The contractor is explicitly excluded from handling e-waste, printer cartridges, hazardous/universal waste, mercury-containing devices, construction waste, aerosol cans, batteries, white goods, and whole tires, though these may be ordered separately. The contractor must furnish containers and equipment for consolidation and storage, with COR approval required prior to placement. All equipment must be available for inspection before contract commencement and ready for use on the first day of service.
The contractor must remove recyclable materials within two business days of notice and schedule container removal so facilities are without containers for no more than four hours. Normal pickups occur during building operating hours, excluding weekends and federal holidays, with the contractor responsible for cleaning a 10-foot radius around containers and making makeup collections within 12 hours after severe weather. Weekly residential pickup services must occur on designated days between 5:00 AM and 7:00 PM with same-day missed pickup notifications addressed within 24 hours. The contractor must comply with all federal, state, county, and local laws and obtain necessary permits before the contract start date. Trash must be transported to licensed off-site disposal facilities, with incineration prohibited. The contractor is responsible for any permits or fees associated with disposal locations. The Government provides space for container storage, utilities for running equipment, and will approve all pickup schedules in coordination with the Contracting Officer's Representative.

STATEMENT OF WORK
SOLID WASTE AND RECYCLING SERVICES
SARATOGA NATIONAL HISTORICAL PARK (SARA)
1. INTRODUCTION
Saratoga National Historical Park (SARA) seeks to establish an effective single-stream recycling and solid waste removal program for the main developed park area.
The NPS has been mandated by Executive Order 13514 to achieve an overall waste diversion rate of at least 50% in all Federal Buildings by 2015. The Government requires that all buildings throughout the region recycle all building generated wastes to the highest degree achievable using current technology and disposal methods. The intent of this contract is to require the Contractor to provide single-stream, off-site recycling and waste hauling. In addition, it is the intent of SARA to strive to meet zero environmental footprint (ZEF) by 2030 and this contract will be a step towards meeting that goal.
SARA is contracting to affect this single-stream recycling, and waste removal to meet agency-wide sustainability goals. This will be a commercial item service award to a qualified Contractor by the US Government. Award under this contract does not grant the successful quoter rights to all recyclable materials generated in the awarded service area. Some recyclable materials such as e-waste are currently diverted by other Government programs.
2. OBJECTIVES AND SCOPE
The Contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as specifically designated “provided by the Government”) and shall plan, schedule, coordinate and assure effective and economical completion of all contract actions described herein.
GENERAL PROGRAM
The Contractor shall:
1. Be responsible to make the management and operational decisions to meet the objectives required under this Contract.
2. Use innovation, technology and other means and methods to develop and perform the most efficient single-stream recycling services for the buildings.
3. Implement an effective Quality Control Plan (QCP)
4. Keep the Contracting Officer’s Representative (COR) informed of the current status of the work being performed and provide other pertinent information needed by the COR.
5. Reduce the environmental impacts of work performed under this contract by using, to the maximum extent, environmentally sound practices, processes, and products.
3. MATERIALS TO BE HAULED
The Contractor must provide single-stream recycling and waste hauling services at SARA to include the following:
1. Trash hauling of all building waste disposed of in containers located in the lower maintenance yard. Such refuse or trash shall be disposed of in a state certified landfill.
2. Pick-up of recyclable materials generated on Government-owned and Government-operated premises at SARA.
3. Additionally, Residential pickup
Excluded from this scope is any pick-up of:
1. Electronic devices (e-waste)
2. Any pick-up or disposal of used laser/toner printer cartridges, and used inkjet printer cartridges
3. Any hazardous or universal waste (to include most lamps or bulbs or pesticides)
4. Mercury containing devices
5. Any construction-generated waste (with the exception of specially ordered services)
6. Any aerosol cans or batteries
7. White Goods (large appliances)
8. Whole Tires (banned from landfills)
The Government may order recycling of these items as an additional service cost, separate from the base monthly contract price.
The Contractor shall reduce the facilities’ waste disposal costs by recycling non-hazardous wastes and helping the facilities achieve waste diversion goals from recycling by finding new markets for unused or scrap paper products, metal, glass, plastic (1-7), paper, aluminum and other industrial refuse. The Contractor shall assist the facilities in applying innovative technologies to making recycling programs easy and cost effective.
RECYCLABLES
Commingled Recyclables
For the purposes of this contract commingled recyclable materials are to consist of at a minimum:
• Commercial Office Mix Paper
• Clean used metal and glass food and beverage containers
• All plastic materials numbered with recycling codes 1-7
Other Recyclable Material
Other such material deemed commercially recyclable, including but not limited to, bound books, cardboard shipping cartons, recyclable container materials, Styrofoam, binders and wooden shipping pallets.
TRASH
The Contractor is to haul non-recyclable solid waste materials to a designated state licensed landfill and dispose of all materials in accordance with all local, state and federal regulations. For the purposes of this Contract solid waste materials designated as trash are to include waste materials generated by the buildings at SARA. The Contractor is to seek out recyclable markets for materials designated as trash in an effort to reduce the amount of materials contributed to landfills.
4. CONTAINERS AND EQUIPMENT
CONTRACTOR FURNISHED EQUIPMENT
The Contractor will provide the necessary containers and equipment for the consolidation and storage of trash and recyclable materials. Currently SARA has one six yard dumpster for trash and one six yard dumpster for recycling. This is for informational purposes only and may not be indicative of the equipment necessary to facilitate new single-stream recycling initiatives. The Offeror may propose different more efficient methods, containers, and equipment for storing and transporting trash and recyclables. The COR, in will approve containers and equipment prior to their placement.
Government Equipment Guidelines
The following are Government guidelines for equipment the Contractor may opt to furnish:
BULK CONTAINERS
Bulk recyclable containers shall have lids or be contained and labeled appropriately so as to identify the content. One central recycling collection location shall be provided for SARA where space permits and shall be picked up by the Contractor on schedules determined by the authorized representatives of the Government either on a regular daily or weekly schedule or on an on-call basis.
DUMPSTERS/COMPACTORS
All dumpsters and compactors shall be compatible with existing site conditions. All closed-top dumpsters shall be equipped with lids that close and operate properly. Contractor provided compactors must be equipped with a “dead-man” switch to provide physical safety for the SARA employees operating this equipment. All lids shall be closed after servicing. Any drain holes in dumpsters must sealed with appropriate plug.
CLOSED-CONTAINER SERVICE
Containers shall have a minimum capacity acceptable to the Government’s representatives and shall be physically located at these locations at all times except when designated differently by the COR.
General
The Contractor shall identify all equipment used in the performance of this contract with the name of the company and the capacity of the container in cubic yards.
All equipment necessary for the performance of the services under this contract must be available for inspection prior to commencement of the contract and ready for use at the designated Government locations on the first day of service.
The Contractor shall provide services through a Contractor-supplied vehicle(s) and facility for disposal of said waste. Such facility may be an approved land fill that has been licensed by the government authorities of the jurisdiction in which the scale is located.
GOVERNMENT FURNISHED PROPERTY AND SERVICES
The Government shall provide the following equipment, supplies, and services listed below:
• Sufficient space to accommodate the location of closed or open top containers for waste storage awaiting pick-up. In addition all roll-off compactor (s) as needed will be accommodated.
• Utilities necessary for running equipment.
5. DELIVERY, LOADING, AND REMOVAL OF PROPERTY
The Contractor shall accomplish removal of the waste materials within the prescribed time period, as described below, and furnish all necessary labor, materials, and transportation for loading and removal.
Under normal delivery and/or pickup conditions, there should be no need for any Contractor employee to enter into the interior of any of the Federal buildings. This is defined as any area beyond an entrance door or barrier and requires a special government-issued security credential.
The Contractor shall collect all waste materials. When the Contractor completes service at a location there shall be no litter, waste, and recyclable material on the ground within a 10 foot radius of the container.
For recycling containers, the Contractor shall not be responsible for on-site separating of the various types of recyclable material.
PICKUPS
Normal Pickups
Removal of recyclable materials will occur during normal operating hours of the building unless otherwise defined in this specification. No pickups will be required on Saturdays, Sundays, or Federal holidays unless otherwise specified.
Pickup Schedules
The Contractor shall remove the recyclable materials within two (2) business days from the time of notice by the agency's authorized representatives. The Contractor shall schedule the removal of all containers, including any compactors and front-load containers, so that the facility is without a container for no more than four (4) hours. The Contractor should call the authorized Agency Representative prior to removing and returning outside containers to ensure that the loading dock is accessible. Failure by the Contractor to remove the recyclable materials within the time specified may result in the Contractor's default in performance of this contract. If the Contractor fails to make a pickup, the Government has the right to have the materials removed and charge the Contractor any excess costs incurred.
As pickup patterns develop, the Contractor, in conjunction with the COR and/or property managers will schedule location pickup on a regular basis. Pickups for compostable materials are to be done on a regular scheduled basis to be determined by the COR. Permanent schedule and service changes shall only be made by modification of the contract specifications and signed by the Contracting Officer (CO). The COR prior to performance of the requested service, must confirm all schedule changes and/or pickups.
LOADING
The Contractor shall leave the service loading area at building where recyclable materials are picked up in a clean and orderly condition. The Contractor shall notify the COR and, if necessary, the Contractor can adjust the container size or pickup frequency with CO or COR approval. All refuse on the ground within ten (10) feet of the container, regardless of whether spilled by the Contractor or placed there by site personnel, shall be picked up by the Contractor during collection. The Contractor will be responsible for keeping collection areas free of refuse and debris.
INCLEMENT WEATHER SCHEDULE
The Contractor shall collect refuse during periods of inclement weather. In cases of severe weather, the CO or COR may authorize exceptions. When exceptions are granted, the Contractor shall make up all missed collections within twelve (12) hours after the severe weather has ceased, unless the CO/COR authorizes additional time. Rescheduling to provide make-up collections shall not be a basis for a claim by the Contractor for additional compensation.
6. DISPOSAL
Disposal shall be performed in such a manner as not to create conditions detrimental to public health or to constitute a public health concern for separation and preparation of waste streams for removal and disposal by Contractor.
OFF-SITE DISPOSAL
The Contractor shall transport and dispose of all solid waste (trash, refuse) at a licensed off-site disposal site selected by the Contractor. Disposal shall be in accordance with existing local, state, and Federal regulations. The Contractor shall be responsible for any permit or fees associated with the use of off-site disposal locations.
INCINERATION
Burning of any materials picked up and collected under this contract by the Contractor is prohibited.
7. OPERATIONAL REQUIREMENTS
COMPLIANCE WITH RECYCLING LAWS AND REGULATIONS
The Contractor shall comply with all Federal, state, county, and local laws and regulations pertaining to the transport, processing, and sale of recyclable materials. Prior to the contract start date, the Contractor shall obtain any and all necessary permits, registrations, and licenses for recycling for the jurisdiction in which services are to be performed.
8. ADDITIONAL PICKUP LOCATION
The additional location address is: 2 Broad Street Schuylerville, NY 12871
The service provider shall collect and dispose of household trash and recyclable materials from the seasonal residential areas. This includes:
• Provide one household trash bin and one recycle bin.
• Weekly collection of trash and recyclables from curbside bins.
• Transportation and disposal of waste at an authorized landfill or waste processing facility.
• Transportation of recyclables to an approved recycling facility.
• Maintenance of collection vehicles and equipment to ensure uninterrupted service.
• Adherence to local, state, and federal waste disposal regulations.
A. Service Requirements
• Frequency: Pickup shall be weekly on a designated day for each service area.
• Collection Time: Services shall begin no earlier than 5:00 AM and conclude no later than
7:00 PM.
• Accepted Waste: Standard household waste, including bagged trash and recyclables
(paper, plastic, glass, and metal) as per local recycling guidelines.
• Prohibited Waste: Hazardous materials, construction debris, medical waste, and any other non-household waste.
• Recycling Standards: Recyclable materials must be properly sorted and free of contaminants.
B. Responsibilities:
• Provide appropriate collection bins for trash and recyclables.
• Ensure timely and consistent pickup services.
• Address missed pickups within 24 hours of notification.
• Maintain courteous and professional customer service.
• Keep collection vehicles clean and in good working condition
C. Residents:
• Place trash and recycling bins at the curb by the designated time on pickup day.
• Ensure materials are properly sorted and contained within provided bins.
• Remove empty bins from the curb after collection.
D. Additional Information:
All provisions listed above will be applied to both locations for collection.
