About this file

This is a Statement of Work (SOW) for the selective demolition and disposal of shade structures at the Whale Watch Overlook at Cabrillo National Monument in San Diego, California. The work scope includes removal of a primary shade structure, secondary shade structure, glass wind partitions, associated hardware, and footings, with structural support posts to be retained and cut 6 feet above finished grade, then capped, primed, and painted. The contractor must submit pre-construction documentation including a Demolition Work Plan, Site-Specific Safety and Health Plan, Environmental Protection Plan, and Waste Management Plan prior to work commencement. All work must comply with OSHA 29 CFR 1926, California OSHA requirements, and NPS Safety and Health standards, with a mandatory Site-Specific Safety Plan requiring Park Safety Officer approval before work begins.

The project requires strict environmental and cultural compliance under NEPA and NHPA clearance (PEPC project 122078), with mandatory mitigation measures enforced through stop-work authority. The contractor must prevent damage to vegetation, soils, and rock features outside work limits; clean all equipment to prevent invasive species spread; control dust and noise during operations; and manage materials through controlled lowering and segregation for recycling (steel, aluminum, glass) or licensed disposal. The monument remains open to the public during construction, requiring coordination with the Contracting Officer's Representative regarding work scheduling and access. Payment is lump-sum, encompassing labor, equipment, traffic and visitor control, environmental protection, disposal and recycling fees, and site restoration, with final deliverables including before/after photographs, disposal documentation, and compliance certification. The related solicitation (140P8526Q0054) is a Small Business set-aside (NAICS 238910, $19.0 million threshold) with construction magnitude between $25,000 and $100,000, and proposals due June 18, 2026.
