STATEMENT OF WORK
North Branch Bridge Replacement
Nulhegan Basin NWR Vermont December 4, 2024
1.01 General/Introduction
Description of Services. This Statement of Work (SOW) requires the contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the construction of a bridge as defined in this Statement of Work (SOW) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
Objective:
The primary objectives of this project are to construct a durable, safe, and structurally sound bridge that meets all regulatory standards and fulfills the following goals. The structural integrity and safety shall ensure the bridge is built to support the expected load capacities, including vehicular and pedestrian traffic. The bridge shall adhere to applicable safety standards and codes to mitigate risks during construction and throughout the operational life of the bridge. The functionality and accessibility must provide a seamless connection between the specified locations to enhance transportation efficiency and reduce congestion. This ensures compliance with accessibility requirements to accommodate all users, including individuals with disabilities. The sustainability and environmental considerations shall minimize environmental impact through the use of sustainable materials and construction practices. Implement measures to protect nearby ecosystems and waterways during construction and operation. This construction project efficiency and timeline shall deliver the project within the approved budget and schedule established. The contractor shall maintain clear communication with all government officials to ensure transparency and timely progress updates. The compliance and quality assurance shall follow all local, state, and federal regulations governing construction activities. The contractor shall conduct rigorous quality control measures at every stage to ensure the constructed bridge meets the specified standards and performance criteria.
Period of Performance. Period of Performance (POP): 8/18/2025 to 05/05/2026.
Place of Performance. The services outlined in this Statement of Work will be performed at the following location(s):
1. Primary Location:
Work shall be performed at the Nulhegan Basin National Wildlife Refuge. The Refuge office is located at 5396 Route 105, Brunswick, VT 05905. The North Branch bridge is located on the Four Mile Road in Lewis, Vermont. Latitude 44.8575000, Longitude - 71.8008330
2. On-Site Requirements:
o Personnel must be physically present at the designated site(s) for tasks requiring on-site interaction, use of facility-specific resources, or collaboration, as specified in task orders.
o The work hours for on-site performance will align with 8:00 AM - 5:00 PM local time.
References. Attachment # 1 are the bridge drawings. Attachment # 2 are the bridge specifications.
Scope:
Demolition: Removal of the existing bridge structure; Construction: Building the new bridge, including foundation work, superstructure, and any associated infrastructure (approaches, drainage, guardrails); Environmental Compliance: Adherence to environmental regulations, including mitigation of impacts on surrounding ecosystems.
A. Site Preparation
• Establish and maintain traffic management measures, including detour routes and signage, per the approved traffic control plan.
• Perform pre-construction surveys, including photographic and written documentation of the existing site conditions.
B. Demolition
• Remove and dispose of the existing bridge structure, including deck, beams, piers, and abutments.
• Ensure proper disposal of materials per environmental regulations.
• Protect existing utilities and nearby structures during demolition.
C. Foundation Work
• Excavate and prepare foundations for the new bridge structure, including pile driving or other required foundational methods.
• Install erosion and sediment control measures to prevent environmental impacts.
D. Bridge Construction
• Construct the bridge in accordance with the approved design plans and specifications, including:
o Substructure: Abutments, piers, and foundation.
o Superstructure: Deck, beams, girders, and railings.
o Approach slabs and transitions: Smoothly connect the new bridge to existing roadways.
F. Roadway Work
• Reconstruct and realign approach roadways, including grading, and installation of guardrails or barriers.
• Mark roadways per traffic safety standards.
G. Environmental Compliance
• Implement and maintain erosion control and stormwater management measures.
• Comply with all environmental regulations, including protection of waterways, wildlife, and vegetation.
H. Quality Assurance and Inspections
• Conduct testing and inspections during all phases of construction to ensure compliance with design specifications.
• Submit progress reports and maintain open communication with the project manager and inspectors.
Specific Tasks Required:
Pre-Construction Phase
1. Site Survey and Preparation:
o Conduct a detailed site survey to verify existing conditions. COR and contractor will create conference meet of findings and site progress report daily or weekly.
o Develop a project schedule outlining key milestones.
2. Traffic Management:
o Prepare and implement a traffic management plan to minimize disruptions.
o Erect detour signage and safety barriers.
3. Environmental Protection:
o Install erosion control measures and sediment barriers as required by regulatory agencies.
o Mitigate impacts on surrounding ecosystems, including rivers and wetlands.
Construction Phase
1. Demolition of Existing Structure:
o Safely demolish the existing bridge structure and remove all debris from the site.
o Dispose of materials in compliance with environmental regulations.
2. Foundation and Substructure Work:
o Excavate and prepare the site for new bridge foundations.
o Construct bridge piers, abutments, and retaining walls using approved designs and materials.
3. Superstructure Installation:
o Erect girders, beams, and decking according to engineering specifications.
o Install bridge railings, parapets, and other safety features.
4. Roadway Work:
o Construct approach roads and integrate them with the new bridge.
o Construct the bridge deck and approach roads with specified materials.
5. Quality Assurance:
o Conduct regular inspections and tests to ensure compliance with engineering standards and specifications.
Post-Construction Phase
1. Site Restoration:
o Remove temporary structures, traffic diversions, and construction materials.
o Restore landscaping and natural habitats to pre-construction conditions or better.
2. Final Inspections and Certification:
o Arrange and facilitate inspections with relevant authorities.
o Obtain final certification of the bridge for public use.
3. Handover:
o Provide all documentation, including as-built drawings, maintenance manuals, and warranty information.
o Conduct a handover meeting with the client.
Key personnel required on site:
1. Identification of Key Personnel The Contractor shall identify individuals deemed as Key Personnel critical to the success of the project. These individuals are subject to approval by the Government. Key Personnel include, but are not limited to, the following roles:
o Project Manager o Site Superintendent
2. Qualifications and Responsibilities Each Key Personnel shall meet the minimum qualifications outlined in the SOW or contract. Detailed resumes and certifications shall be provided, demonstrating expertise in their respective fields. Key Personnel will be responsible for:
o Project Manager: Overseeing project execution and deliverables.
o Site Superintendent: Ensuring compliance with construction requirements and standards.
3. Substitution of Key Personnel
The Contractor shall not substitute Key Personnel without prior written consent from the Government. Requests for substitutions must be submitted at least 30 days in advance and include justification for the change along with the proposed replacement’s qualifications and experience.
4. Availability and Commitment Key Personnel are expected to dedicate sufficient time and effort to fulfill the project requirements. If the individual is unable to perform their duties due to unforeseen circumstances, the Contractor shall notify the Government immediately and propose a suitable replacement to minimize disruption to the project.
5. Performance Monitoring The performance of Key Personnel will be monitored throughout the contract period to ensure alignment with project objectives. Any issues or deficiencies must be addressed promptly by the Contractor.
Hours of operations: The Contractor shall provide services during the following hours of operation unless otherwise specified in this agreement:
• Standard Business Hours: Monday through Friday, 8:00 AM to 5:00 PM eastern standard time.
• Exclusions: Services will not be required on federal holidays, weekends, or any dates mutually agreed upon by both parties.
Adjustments to the hours of operation must be requested in writing and agreed upon by both parties in advance.
Government furnished property: There is no Government furnished property.

Performance Standards

• Completion of the project within the agreed timeline and budget.
Additional Requirements
• The contractor must maintain proper insurance and bonding as specified in the contract.
• The contractor shall provide a detailed safety plan and ensure adherence to OSHA regulations.
