About this file

This Scope of Work details an Alarm Monitoring Contract for Minute Man National Historical Park. The National Park Service requires comprehensive alarm monitoring services for 26 locations across Concord, Lincoln, and Lexington, Massachusetts, involving the installation of AES Radio boxes, transceivers, and intellitap hardware at various historic structures. The contract mandates 24-hour monitoring of 24 Honeywell Vista 20p and 2 Honeywell Vista 50p intrusion alarm panels using Ademco Contact ID reporting format.

Key requirements include providing a web-accessible, secure account management system with event data capture, user code tracking, and reporting capabilities. Initial alarm responses will be conducted by park law enforcement rangers, with specific call-down procedures for different times of day and jurisdictions (Concord, Lincoln, Lexington). The monitoring company must be UL 611 certified for Central-Station Burglar Alarm Systems and use current security protocols for data transfer. The scope covers installation, programming, and monitoring of intrusion, fire, and environmental sensors across multiple historic park locations, with the park handling internal inspection, testing, and maintenance of the alarm infrastructure.

Minute Man National Historical Park

National Park Service

SCOPE OF WORK

Alarm Monitoring Contract

1. INTRODUCTION

The National Park Service is committed to the ideal of preserving its many valuable resources, among them historic structures. A facet of this preservation is protection from unauthorized intrusions, which could lead to theft, vandalism or destruction. Protection is achieved in several ways including the use of electronic detection and alarm systems.

At Minute Man National Historical Park all historic structures under Park Service control are protected by intrusion alarm systems, which are monitored by a private alarm monitoring service. Minute Man NHP is presently in a period of unprecedented growth and development, which includes the expansion of the number of intrusion alarms systems and the addition of numerous fire suppression systems. The complexity is increased because of the park being in three different town/police jurisdictions and the need to maintain precise call out procedures.

iii. The Nelson House

d. Install intellitap hardware (See cutsheet attached: “7794-DataSheet-IntelliPro-Fire_10102023”) at all 26 locations (See section 3 below) in order to translate existing intrusion alarm panel data through the AES box to central station and complete wiring to fire and intrusion panels, and complete programming off all sites.

Provide twenty-four-hour monitoring for intrusion, fire alarm, and environmental sensor infrastructure installed at various locations within Minute Man National Historical Park.

Infrastructure to be monitored includes twenty four4 (24) Honeywell Vista 20p intrusion alarm panels and two (2) Honeywell Vista 50p intrusion alarm panels (Total of 26), utilizing the parks AES boxes and Ademco Contact ID reporting format.

Inspection, testing, maintenance, and programming of intrusion alarm infrastructure will be completed in house, therefore a service for the aforementioned tasks will not be required.

The monitoring company will be UL 611, meeting the standard for Central – Station Burglar Alarm Systems.

Provide a web-accessible secure (username and password required) account management system which allows twenty four hour customer access to accounts, will allow data capture of all events generated by alarm infrastructure, will allow viewing and downloading of user code usage and information, and will allow the park to generate and store reports from the software.

The system should also allow the park to update call lists and information whenever needed.

5. MONITORING/PROCEDURES FOR ALARMS

Initial response for all of the alarms in the park shall be conducted by park law enforcement staff. The park's Law Enforcement Rangers are fully commissioned federal law enforcement officers with authority to enforce federal and state law. When a central station operator calls, the Ranger that answers will let your dispatcher know if the local police or fire department should be contacted for purposes of backup. If additional Rangers are on duty they will not need additional assistance from the local Police. Once a Ranger has been contacted and notified (a live person, not a voice mail message) please do not continue calling down the list unless requested by the Ranger.
