About this file
This document is a Questions and Answers (Q&A) file addressing bidder inquiries regarding a federal contract solicitation for pest control and remediation services.
The solicitation pertains to rodent exclusion and property remediation work that includes cleaning, disinfection, and permanent blocking of rodent entry points. Key contractual terms clarified in the Q&A include: payment is tied to final completion of the entire project with no progress or milestone-based invoicing permitted; no pre-quote site visits or site access will be provided to interested quoters; and the Government will remove all interior furnishings and items prior to contractor performance. Regarding scope, the Government recommends flashing as the method for rodent exclusion but permits contractors to propose alternative permanent exclusion solutions in their technical submissions if those alternatives effectively prevent rodent entry into the crawl space and house without requiring flashing or digging. The Q&A does not specify response deadlines, award dates, federal agencies involved, or other administrative details.

Question 1: Can the Government confirm whether progress or milestone-based invoicing is permitted under this requirement?
Answer 1: Progress payments or milestone-based invoicing is not permitted under this effort.
Question 2: Can the Government clarify the Government’s criteria for acceptance of work for invoicing purposes? Specifically, whether payment is tied to final completion of the entire project, or if partial acceptance and invoicing is allowed?
Answer 2: Payment is tied to final completion of the entire project.
Question 3: Will the Government provide a pre-quote site visit or site access opportunity for interested quoters prior to the quotation deadline?
Answer 3: No site visit or site access opportunity will be provided to interested quoters. Quoters should use the solicitation information provided.
Question 4: The Statement of Work requires the contractor to block identified rodent entry points with a permanent solution and references to notifying the Government before digging to install flashing at the base of the house. Should quoters assume that digging or flashing installation is required as part of the base scope, or should quoters price standard rodent exclusion measures and treat digging/flashing as work to be performed only if approved or directed after award?
Answer 4: Flashing was recommended as a method of exclusion for this project by industry specialist. If the contractor has an alternative solution that will permanently exclude rodents without installing flashing or digging, that prevents rodents entry into crawl space and house, the contractor may propose this method in their technical quote submission for consideration.
Question 5: The provided photographs show interior furnishings/items within the house. Should quoters assume these items will remain in place during cleaning and disinfection, or will an onsite representative remove or reposition contents before contractor performance begins?
Answer 5: The Government will remove all furnishings /interior items prior to contract performance.
