About this file

This document is a set of Questions and Answers related to a Request for Information (RFI) for a Blanket Purchase Agreement (BPA) solicitation for Best Available Technology (BAT) Snowmobiles for Yellowstone National Park.

The key details are:

  • The government will only accept new snowmobile models, not used machines. Tundra and Skandic models are requested for pricing but will not be purchased in the first year.
  • The solicitation includes a price reduction mechanism, where the vendor must provide a percentage price reduction if certain order volume thresholds are met.
  • Vendors can use subcontractors to meet the total unit requirements, as long as they comply with limitations on subcontracting clauses.
  • This is a purchase contract, not a rental. The incumbent is BRP US Inc. under GSA Schedule contract GS-03F-006BA | 140P1418A0007, with a contract value of $1,299,613.21.
  • Vendors only need to provide quotes for the specific engine displacements requested, not additional engine options.

Best Available Technology (BAT) Snowmobiles BPA

RFQ #140P1424Q0033

RFI Quesons & Answers

1. If the older models 2015, 2016, and 2017 snowmobiles are not available, will the Govt accept newer models or brand new models instead?

Answer: We will only accept new machines, no used machines will be considered.

2. No Tundra or Skandic Models are Requested on this solicitation.

Answer: We are asking for pricing on those models, but won’t be purchasing them this first year, but may in upcoming years.

3. Can you please explain the meaning of the % reduction to be subcontracted from individual calls as cumulative totals of calls meet the threshold? (found under the Price schedule and reductions)

Answer: This is a subtraction, not a subcontracted statement. It means we are asking for a percentage price reduction if we are ordering at a level that meets certain dollar values. I.e.: if we order more machines against the BPA, are they willing to give us a price reduction.

4. Can we use multiple vendors to supply the number of snowmobiles units requested? Because each vendor has an allocation limit?

Answer: Vendors can use subcontractors as long as they meet all the requirements of Limitations of Subcontracting clauses.

5. Is this a purchase contract or rental contract?

Answer: A purchase contract.

6. Is there an incumbent for the procurement opportunity?

Answer: Yes – from a GSA schedule.

7. If yes, could you kindly share the incumbent’s name?

Answer: BRP US Inc.

8. May we also request the contract number associated with the incumbent’s contract?

Answer: GS-03F-006BA | 140P1418A0007

9. Could you provide the contract value of the incumbent’s contract?

Answer: $1,299,613.21

10. Each retailer is allocated a number of units, but it seems that one vendor cannot supply all the units required, can we use multiple vendors to provide the total number of units required?

Answer: You can use subcontractors as long as they meet all the requirements of Limitations of Subcontracting clauses.

11. Each item requested has a displacement range listed but then lists a specific option further in each line. Does the government want an additional snowmobile quoted within that first range?

Say for example a Grand Touring with the 600 ACE engine in addition to the 900 ACE?

Answer: The vendor only needs to provide a quote for the displacement asked for. For example, we only need a quote for the 900 ACE engines in the Grand Touring and Expedition models.
