PART 9 - GENERAL
9.1 SUMMARY
A. Section Includes:
1. Demolition and removal of existing structures.
2. Salvaging items for reuse by Owner.
B. Related Requirements:
1. Section 011000 "Summary" for use of the premises and phasing requirements.
2. Section 311000 "Site Clearing" for site clearing and removal of above- and below-grade site improvements not part of bridge demolition.

9.2 DEFINITIONS
A. Remove: Detach items from existing construction and dispose of them off-site unless indicated to be salvaged.
B. Remove and Salvage: Detach items from existing construction, in a manner to prevent damage, and deliver to USFW for reuse.
9.3 MATERIALS OWNERSHIP
A. Unless otherwise indicated, demolition waste becomes property of Contractor.
9.4 INFORMATIONAL SUBMITTALS
A. Proposed Protection Measures: Submit report, including Drawings, that indicates the measures proposed for protecting individuals, for environmental protection, for dust control and, for noise control. Indicate proposed locations and construction of barriers.
B. Schedule of Structure Demolition Activities: Indicate the following:
1. Detailed sequence of demolition work, with starting and ending dates for each activity.
C. Pre-demolition Photographs or Video: Show existing conditions of adjoining construction and site improvements, including finish surfaces, that might be misconstrued as damage caused by salvage and demolition operations. Comply with Section 013233 "Photographic
Documentation." Submit before the Work begins.
9.5 CLOSEOUT SUBMITTALS
A. Inventory: Submit a list of items that have been removed and salvaged.
9.6 FIELD CONDITIONS
A. Conditions existing at time of inspection for bidding purpose will be maintained by Owner as far as practical.
B. Hazardous Materials: It is not expected that hazardous materials will be encountered in the
Work.
1. Hazardous materials will be removed by Owner before start of the Work.
2. If materials suspected of containing hazardous materials are encountered, do not disturb;
immediately notify Architect and Owner. Hazardous materials will be removed by Owner under a separate contract.

PART 10 - PRODUCTS
10.1 PERFORMANCE REQUIREMENTS
A. Regulatory Requirements: Comply with governing EPA notification regulations before beginning demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.
B. Standards: Comply with ANSI/ASSP A10.6 and NFPA 241.
10.2 SOIL MATERIALS
A. Satisfactory Soils: Comply with requirements in Section 312000 "Earth Moving."
PART 11 - EXECUTION
11.1 EXAMINATION
A. Review Project Record Documents of existing construction or other existing condition and hazardous material information provided by Owner. Owner does not guarantee that existing conditions are same as those indicated in Project Record Documents.
B. Inventory and record the condition of items to be removed and salvaged.
11.2 PREPARATION
A. Salvaged Items: Comply with the following:
1. Clean salvaged items of dirt and demolition debris.
2. Store items in a secure area until delivery to Owner.
3. Transport items to storage area determined by Preserve Staff.
4. Protect items from damage during transport and storage.
11.3 PROTECTION
A. Existing Facilities: Protect adjacent roadways during demolition operations.
B. Remove temporary barriers and protections where hazards no longer exist. Where open excavations or other hazardous conditions remain, leave temporary barriers and protections in place.
11.4 DEMOLITION, GENERAL
A. General: Demolish indicated structure completely. Use methods required to complete the Work within limitations of governing regulations and as follows:

1. Do not use cutting torches until work area is cleared of flammable materials. Maintain portable fire-suppression devices during flame-cutting operations.
2. Use water mist and other suitable methods to limit spread of dust and dirt. Comply with governing environmental-protection regulations. If retaining "Explosives" Paragraph below, delete "Demolition by Explosives" Article.
B. Explosives: Use of explosives is not permitted.
11.5 DEMOLITION BY MECHANICAL MEANS
A. Salvage: Items to be removed and salvaged are indicated below:
1. Steel beams and diaphragms
B. Substructures: Remove and dispose of precast concrete units of which the abutments are comprised. Retain one of three "Existing Utilities" paragraphs below. Coordinate with other
Sections. Revise to suit Project.
11.6 SITE RESTORATION
A. Below-Grade Areas: Rough grade below-grade areas ready for further excavation or new construction.
11.7 DISPOSAL OF DEMOLISHED MATERIALS
A. Remove demolition waste materials from Project site
1. Do not allow demolished materials to accumulate on-site.
2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.
B. Do not burn demolished materials.
11.8 CLEANING
A. Clean roadways of debris caused by debris transport.

12.3 DEFINITIONS
A. Form-Facing Material: Temporary structure or mold for the support of concrete while the concrete is setting and gaining sufficient strength to be self-supporting.
B. Formwork: The total system of support of freshly placed concrete, including the mold or sheathing that contacts the concrete, as well as supporting members, hardware, and necessary bracing.
12.4 ACTION SUBMITTALS

12.6 QUALITY ASSURANCE
A. Testing and Inspection Agency Qualifications: An independent agency, acceptable to USFW, qualified in accordance with ASTM C1077 and ASTM E329 for testing indicated.
12.7 DELIVERY, STORAGE, AND HANDLING
A. Insulating Concrete Forms: Store forms off ground and under cover to protect from moisture, sunlight, dirt, oil, and other contaminants.
B. Waterstops: Store waterstops under cover to protect from moisture, sunlight, dirt, oil, and other contaminants.
PART 13 - PRODUCTS
13.1 PERFORMANCE REQUIREMENTS
A. Concrete Formwork: Design, engineer, erect, shore, brace, and maintain formwork, shores, and reshores in accordance with ACI 301 (ACI 301M), to support vertical, lateral, static, and dynamic loads, and construction loads that might be applied, until structure can support such loads, so that resulting concrete conforms to the required shapes, lines, and dimensions.
1. Design wood panel forms in accordance with APA's "Concrete Forming
Design/Construction Guide."
2. Design formwork to limit deflection of form-facing material to 1/240 of center-to-center spacing of supports.
B. Design, engineer, erect, shore, brace, and maintain insulating concrete forms in accordance with
ACI 301 (ACI 301M), to support vertical, lateral, static, and dynamic loads, and construction loads that might be applied, until structure can support such loads, so that resulting concrete conforms to the required shapes, lines, and dimensions.

13.2 FORM-FACING MATERIALS
A. As-Cast Surface Form-Facing Material:
1. Provide continuous, true, and smooth concrete surfaces.
2. Furnish in largest practicable sizes to minimize number of joints.
3. Acceptable Materials: As required to comply with Surface Finish designations specified in Section 033000 "Cast-In-Place Concrete, and as follows:
a. Plywood, metal, or other approved panel materials.
b. Exterior-grade plywood panels, suitable for concrete forms, complying with
DOC PS 1, and as follows:
1) APA MDO (medium-density overlay); mill-release agent treated and edge sealed. Or:
2) APA Structural 1 Plyform, B-B or better; mill oiled and edge sealed.
B. Concealed Surface Form-Facing Material: Lumber, plywood, metal, plastic, or another approved material.
1. Provide lumber dressed on at least two edges and one side for tight fit.
13.3 INSULATING CONCRETE FORMS
A. Insulating Concrete Forms: Concrete-forming system complying with ASTM E2634, consisting of two panels of insulation connected with cross ties.
1. Fox Block, Amvic R22 ICF, Nudura ICF, or approved equal.
2. Insulation: ASTM C578, Type II, expanded polystyrene.
a. Thickness: Not less than 2-1/2 inches (64 mm) each face.
b. Surface-Burning Characteristics: Comply with ASTM E84; testing by a qualified testing agency. Identify products with appropriate markings of applicable testing agency.
1) Flame Spread: 25 or less.
2) Smoke Developed Index: 450 or less.
13.4 WATERSTOPS
A. Flexible PVC Waterstops: U.S. Army Corps of Engineers CRD-C 572 for embedding in concrete to prevent passage of fluids through joints, with factory fabricate corners, intersections, and directional changes.
1. Profile: Ribbed without center bulb
2. Dimensions: 6 inches by 1/8 inch thick (150 mm by 3 mm thick)] nontapered.
3. Color: Waterstop shall be grey in color
4. Cost: The cost of furnishing and placing the waterstop shall be included in the unit prices for concrete formwork.

13.5 RELATED MATERIALS
A. Chamfer Strips: Wood, metal, PVC, or rubber strips, 1 by 1 inch, minimum.
B. Form-Release Agent: Commercially formulated form-release agent that does not bond with, stain, or adversely affect concrete surfaces and does not impair subsequent treatments of concrete surfaces.
1. Formulate form-release agent with rust inhibitor for steel form-facing materials.
