TASK ORDER MOCK: PERFORMANCE WORK STATEMENT

Task Order #MOCK Through

IDIQ # TBD

For National Park Service Conservation and Outdoor Recreation (COR) Division

Hydropower Assistance and Wild and Scenic River Support

Project Purpose This project falls within Task 5.1.1 (Hydropower) and Task 5.1.2 (Wild and Scenic Rivers) of the umbrella IDIQ # TBD. The purpose is to provide technical expertise and specialized assessments to the NPS on COR Hydropower Assistance and Wild and Scenic River projects. All technical assessments will be reviewed by NPS staff and incorporated into official NPS responses on specific projects and products at the discretion of the Government.

Background The NPS accomplishes its mission for natural resource conservation and outdoor recreation in communities across America through the Conservation and Outdoor Recreation Division (CORD) and its programs. The Hydropower Recreation Assistance Program provides technical assistance on recreation access and facilities, instream flows for recreation, and riparian corridor protection to all participants in hydropower licensing proceedings of the Federal Energy Regulatory Commission (FERC). The Wild and Scenic Rivers Program supports the 62 rivers in the National Wild and Scenic Rivers System and similar rivers for which the NPS has responsibilities to protect free-flowing condition and outstanding natural, cultural, and recreation values for the enjoyment of present and future generations. The NPS has responsibility for protection of wild and scenic rivers and the NPS works with communities to develop access to rivers, promote stewardship, and responsible use of our nation’s waterways.

Task Order #MOCK provides funds to support NPS on projects identified in consultation with key staff, identified below. The task order will be from September 30, 2021 to September 29, 2022. The awarded contract will be fixed price.

Scope The purpose of this task order is to provide specialized Technical, Scientific, Planning and Design expertise under 5.1.1 and 5.1.2 of the IDIQ to the National Park Service. Specific tasks are below.

Tasks Task A: Hydropower Project Support. Specific work under Part I of the Federal Power Act include:

1. California Projects – Review draft comment letters and provide technical expert knowledge and advice to NPS staff. (Key Staff – Barbara Rice, NPS Pacific West Hydropower Program Manager)

a. Scenic Canyon. Review the final license application and draft environmental document for the Scenic Canyon Hydroelectric Project licensed under the Federal Energy Regulatory Commission. Review and provide input on NPS’s draft comment letters and recommendations for this project.

b. Lynn Hill Hydroelectric Project . Review the final license application and ready for environmental analysis notice for the Lynn Hill Project. Review and provide input on NPS’s draft comment letter and recommendations for this project.

c. South Mountain. Review the draft Environmental Assessment for the South Mountain Project. Review and provide input on NPS’s draft comment letter and recommendations for this project.

2. Midwest Region Projects and Programming. Review project documents and provide draft comments, develop study requests, and identify recommendations related to recreation and aesthetics issues. (Key Staff –Susan Rosebrough, National Hydropower Coordinator)

a. Newhalem Cove. Review the draft application. Prepare draft comments and recommendations. Participate in the joint agency meeting virtually.

b. Stone River (four developments). Participate in the mitigation measures and settlement agreement discussions. Attend one in person meeting and one meeting virtually. Develop draft NPS recommendations for mitigation measures.

c. Cedar. Participate in the two meetings to discuss recreation enhancements associated with Cedar Dam. Develop recommendations on needed recreation enhancements.

3. Training. Review and provide four days of training for NPS staff on the hydropower licensing process and implementing technical assistance. Develop a powerpoint presentation and deliver the training to NPS staff virtually. (Key Staff: Susan Rosebrough, National Hydropower Coordinator)

Task B: Wild and Scenic River Section 7.

Pacific West Region. (Key Staff – Barbara Rice, NPS Pacific West Region)

1. Conduct reviews of three water resources projects and evaluate effects on the wild and scenic river values. Provide written evaluation consistent with Section 7 guidance from NPS and the Interagency Wild and Scenic River Council.

Task C: RTCA: Green River Outdoor Recreation Planning Pacific West Region. (Key Staff – Barbara Rice, NPS Pacific West Region)

1. Support recreation planning along the Green River working with key partners to scope needs and opportunities and develop a proposed action plan.

2. Support recreation resource inventory and analysis as part of preplanning drawing from work on the Green River Hydropower Project and working in collaboration with partners.

Deliverables The contractor shall maintain monthly telephone or email communication with the project officer and program representative, identified below.

The contractor shall deliver completed documents electronically as MS-Word and .pdf files, using accessibility sharing tools to identify and resolve issues that would make it difficult for people with disabilities to read.

The contractor shall deliver recommendations to the project officer, or designee. Email copies of written recommendations shall also be delivered to the program representative and program leads. No formal documentation is required by the contractor to verify Government receipt of delivery.

The period of performance for individual tasks is based on the individual due dates that are established by NPS, DOI, or FERC and are subject to change. All recommendations shall be submitted to the project officer one week in advance of the official due date.

Due dates will be established by mutual agreement of the project officer, program representative, and the contractor.

A monthly status report shall be submitted to the project officer 10 business day after the first of each month.

The following deliverables are expected by task:

Task A

· Task A-1 – written feedback on NPS comment letters provided no later than 7 days after receiving the letter.

· Task A-2 – written comments on the documents no later than 15 days after receiving the document for review.

· Task A-3- June 2022 Task B

· Task B-1: Evaluations will be provided within 30 days of receipt of the project information.

Task C

· All products shall be delivered by June 30, 2022.

The timelines and deadlines may be adjusted within the task order performance period as mutually agreed upon by the contractor and the NPS.

Roles & Responsibilities The contractor will be responsible for implementing the tasks and deliverables as outlined above. The NPS program leads will be responsible for meeting with the contractors, providing materials for the contractors work, and providing review and input on draft products.

All technical assessments will be reviewed by NPS staff and incorporated into official NPS responses on specific projects and products at the discretion of the Government.

Project Budget & Funding

The project funding and budget are provided in the independent government estimate.

Government-Furnished Property

If the contractor is working on-site, the Government will provide the office supplies, computer hardware, software, internet connection and supporting equipment, materials and facilities, as required, during the period of this contract.

The Contractor shall be responsible for the security and protection of government-furnished property provided to the Contractor in connection with this contract, and shall return all property to the government within 10 days of completion of this contract. The government shall pay for and approve all shipping and handling arrangements for all government property.

Security

The Contractor shall comply with Homeland Security Presidential Directive (HSPD)-12 security clearance application requirements (including on-line questionnaire, fingerprint cards and personal identification verifications for all personnel requiring access to the NPS electronic systems) within five (5) business days of TO award, as required, to ensure timely access notification (see Appendix A for checklist of steps and time frames to be factored into the period of performance). This process may require 60-90 days to complete for employees who will need to access the VPN.

Travel

Travel may be required to attend site visits and meetings.

This task order authorized travel not to exceed $5000. If additional travel is necessary, the Contractor shall immediately notify the COR so that a contract modification can be performed. When travel is required, and when authorized in writing by the Government, the contractor will be reimbursed for such travel per the rates authorized under the Federal Travel Regulations (FTR) in effect at the time of travel.

Note: Overhead and Profit or G&A shall not be allowed for travel.

Travel costs shall be reimbursed in accordance with the FTR. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The Government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.

If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the Government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a Government Contracting Officer.

Place of Performance

The contract effort will be performed at the contractor’s facility.

Period of Performance

The base period of the Contract is estimated as 9/30/2021- 09/29/2022

Invoice Requirements

The contractor is required to submit invoices with the hours worked into the ipp.gov website and also to the NPS point of contacts. The contract is a fixed priced contract.
