Scope of Work

Demolish Utility Infrastructure, Buxton, North Carolina

1. INTRODUCTION

1.1. The National Park Service (NPS) at Cape Hatteras National Seashore (CAHA) needs to demolish multiple utility support buildings, an elevated water tower, a concrete above ground water storage tank, chain link fencing, a few lift stations, a small section of asphalt pavement, and underground utility lines that are all located in Buxton, North

Carolina on Loggerhead Lane, and Lighthouse Road.

2. DEMOLITION SITE LOCATIONS

2.1. This project involves removing multiple structures, utilities, and associated assets in four different but geographically very close locations, all in Buxton, North Carolina. These 4 sites are all easily accessible from Highway 12 in Buxton, North Carolina.

2.2. Cape Point Elevated Water Tower Site- Loggerhead Lane (figure 4)

2.2.1. Elevated Metal Water Tower – 40 Feet Tall

2.2.2. Asphalt Removal – 350 SQFT

2.2.3. Chain Link Fence – 75 LF

2.2.4. Miscellaneous Rubbish Concrete Pieces – 4 -6 each

2.3. Cape Point Utility Infrastructure Site - Loggerhead Lane (figure 4)

2.3.1. Above Ground Water Storage Tank – 150’ circumference – 20 ‘tall

2.3.2. Lab Building – 20’ x 20’

2.3.3. Pumphouse Building – 21’ x 35’

2.3.4. Generator Building – 10’ x 10’

2.3.5. Small Ground Concrete Decant Filter Tank – 6’ x 8’

2.3.6. Small Fire Pump Woodshed Building – 6’ x 8’

2.3.7. Distribution System Components – 2 Pump Stations

2.3.8. In Ground Lines – Approximately 150 LF

2.5.5. Radio Tower Anchor Blocks – (4 each) 2’x 2’

3. BACKGROUND AND EXISTING CONDITIONS

3.1. Asbestos and Lead Based Paint Testing is required prior to demolition.

3.1.1. A lead-based paint analysis will need to be accomplished on the Water Tower, the

Water Storage Tank and all 3 water treatment site buildings on Loggerhead Lane.

3.1.2. Asbestos testing will be required on the Water Tower, Water Plant, and the Pump

House Building.

3.1.3. If Lead Based Paint(LBP) is detected or Asbestos Containing Materials (ACM) over 1%, the materials must be removed by contractors certified to handle ACM and/or LBP, and the material will be disposed of per state and local laws.

4. Cape Point Elevated Water Tower Site

4.1.1. The Elevated Water Tower has a total circumference of approximately 85’ and is approximately 40’ tall. The tower is made of metal and may contain lead-based paint and asbestos (testing before to demolition is required). The tower is empty and contains no water. The tower shall be demolished or dismantled in a “top down” order/method. The water tower rests on a 12 x 12 concrete pad that will also need to be removed. If there are other footings under the concrete pad, they shall also be removed. After the site is clear of debris, the ground shall be leveled and reseeded.

4.1.2. There is approximately 350 SQFT of asphalt pavement on the side of the tower adjacent to the chain link fence that needs to be removed leveled and re-seeded with local grass seeds.

4.1.3. There is approximately 75 LF of chain-link fencing to be removed.

4.1.3.1.

4.1.4. There are 4 broken small approximately 3’x4’ slabs of concrete that need to be picked up disposed of offsite. Like the picture below.

4.1.4.1.

4.2. Cape Point Utility Infrastructure Site

4.2.1. The Above Ground Water Storage Tank is made of concrete and has approximately 150’ circumference and is approximately 20’ tall. The tank has been inspected inside and out and does contain some water. The tank will need to be pumped out completely and all water removed from site before demolition can begin on this structure. The tank extends below ground approximately 2 ft including its concrete foundation. Access to the tank is direct from Loggerhead Lane.

Clearing brush around this structure shall be limited to 15 feet. The disturbed ground will be leveled and reseeded.

4.2.1.1.

4.2.2. The Lab Building is made of concrete/cinder block and is approximately 20’x 20’ and needs to be demolished and removed completely. The disturbed ground will be leveled and reseeded. This building is attached to the Generator Building.

4.2.2.1.

4.2.3. The Pumphouse Building is made of concrete and cinder block and measures approximately 21’ x 35’ and needs to be demolished and removed completely. The disturbed ground will be leveled and reseeded. The Pumphouse Building may contain lead-based paint and asbestos (testing prior to demolition is required)

4.2.3.1.

4.2.4. The Generator Building is 10’ x 10’ and needs to be demolished and removed completely. The disturbed ground will be leveled and reseeded. There is a working generator switching unit in this building that may be repurposed. The generator has been removed. This building is attached to the Lab Building. The Generator

Building may contain lead-based paint and asbestos (testing before demolition is required)

4.2.4.1.

4.2.5. The Small Ground Decant Filter Concrete Storage Tank is approximately 6’ x 8’ and needs to be demolished and removed completely. The disturbed ground will be leveled and reseeded.

4.2.5.1.

4.2.6. The Small Woodshed Building is approximately 6’ x 8’ and needs to be demolished and completely removed. The disturbed ground will be leveled and reseeded.

4.2.6.1.

4.2.6.2. There is an abandoned lift station under this shed that needs to be removed to a minimum of 3 feet under the surface and capped with a flowable grout and gravel mix.

4.2.7. This area contains another small, wooden shed 6’ x 8’ that needs to be demolished and completely removed. The disturbed ground will be leveled and reseeded.

4.2.7.1.

4.3. Cape Point Housing Area Small Water Pump Building Site

4.3.1. The abandoned water pump and cinder block building is approximately 6’ x 6’ and will be demolished and completely removed. The disturbed ground shall be leveled and reseeded.

4.3.1.1.

4.3.2. There is a 6’ x 6’ Lift Station Concrete Cover and junction box in the ground that needs to be completely removed and disposed. This box extends into the ground approximately 5 feet. All existing wiring shall be removed, and conduit lines capped. Back fill the hole with completely local suitable fill. The ground shall be leveled and then reseeded.

4.3.2.1.

4.4. Old Coast Guard Sewer System and Generator Building – Lighthouse Road

4.4.1. Above Ground Concrete Tanks – (6 each) Approximately 6’x 8’

4.4.1.1. These Above ground concrete storage tanks and all associated pipes within the fenced in area shall be completely removed and disposed of offsite. The tanks are behind some fencing that also needs to be removed. The tanks are covered in minor brush that must also be removed. Do not remove any mature trees or bushes. Leave behind only the mature trees and bushes. One of the tanks is in the ground approximately 6 ‘ deep and it will also be completely removed. Only mature trees shall remain on this small site, all debris other than the trees shall be removed. The ground shall be leveled and then reseeded.

4.4.2. Chain Link Fencing

4.4.2.1. Remove all dispose of all chain link fencing around the 3 above ground tanks. There is approximately 210 LF of chain link fence to be removed. The ground shall be leveled and then reseeded.

4.4.2.1.1.1.1.

4.4.3. Generator Building

4.4.3.1. The abandoned generator building is approximately 12’ x 12’ and will be demolished and completely removed. The abandoned unserviceable generator and associated parts on site will also need to be removed and disposed of offsite. The generator is not operational. If any fuel or oil remains in the generator, it must be removed prior to demolition. No fuel or oil may be leaked onto the ground. Any fuel or electrical lines coming to the building must be properly capped 3 feet

Demolish Utility Infrastructure, Buxton NC Page 10 from the structure and buried. The disturbed ground shall be leveled and reseeded.

4.4.3.2. The generator building sits on a double thick concrete pad that is approximately 12’ x 12’ and has a small 4’ x 6’ concrete pad on the side of the buildings, it must also be removed and disposed of offsite.

There is a small concrete walking path approximately 10 ‘long and 4

‘wide that needs to the removed. The disturbed ground shall be leveled and reseeded.

4.4.4. Radio Tower Anchor Blocks – 3 Each

4.4.4.1. There are three old abandoned concrete radio tower anchor blocks that are approximately 3’ x 3’ on site. These must be demolished and removed offsite. The disturbed ground shall be leveled and reseeded.

5.0 SCOPE OF WORK

This Statement of Work is not meant to be an all inclusive to do list for the project, but a list of the main items involved in the project. The contractor can use this list to assist him with the cost estimate for the project. The contractor will provide all technical support, materials, tools, equipment, and manpower to demolish all the structures and associated utilities or appurtenances in this Scope of Work. The contractor must perform within accordance to the Specifications which are stated within this Scope of Work. The major project components are listed below but are not limited to the following:

5.1 Furnish all labor, material, and equipment necessary and required to perform the complete demolition, removal, and disposal of all structures identified in this scope of work. Any brush clearing to obtain access to any structures will be kept to a minimum and will be limited to 15 ft around the perimeter of any structure. Any brush removal, matting for equipment, or additional work to obtain safe access to the any structure scheduled for complete demolition is included within this project. All demolition site debris must be removed. No burying or abandoning in place any portions of the tank, tower, pumphouse, lifts stations, shacks, or any associated building materials in this scope of work. Ground pipes must be removed to at least 3 feet below the surface.

5.2 No explosives may be used to demolish the tower or any other structures in the project. The contractor may use man lifts, telescopic booms, scaffolding, excavators, or other similar tools to remove the top of the tower or the large above ground tank.

Other alternatives are possibly acceptable, and your proposed alternative methods shall be discussed clearly in the safety plan.

5.3 Upon completion, all disturbed areas must be restored which may include but not limited to backfilling, leveling, and reseeding all disturbed areas. All debris on the ground must be picked up. No debris larger than a quarter should be left behind or on the ground. If paint chips fall off the tower or any structure during demolition, they must be cleaned up.

5.4 Provide hydroseeding to the disturbed areas, including and ruts or other disturbance created by demolition work. Fill ruts or low areas with suitable material. Continue to water the grass until 75% of the area has seeded and growing.

a. Seed shall be suitable for the following:

i. Mostly shade location,

ii. Residential lawn,

iii. Mowing operations with hand operated push or riding mowers,

iv. Sandy soils,

v. Septic Field coverage (roots that do not grow deeper than 24 inches),

vi. No weeds (dandelion, Bahia, and pennywort),

vii. No exotic species.

b. Hydroseed. Add a cover crop of grain rye at 30 lbs./acre. Rake broadcasted seed mix into the soil and saturate with water 2 – 3 times per day for 7 days, Demolish Utility Infrastructure, Buxton NC Page 15 or until 75% of the area has seeds germinated and growing at least 1 inch high. Hydroseeded area may be observed for 7 days or until 75% of the area has growing seeds. If after 7 days, the area is less than 75% covered with new growth, overseed again and water 2-3 times per day until 75% of the ground is covered with growth.

5.5 Use this Seed Mix for restoration of demo location soil. Vegetation restoration of highly developed areas should be restored using the turf grasses already present as appropriate (like “Outer Banks” Seed Mix)

5.4 The Contractor must provide receipts from the landfill or recycling disposal location showing the volume and weight of the material, name of the facility receiving the debris, address, point of contact, and phone number.

NOTES:

1. The Contractor is responsible for verifying exact dimensions, quantities, materials, measurements, existing conditions, and access to the site prior to submitting a proposal.

2. The Contractor is responsible for coordinating with all private or public parties and obtaining demolition permits as required to complete the project.

3. The Contractor shall be responsible for and follow all federal and state safety protocols for safe demolition of the identified structures.

4. Work hours are Monday through Friday from 8:00 a.m. to 5:00 p.m. If work is needing to be accomplished outside this time, the COR may approve if requested.

5. Given the proximity of the demolition site to park housing, The Contractor shall take actions that will minimize the environmental impacts to the area.

6.0 CONTRACTOR REQUIREMENTS

The Contractor (including General Contractor, and Sub-Contractors) shall have proven experience and expertise in:

• Demolishing of Structures

A site visit is available and highly recommended. The contractor shall be responsible for visiting the site and verifying access and measurements before work start.

7.0 DELIVERABLES

The Contractor must supply the Contracting Officer and COR with all submittals as included in this statement of work.

8.0 TRAVEL

The Contractor will be responsible for all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem and will be per Federal Travel Regulations.

10.0 CONTRACTED SERVICES STATEMENT

Contractor employees performing services under this order will be controlled, directed, and always supervised by management personnel of the contractor. Contractor management will ensure that employees properly follow the performance of work standards. The tasks set forth in the Scope of Work and associated specifications may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying federal policy, obligating the appropriated funds of the United States Government, overseeing the work of federal employees, providing direct personal services to any federal employee, or otherwise violating the prohibitions stated in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).

11.0 PROGRESS, COMPLIANCE, SUBMITTALS

The government requires the following from the contractor to monitor progress and ensure compliance.

• The Contractor will be required to submit a schedule in the form of a graph or chart which shows the proposed work schedule for the various aspects of the work. The schedule should include each aspect or phase of the work beginning and ending dates to track the contract work progress.

• Submit a safety plan to the contracting officer for the entire project from start to finish for the park to review before we grant notice to proceed.

• The Contractor shall provide onsite supervision of the contract work, including work that may be accomplished using subcontractors. The onsite supervisor shall be the contact and liaison with the National Park Service. The Contractor will give this contact information to the contracting officer prior to receiving notice to proceed.

• The Contractor's representatives and the National Park Service (COR) will do the final inspection. This inspection will serve as final determination of the contract work’s completion and workability. Final payment will not be made without a the
