About this file

This Scope of Work details a diesel fuel supply and delivery contract for Alcatraz Island within Golden Gate National Recreation Area. The National Park Service requires the delivery of up to 20,000 gallons of Renewable Diesel (RD99) between January 1, 2026 and June 25, 2026, with weekly deliveries not exceeding 1,000 gallons per delivery and minimum order quantities of 200 gallons. Deliveries must be made within 24 hours of notification, using a 2" fuel line to transfer diesel from a contractor's vessel to an existing 3,000-gallon above-ground storage tank located at the Model Industries Building Plaza.

Key contractor requirements include providing a spill prevention plan, meeting California EPA standards, using an approved metering mechanism, coordinating with island ferry operations, and ensuring safe fuel transfer procedures. The contractor must have appropriate licenses, permits, and equipment to pump diesel up approximately 40-50 vertical feet to the storage tank, with specific safety protocols including verifying the first 50 gallons of each delivery. Contractors must demonstrate previous fuel delivery experience and comply with all safety regulations, with the National Park Service retaining sole authority to determine personnel acceptability and site access.

SUPPLY AND DELIVER DIESEL TO ALCATRAZ

Scope of Work

Golden Gate National Recreation Area’s Alcatraz Island (hereinafter called “ALCA”) maintains one 2,500-gallon above ground storage tanks (AST) and one 400-gallon day storage tank to provide fuel for the Island's diesel generators, heavy equipment, and vehicle fleet. Technically, the AST can hold 3,000 gallons, the Day Tank has an emergency leak system that can empty its 400 gallons back into the AST at any time if needed. This AST is to be stocked with Diesel Fuel.

The National Park Service requires the delivery of diesel to power generators, vehicles, and other small pieces of equipment on Alcatraz Island. The average diesel use per year for small equipment is 240 gallons. The diesel for small equipment is to be delivered to the island in Type I or Type II 5-gallon diesel. This fuel request is part of the overall maximum 20,000 of diesel and is not intended to exceed the overall delivery requirement.

It is highly recommended that prospective contractors complete a site visit during the solicitation period, to familiarize themselves with the layout and connection points on the island and verify the equipment they will need to safely deliver and pump fuel to the island and storage tank respectively.

1.0 GENERAL SCOPE

1.1 The contractor with the successful offer (hereinafter called “Contractor”) will provide diesel fuel upon request by the ALCA Contracting Office identified in Section 9.0 below.

1.2 This requirement is for Off-Road Diesel or Renewable Diesel (RD99) fuel to be used in the operation of generators, vehicles, and other equipment. ALCA will only order and pay for fuel needed to satisfy operating requirements, which may be less than 20,000 gallons. The following are the quantities required:

Period of Performance: January 1, 2026 – June 25, 2026

CLIN 0010 Supply and Deliver 20,000 gallons of RD99 Diesel

1.3 Contractor must be available to “top off” ALCA AST tank upon request.

1.4 Diesel fuel deliveries to the island are to be done on a weekly basis and should not exceed 1,000 gallons per delivery

1.5 Contractor must make delivery to the specified location(s) within 24 hours from notification.

1.6 Fuel deliveries will be placed with minimum order guarantees. However, the Ordering Official may order more than the minimum quantities. Minimum guarantees are 200 gallons of diesel fuel per order, with a maximum of 2,500 gallons per order.

2.0 CONTRACTOR QUALIFICATIONS

2.1 Contractor shall provide documentation, demonstrating successful deliveries of fuel as described within this Scope of Work.

3.0 TANK LOCATIONS, LINE SIZE, AND CONNECTIONS

3.1 See APPENDIX A for current tank type, capacity, and location.

3.2 Additional tanks may be installed during the life of the contract at additional locations.

3.3 The diesel fuel line is a 2” internal line with 3” external fiberglass containment. There are shutoff valves placed at strategic locations to isolate the line if needed.

3.3 The connection point at the Finger Pier is a 2” Cam Lock fitting inside of a containment tank to minimize the potential for a fuel spill.

4.0 FUEL REQUIREMENTS

4.1 It is the Contractor’s responsibility to provide a fuel that will assure correct engine operation at the expected minimum temperatures and under the given geographical and other local conditions.

4.2 Commercially available off-road diesel or Renewable Diesel (RD99) fuel, meeting the American Society for Testing and Materials standards (ASTM D975) properties specifications are approved for delivery.

4.3 Contractor must provide all safety data sheets (SDS) for all fuel delivered. In addition, contractor must provide proof that the diesel fuel delivered meets the California EPA Standards for Off-Road or Renewable Diesel.

4.4 Sulfur content of more than 0.5% requires an engine oil with a higher TBN and shorter oil drain intervals.

4.5 Contractor must complete check list for offloading the fuel (APPENDIX B) at time of delivery.

5.0 GENERAL WORK PERFORMANCE REQUIREMENTS

5.1 Gallon capacities referenced in APPENDIX A represent tank capacity and should not be representative of actual gallons of fuel contained therein.

5.2 Delivery of diesel fuel

5.2.1 Upon request of the ALCA, Contractor will provide diesel fuel to fuel storage tank as specified at the time of order placement.

5.2.2 Diesel fueling must be accomplished by pumping fuel from the Contractor’s vessel at the island dock area to the fuel tank at the north end of the island via the existing double-walled rigid fuel line in place on the island.

5.2.3 The Contractor must be able to connect to the existing fueling point at the dock area and pump fuel with sufficient pressure to move diesel through the fuel line and up to the tank. The change in elevation from the connection point up to the tank is approximately 40 to 50 vertical feet upward.

5.2.4 The Contractor must have an approved metering mechanism (certified and documented annually) in place to verify the amount of fuel being delivered. To verify the integrity of the island fuel transport system, the first 50 gallons of each delivery must be pumped through the line and receipt of the fuel must be verified at the tank prior to completing the balance of the fuel delivery.

5.4 The contractor must provide a spill prevention plan along with their proposal. The plan must be approved by the National Park Service, and the contractor must conduct deliveries in accordance with the approved plan. Prior to each delivery of fuel, the contractor must work with the designated COR to coordinate delivery with the island Ferry Concessioner and island maintenance service contract holder to avoid impacts to visitor ferry operations and coordinate required fuel line inspections and monitoring. Contractor shall be solely and completely responsible for initiating, maintaining, and supervising all safety precautions and programs in connection with the work herein.

It is expected that the contractor may be required to dock at the fueling location, to perform Diesel delivery. If the contractor docks and causes damage to the pier and/or any part of the pier supports, it will be the contractor’s responsibility to notify the COR immediately. An assessment will need to be conducted, and if the damage is determined to be the fault of the contractor’s negligence, the contractor will be responsible for the repairs.
