3. BACKGROUND AND EXISTING CONDITIONS
3.1. Asbestos and Lead Based Paint Testing is required prior to demolition.
3.1.1. A lead-based paint analysis was accomplished on the Water Tower, the Water
Storage Tank and all 3 water treatment site buildings on Loggerhead Lane. The results show no lead-based paint or asbestos on any of the structures and are attached below.
3.1.2. Asbestos testing was accomplished on the Water Tower, Water Plant, Water
Tank, Pump House Building, and the Coast Guard sewer system components. The results show no lead-based paint or asbestos on any of the structures and are attached below.
4. Cape Point Elevated Water Tower Site
4.1.1. The Elevated Water Tower has a total diameter of approximately 27’ and is approximately 85’ tall. The tower is made of steel metal. The top portion (sphere) is ¼” thick steel. The Plate Ring sections are 1” thick. The pedestal area of the tower has 4 section – two sections are 9/32” thick and the other two sections are
5/16” thick. The Base cone is 11/32” thick. The water tower is empty. Any remaining electrical lines coming to the tower must be disconnected and properly capped at least 3 feet from the structure and buried. The tower shall be demolished or dismantled in a “top down” order/method. Any non-mature pine trees may be cut or trimmed as needed to make space for the tower demolition. Do not cut down any mature trees, you may trim some as needed. The water tower rests on a 12 x 12 concrete pad that will also need to be removed. Inside the tower, there is a vault that is approximately 6’x8’ in the ground that shall be removed. There are 18 timber piles under the concrete pad that are equally spaced on a 24’ diameter circle, that support the tower, they shall be removed. After the site is clear of debris, the ground shall be leveled and reseeded.

4.2.1. The Above Ground Water Storage Tank is made of concrete and is approximately
27’ in diameter and approximately 20’ tall. The tank has been inspected inside and out and does contain some water. This tank when full can hold 75,000 gallons of water. The tank will need to be pumped out completely and all water removed from the site before demolition can begin on this structure. The tank extends below ground approximately 2 ft including its concrete foundation. Access to the tank is direct from Loggerhead Lane. Clearing brush around this structure shall be limited to 15 feet. This site, to include all structures and contents, will be demolished down to the soil and disposed offsite. The disturbed ground will be leveled and reseeded.
