Best Available Technology Snowmobiles for

Yellowstone National Park

GENERAL DESCIPTION

The Northern Rockies Major Acquisition Buying Officer (NR MABO), National Park Service, Yellowstone National Park (YNP) has a specific requirement for Best Available Technology (BAT) Snowmobiles.

OVERVIEW

The National Park Service in Yellowstone National Park is seeking to establish a Blanket Purchase Agreement(s) (BPA) for BAT snowmobiles. Due to estimated inventory needs, the Government will award a BPA(s) that may be in effect for up to five years. (See BPA agreement terms for specific language).

Yellowstone National Park estimates the procurement of eighteen (18) snowmobiles for the first year. The BPA will include an ordering period of up to five (5) years with up to a maximum quantity of one hundred (100) snowmobiles over the course of the BPA.

The snowmobiles shall be built to commercial standards meeting the Government specified requirements.

EVALUATION FACTORS FOR AWARD (Price and Technical Data) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Award will be made in accordance with FAR Part 13 to the lowest priced quote that meets the Technical Capability of the Specifications.

NON PRICE FACTORS:

TECHNICAL PROPOSAL

Offeror shall complete the attached documents and add any notes, changes or exceptions to the specifications in the comments section. Offeror shall provide detailed information about the machine(s) they are quoting. BAT is required per the specifications.

PRICE SCHEDULES AND REDUCTIONS

All pricing shall be submitted in a separate document and shall be in accordance with discounted prices. If a proposal revision has been submitted, documentation to support that action and the proposed changes shall be provided.

Note the ranges listed above are for example only. Vendors may use a different value for ranges.

Price reductions will also be requested from the BPA holder on an annual basis.

ITEMS REQUESTED:

600-900cc Snowmobile Ski Doo Grand Touring Sport 900 ACE (name brand or equal) 600-900cc Snowmobile Ski Doo Expedition LE (20’ or 24” track) 900 ACE (name brand or equal) 500-700cc Snowmobile Ski Doo Tundra LE 600 ACE (name brand or equal) 600-900cc Snowmobile Ski Doo Skandic LE (24” track) 900 ACE (name brand or equal)

Shall meet the minimum specifications listed below.

SPECIFICATIONS

Snowmobile shall meet the following minimum requirements:

• Heated Throttle Lever and Grips

• 12 volt power out let

• Heated Visor connection

• 4-stroke engine

• Largest windscreen available from factory, Ultra high with mirrors

• Cargo rack with restraint attachment points, Grand Touring models to include cargo box

• Front bumpers

• Rear bumpers

• Side leg protection

• Drive belt with an additional spare

• Sled cover

• Two-person seat with backrest, except Tundra model

• Tool repair kit per each machine

• Electric start

• Forward and reverse drive

• EFI fuel injection system

• Heavy Duty Tongue Tow hitch with a minimum capacity of 100 pounds

• Diagnostic software and all hardware to perform maintenance repairs

• Track length 154 inches except, Grand touring 137 inches

• Tunnel Ice Scratchers

MANDATORY SPECIFICATIONS:

• Snowmobiles shall meet the most current BAT standards as described in the final rule at https://www.nps.gov/yell/planyourvisit/newbatlist.htm

• Snowmobiles shall be certified under 40 CFR Part 1051 to a family emission limit no greater than 15 G/KW-HR for hydrocarbons and to a family emission limit no greater than 90 G/KW– HR for carbon monoxide

• Snowmobiles shall operate at or below 67 DB(A) as measured at cruising speed (approximately 35mph) in accordance with SAE J1161 test procedure. Sound emissions tests shall be accomplished within the barometric pressure limits of the test procedure; there will be no allowance for elevation. A population of measurements for snowmobile models may not exceed a mean output of 67 DB (A)

• New Snowmobiles only no remanufactured or gray market items. All snowmobiles must be covered under a manufacturer warranty.

Shipping must be free on board (FOB) destination which means that the seller must deliver the goods to the destination specified by buyer, and the seller is responsible for the cost of shipping and risk of loss prior to the actual delivery to Yellowstone National Park, Mammoth Hot Springs, Wyoming 82190.

(NOTE: Price reductions will also be requested from the BPA holder on an annual basis, prior to each renewal period of the BPA).
