About this file
This document is a Brand Name Justification and Approval form for Minuteman National Historical Park (MIMA). The Visitor and Resource Protection Division is requesting installation of 2 new alarm radio boxes, 1 transition of an existing alarm radio box between buildings, installation of 26 new hardware components, and yearly monitoring of 26 current alarm systems. The acquisition is a firm-fixed price contract for commercial items, specifically AES Model 7788RF 8-zone radio boxes.
The justification centers on the need to transition alarm systems from the Lincoln Fire Department's soon-to-be-offline radio system to the Norel Service Company Monitoring Center. To ensure 100% compatibility and maintain Factory Mutual approvals, all radio master boxes must be from the same manufacturer (AES). Norel Service Co. of Littleton, MA, and RB Allen Co. of North Hampton, NH are the only local approved distributors and installers. Market research was conducted over a month by a law enforcement ranger, and the purchase is deemed to represent the best value for MIMA, with prices based on competitive quotes from authorized retailers/installers.

Limited Sources Justification and Approval
Purchase Request Number Minuteman NHP 174 Liberty Street

1. Contracting Agency:
Minute Man NHP (MIMA, Visitor and Resource Protection Division)
2. Description of Action being approved:
The VRP division of Minuteman NHP is requesting installation of 2 new alarm radio boxes, 1 transition of an existing alarm radio box between two buildings, installation of 26 new hardware components to ensure compatibility with existing alarm systems, and yearly monitoring of 26 current alarm systems. This type of acquisition believed to be needed is a firm-fix price contract based on purchase of commercial items outlined in FAR part 2 and 12.
3. Description of Product, Supplies or Services:
Please see attached radio specifications document
Please see Statement of Need for specific fire alarm radio box configurations.
4. An identification of the statutory authority permitting other than full and open competition.
The Statutory Authority for this action is FAR 11.105(a)(1) The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the action require use of the authority cited:
1. The purpose of the acquisition is the installation and migration of alarm radio boxes to report fire and intrusion alarms to the Norel Service Company Monitoring Center. Minute Man NHP has 26 fire and intrusion alarm systems in the Towns of Lincoln, Concord, and Lexington MA, which currently report to the corresponding Town Fire Department and Boston Telecommunications Operations Center. The Lincoln Fire Department radio system is going offline later this year (June 2025) leaving the fire alarm systems to be only monitored by the Boston Telecommunications Operations Center via phone lines, which have proven unreliable. The park has decided to eliminate phone lines due to high cost and unreliability, and to utilize its current network of AES radio boxes to carry intrusion and fire alarm signaling to the Norel Service Company Monitoring Center, which is the only compatible monitoring station as the Lincoln Fire Department center is going offline. The model used by Minute Man
5/3/2016 is the AES Model 7788RF 8 zone radio box. In order to ensure 100% compatibility for proper operation and maintain Factory Mutual approvals, all radio master boxes reporting to the system must be from the same manufacturer (AES).” Norel Service Co, of Littleton, MA, and RB Allen Co. of North Hampton, NH are the only local approved distributors and installers of these radio boxes.
6. Best Value Determination:
Purchases issued under this limited source justification represent the best value to MIMA. The prices will be based upon competitive quotes received from authorized retailers/installers of the brand in a competitive environment.
7. Market Research conducted
Over the course of a month a law enforcement ranger has conducted market research on AES products and other companies for wireless fire alarm radio boxes.
8. Any other facts supporting justification:
The model used by Minute Man is the AES Model 7788RF 8 zone radio box. In order to ensure 100% compatibility for proper operation and maintain Factory Mutual approvals, all additional radio master boxes reporting to the system must be from the same manufacturer (AES).and must use the compatible equipment top report alarms to the central station. Supported proprietary equipment currently in use is the AES radio box (Model above) and the AES intelli-tap-2 digital dialer interface which will allow Minute Man NHP to translate intrusion alarm zone information (Specifically Contact ID format) to the central station.
As the technical or requirement personnel, I certify that the evidence of the supporting data that forms the basis of this justification is complete and accurate.
