About this file
This is a Statement of Work (SOW) for rodent abatement services at a Bureau of Reclamation house located at 53360 Gerber Road, Bonanza, Oregon, within the Gerber Special Recreation Management Area, approximately 45 miles east of Klamath Falls. The Klamath Falls Field Office of the Bureau of Land Management (BLM) requires comprehensive rodent control to prepare the approximately 692-square-foot historic building for conversion into a rental cabin within the Gerber Recreation Area business plan. The facility, which has experienced steadily increasing rodent activity in the basement that has begun invading living areas, is currently unusable due to health and safety concerns related to rodent-transmitted disease.
The contractor must complete three primary tasks within a 12-month period of performance: (1) trap and remove all rodents using only mechanical traps—no anti-coagulant or chemical rodenticides are permitted due to potential impacts on nearby wildlife—and perform trapping around the exterior and nearby outbuildings, with proper public signage required in the designated recreation area; (2) inspect and permanently block all identified rodent entry points while maintaining the historic integrity of the building, with COR approval required for alterations and archaeologist monitoring if ground digging is required; and (3) disinfect and clean all rodent nests, feces, and debris from the basement, crawl space, living space, and attic using state and federal law-compliant disinfectants, with all waste disposed of in approved facilities. The contractor must provide all labor, supplies, materials, equipment, supervision, and transportation; hold proper licensing and obtain necessary permits; bear all disposal fees; and coordinate a pre-work meeting with the Contracting Officer's Representative. Work hours are Monday through Friday, 7:00 AM to 5:00 PM, unless alternate hours are approved by the Contracting Officer, with at least three business days' notice required for any requests to work outside normal hours. Regular government inspections and status updates will occur throughout the contract period.

STATEMENT OF WORK
1. PROJECT BACKGROUND
1.1. The Klamath Falls Field Office of the Bureau of Land Management (BLM) has the need for rodent abatement to include trapping, disinfecting and excluding rodents from the Bureau of Reclamation (BOR) house within the Gerber Recreation Area to support health and safety of recreational users. Over the past several years, rodents’ activity has been steadily increasing in the basement of the building and some of that activity has begun to invade the living area of the house.
1.2. Due to safety concerns over rodent transmitted disease and illness, the house is unusable to house people in its current state. This project is the first step in preparing the house for integration into the Gerber Recreation Area business plan as a rental cabin.
1.3. The objectives of this project would be to trap and remove rodents in and around the house, repair and block any rodent entry points into the house, then disinfect and clean all rodent nest, feces and rodent related debris from within the house.
2. GENERAL INFORMATION
2.1. Rodent Trapping – Contractor will trap and remove all rodents within the house. Trapping will also be completed around the exterior of the house and nearby outbuildings to reduce rodents likely to enter the house. Only mechanical traps may be used. No anti-coagulant or other chemical rodenticides may be used as these have the potential to affect nearby wildlife populations. Traps must be designed to target pest species and limit non-target animals. The trapping area is within a designated recreation area with nearby camp sites. Contractor must properly sign the perimeter of the trapping area to notify the public of trapping operations. All traps must be removed after the completion of contract terms.
2.2. Rodent exclusions – Contractor will inspect the house for any rodent entry points and shall block all identified potential entry points with a permanent solution suitable to last several years. The building is eligible as a historic building, any alterations to the building must not significantly change the look or integrity of the historic building. Alterations must be approved by the Contracting Officer’s Representative (COR) prior to work being completed. If digging is required around the house perimeter, an archaeologist will be onsite to monitor for any cultural and/or paleontological resources (historic or prehistoric site or object) that may be discovered during project activities.
2.3. Disinfecting and cleaning- After rodents are successfully removed and blocked from re-entering the house, the contractor must disinfect, clean and remove all rodent nests, feces and other rodent related debris from within the house including the basement, crawl space, living space, and attic. All disinfectants used must follow state and federal law and label information must be provided to COR upon request. All waste must be disposed of in an approved facility in compliance with state and federal law. Contractor barres all disposal fees.
